Silent terror new guerrilla tactic: Strangle not shoot to skirt forces

This new trend, as observed in recent civilian killings, reflects the rebels' desperation in the backdrop of intensified security operations, likely scarcity of ammunition and avoiding any unwarranted attention of security forces, as per senior police officials.
In Chhattisgarh's Bijapur district, Maoists recently strangled five villagers, accusing them of being police informers, an act confirmed by police as a deliberate attempt to instil fear.
Similarly, in Gadchiroli, two key civilian killings this year, including the strangulation of 45-year-old Sukhram Madavi in Kiyer village on February 2, 2025, mark a departure from the Maoists' traditional use of firearms.
Madavi, a former village panchayat head, was targeted for allegedly aiding police. "We have noticed Maoists resorting to strangulating civilians rather than pumping bullets in the head. This change may have been triggered either by a fear of exposing their location and movements or a scarcity of ammunition," said a senior Maharashtra police official.
The last firearm-related civilian killing was reported in Gadchiroli in March 2023.
Maoists are visibly facing heat following relentless operations by security forces including setting up of new camps in once considered 'no-go' areas like Abujmarh. A security agency report estimates less than 500 active Maoist cadres currently active across India and with influence confined to a few districts including Gadchiroli (Maharashtra), Bijapur and Sukma (both Chhattisgarh).

The Maoists' targets often include former aides or surrendered cadres. "The Maoists are targeting their former aides out of deep frustration. Surrendered Maoists are not allowed to return to their villages and hence their relatives are targeted," the Maharashtra police official added. Police have cautioned former associates of Maoists to avoid venturing out at night or entering Maoist-dominated areas, as the insurgents seek to punish perceived betrayals.
This tactical shift comes amid significant Maoist losses. In 2025 alone, over 400 Maoists were killed in Chhattisgarh including top leader Nambala Keshava Rao, alias Basavaraju, in a major operation in Narayanpur. As security forces close in, with a govt deadline to eradicate Maoism by March 2026, the Maoists' silent killings signal a desperate bid to cling to their fading influence in India's tribal heartlands.

Elgar Parishad case: Court junks Navlakhas plea seeking to live in Delhi
Mumbai, Aug 5 (PTI) A special NIA court here has refused permission to activist Gautam Navlakha, an accused in the Elgar Parishad-Maoist links case, to live in Delhi for a brief period while rebuking him for seeking the same relief repeatedly. In the order passed on August 1, judge C S Baviskar said Navlakha, ordered to stay in Mumbai as part of his bail condition, had ingeniously found the trick to file multiple applications seeking same reliefs. The order copy became available on Tuesday. In November 2024, the special court for National Investigation Agency cases had granted him permission to stay in Delhi for two months. In his latest application, Navlakha relied on this order while seeking permission to live in Delhi again for 45 days. 'It is not at all expected. I recapitulate, the thing you shall not do directly, cannot do even indirectly," the court said in the order. While rejecting the application, it was restraining itself from imposing cost on Navlakha, it added. The earlier permission to live in Delhi for two months did not give him the license to claim the same liberty repeatedly, the court said. The Bombay High Court, while granting Navlakha bail, had laid down that he shall remain in Mumbai considering the seriousness of the offences in this case, the special court said. 'The applicant/accused may show total disregard towards the expectations of the High Court in its order that he should reside within the territorial jurisdiction of the Court. However, the directions of the High Court are happily binding on this Court and this Court has to follow it scrupulously," the order said. Navlakha (72), a permanent resident of Delhi, was arrested in the case in April 2020. He was granted bail in 2024. The case relates to alleged inflammatory speeches made at the Elgar Parishad conclave held in Pune on December 31, 2017, which police claimed triggered violence the next day near the Koregaon-Bhima war memorial near Pune. Man injured as IED planted by Naxalites explodes in Chhattisgarh
Bijapur, Aug 5 (PTI) A 24-year-old man sustained injuries after an improvised explosive device (IED) planted by Naxalites went off in Chhattisgarh's Bijapur district on Tuesday, police said. This is the second such incident in the district in the last 48 hours. The blast occurred around 8 am when the victim, Pramod Kakem, had gone to a rivulet for a bath near Gunjeparti village under the Usoor police station limits, an official said. He inadvertently came in contact with the IED, which exploded, causing injuries to his palms, he said. The official said Kakem, a resident of the Ilmidi police station area, had gone to his relative's place in Gunjeparti. The injured villager was provided preliminary treatment and shifted to a community health centre in Usoor, he added. In a similar blast on Monday, a 50-year-old man was injured in a forest near Pujarikanker village under the Usoor police station limits while he was grazing cattle, police said. The Maoists often plant IEDs on dirt tracks to target security personnel who use such routes during anti-Naxalite operations inside forests. Civilians have fallen prey to such traps laid by ultras in the past in the Bastar region, police said. Police have appealed to the public to exercise extra caution when visiting forest areas and to immediately report any suspicious objects or activities to the nearest police station or security camp. On July 13, three persons, including a minor girl, were injured in a similar incident in the Madded area of Bijapur. Around 27 people have lost their lives in Maoist violence in the Bastar region, comprising seven districts, including Bijapur, so far this year.
