Licking County superintendents get more time to prepare after Intel, Microsoft delays

NEW ALBANY, Ohio (WCMH) — Local leaders told NBC4 they worried major construction delays in Licking County could complicate revenue for school districts, but superintendents are taking new timelines in stride.
Microsoft's $1 billion data center investments were paused last week, not long after Intel's $28 billion Ohio One project was delayed again in February. Microsoft was set to build data centers in Heath, Hebron and New Albany, receiving various incentives, including property tax breaks.

The Heath and Hebron centers were within the boundaries of Lakewood schools. Microsoft said it intends to follow through on its infrastructure investments in the Lakewood School District but will ultimately repurpose the land for farming. The New Albany development, which Microsoft delayed rather than canceled, joins Intel Ohio One in falling within Johnstown-Monroe Local Schools' district.
Johnstown-Monroe Superintendent Philip Wagner said fiscal complications with Intel delays or Microsoft pauses are less impactful than one might think. As the area prepares for growth, enrollment numbers have remained relatively steady, so the revenue development would provide is not yet needed.
'What will drive the need for increased revenue is more housing, or more students in the school district, more residents, and we haven't really seen a significant increase in that so far,' Wagner said.
Lakewood administrators agreed, and both Lakewood's treasurer and Board President said the Microsoft delays would not complicate their district's tax revenue. Still, Lakewood Superintendent Scott Coffey said the delay was 'disappointing.'
'We were and are definitely looking forward to a productive partnership with Microsoft and all entities who are choosing Lakewood as their home,' Coffey said. 'Microsoft has a stellar reputation for partnering with schools, and the adjusted timeline will simply defer the potential benefits of that partnership.'
Ohio bill would mandate free feminine hygiene products for inmates
In April 2024, Microsoft said local tax revenue was one way the company would give back to Ohio communities. Ohio school districts rely heavily on property tax revenue, but both Intel and Microsoft received property tax breaks from New Albany. Microsoft owes nothing in property taxes for 15 years, and Intel has a 30 year property tax break on its buildings, although it is still responsible for the land.
To offset these breaks, Wagner said most of the money schools would receive from Intel or Microsoft would come from income tax funds. These payouts have been minimal so far, as Wagner said there have not been many new employees. However, Wagner said steady enrollment has given them more freedom to wait for payouts.
'The change is for us is more transient behavior. We have more students coming in and out of the school district than any time in our recent history,' Wagner said. 'Our overall enrollment is staying the same, generally, but we've seen houses turn over and much faster, and some of it's related to the demolition of existing homes to make way for economic development projects.'
Within Johnstown-Monroe district boundaries, more than 100 homes have been demolished to make way for development. Wagner said the district receives a small sum of money from real estate transfers, which offsets possible property tax losses from home demolitions.

Wagner said timeline delays offer more time for districts to prepare for increased enrollment. Johnstown-Monroe is investing in new construction, including a six-classroom addition at Johnstown High School set to open this summer. Currently enrolling around 1,680 students, Wagner said if enrollment reaches projected levels, the district could increase capacity to nearly 4,600 by constructing two new school buildings.
'We're taking any of these delays or pauses as an opportunity to continue our planning and to prepare,' Wagner said. 'So in some respects, that's been a gift for us. A gift of time.'

Microsoft's Windows Recall is reportedly still capturing passwords and Social Security numbers even after its relaunch

The controversial Microsoft Windows Recall AI app may still be in need of security work according to testing from the UK technology site, The Register. The app, which takes screenshots of everything you do on your PC so you can find it later, supposedly has preventions to stop it from grabbing sensitive information like credit card numbers and passwords. However, the Register's team recently tested Recall and discovered that the filter actually fails "in many cases." Recall has had a bumpy launch since it was announced as a new app for Copilot+ PCs in the summer of 2024. It was almost immediately pulled back due to security concerns, like capturing sensitive information. The app stuttered into release and recall repeatedly, and was even caught capturing credit card numbers in December of 2024. It only recently returned to Windows Insiders in April of this year. With Recall still in preview mode, Microsoft claims it's safe and private with a filter called "Filter sensitive information" which is enabled by default and is supposed to prevent sensitive data from being captured. The Register's Avram Piltch used a Lenovo Yoga Slim 7x Copilot Plus PC with Recall enabled and entered in several types of personal information. He does credit the filter with excluding financial data, "some" passwords, and "most instances" of Social Security numbers. However, he found that Recall snapped screenshots of his bank's home page and a number of screens showing his balance and deposits. Though it did exclude his account and routing numbers. From there, Piltch performed a number of tests excluding certain language from forms or pages or storing information in different spots on his computer and much to his surprise, Recall captured that information. In one example, he wrote in a Word Doc "My SS#" and it was filtered out but when he changed it to Soc. # it did get captured. And in one case, a document with passwords was totally captured, especially dangerous since many people might still keep their passwords in unsecure documents on their PCs (something we highly discourage given that several of the best password managers are completely free) even if they're not explicitly labeled "My passwords." To be fair to Microsoft, the app is still in preview mode and has been since October of 2024. A blog post from November did state that Microsoft teams are working to improve the functionality of the security filter. Though, the app is being pushed during the Windows onboarding process, so perhaps that preview mode shouldn't be given as much slack. You do have the option to block specific apps or websites from being captured. You have to go to Settings - Privacy & Security - Recall & snapshots. From there you can blacklist things. You could block your browser, though that might make Recall less useful especially if you work outside of Microsoft's office ecosystem. If you're worried about Windows Recall potentially capturing your sensitive personal and financial data, there's an easy way to avoid this feature entirely: don't get a Copilot+ PC. Windows Recall is designed to work specifically with laptops that use Qualcomm's Snapdragon processors, so by going with one of the best laptops powered by an Intel or AMD chip for your next upgrade, you won't have to worry about the potential security implications of this controversial feature at all. Then again, Microsoft may decide to shelve Windows Recall for good at some point, especially given its lukewarm initial reception and the security and privacy issues it has faced already. Microsoft () jumped as much as $42 right after the open on the basis of blowout earnings. By 3:15 p.m. ET, however, the gain had shrunk to $20, with the shares at $533, up 4%. Facebook-parent Meta Platforms META reached $784 but fell back to $777, up 11.8%. Figma went public at $33, implying a $19.8 billion market capitalization. It promptly traded up to as high as $116,38 before slipping back to $109. At the close, the Standard & Poor's 500 Index was down 23 points to 6339. It had hit a 52-week high of 6,427. The Nasdaq Composite slid to a loss of 7 points at 21,122. The index had reached at 52-week high of 21,457. The Dow Jones Industrial Average was down 330 points to 44,131. It wasn't clear why stocks were sagging. It could be prices were too were reaching levels that some investors found to be too much. It could also be the market is tired as the dog days of August begin. And there's a lot of uncertainty. A U.S. appeals court in Washington heard a court challenge to President Trump's tariff. Andy LaPerriere, a policy analyst with Piper Sandler, told CNBC he thought the court may declare the tariffs unconstitutional. () and Coinbase () will report after the close. Apple was down 47 cents to $208.58. Amazon added 1.7% to $234.14. Coinbase was up 1.3% to $382 but down from 52-week high of $444.65, reached on July 18. Amazon shares fell 3% after hours to $227. Apple beat Wall Street's third-quarter earnings forecasts, with iPhone sales climbing 13% year-over-year and overall revenue growing 10%, marking the company's largest quarterly revenue growth since December 2021. The company earned $1.57 per share, compared with $1.40 per share a year ago. 'It was an exceptional quarter by any measure,' CEO Tim Cook told CNBC. At last check, Apple shares were climbing 2.2% in after hours. Updated: 12:50 p.m. ET Stocks were higher Thursday, though maybe not as much as one might have thought. Facebook-parent Meta Platforms () and Microsoft () were expected to yank the stock market significantly higher overall, after both reported blowout earnings and guidance late Wednesday. Both are, in fact, higher, but they are not spreading the love across the market. Meta is up 12.2% to $780.87, Microsoft is up 4.3% to $535.33 and briefly saw its market capitalization top $4 trillion. The rest of the market is sort of, well, meh. Not bad but not roaring higher. The Standard & Poor's Index was up 39 points to 6,401 at 12:40 p.m. ET. The Nasdaq Composite Index added 214 points to 252 points to 21,344. It had been up as many as 327 points. Microsoft is the second largest company in the S&P 500, while Meta is the sixth largest, so they both have a huge impact on the movement of what is the most important benchmark for the stock market's performance. And with Microsoft shares up by 9% and Meta gaining 11% before the open, the S&P 500 would have a hard time being anything but up today.
