Chinese firms boost Zimbabwe's job market, says experts
HARARE, July 17 (Xinhua) -- The increasing presence of Chinese companies is boosting Zimbabwe's job market, a Zimbabwean economic analyst said Thursday. Dereck Goto, an economic analyst and political commentator based in Harare, the capital of Zimbabwe, told Xinhua that the ever-increasing employment opportunities brought by Chinese firms, particularly in the mining sector, also mirror a wider trend of economic engagement between China and Africa. In recent years, Zimbabwe has seen a growing number of Chinese companies that continuously place job advertisements in local media for key positions, indicating their booming interest in local talent. "In the short term, the rise in job advertisements represents the setup phase. These firms are hiring essential technical and operational staff to establish a local presence and address immediate project needs," Goto said. "Looking ahead, Chinese companies have the potential to become employers of choice," he said, while calling for them to invest more in localization, skills transfer and long-term talent development. In a separate interview, Executive Director of the Southern African Research and Documentation Center Munetsi Madakufamba said that the growth in the number of Chinese companies seeking local professionals was a combination of factors, including the growing Chinese presence in the country and a response to local employment demands. "We do need to ensure Zimbabweans have the requisite skills to fully benefit from those opportunities; we need a serious upgrading of local skills to maximize the potential," Madakufamba said.

Nvidia's resumption of AI chips to China is part of rare earths talks
NVIDIA'S planned resumption of sales of its H20 artificial intelligence (AI) chips to China is part of US negotiations on rare earths, commerce secretary Howard Lutnick says, and comes days after its CEO met President Donald Trump. 'We put that in the trade deal with the magnets,' Lutnick told Reuters, referring to an agreement Trump made to restart rare earth shipments to US manufacturers. He did not provide additional detail. Nvidia said late on Monday that it is filing applications with the US government to resume sales to China of its H20 graphics processing unit, and has been assured by the United States it will get the licences soon. The planned resumption is a reversal of an export restriction imposed in April that is designed to keep the most advanced AI chips out of Chinese hands over national security concerns, an issue that has found rare bipartisan support. It drew swift questions and criticism from US legislators on Tuesday. The decision 'would not only hand our foreign adversaries our most advanced technologies, but is also dangerously inconsistent with this administration's previously-stated position on export controls for China,' Democratic Representative Raja Krishna-moorthi, ranking member of the house of representatives select committee on China, said in a statement. Republican John Moolenaar, chair of that committee, said in a statement he would seek 'clarification' from the commerce department. 'The H20 is a powerful chip that, according to our bipartisan investigation, played a significant role in the rise of PRC AI companies like DeepSeek,' Moolenaar said, referring to a Chinese startup that claims to have built AI models at a fraction of the cost paid by US firms such as OpenAI. 'It is crucial that the United States maintains its lead and keep advanced AI out of the hands of the CCP.' Shares of Nvidia, the world's most valuable firm, closed up 4% and were nearly unchanged in after-market trading. Nvidia had estimated that the curbs would cut its revenue by US$15bil. Nvidia's plan to resume sales has set off a scramble at Chinese firms to buy H20 chips, sources told Reuters. The chips that Nvidia will resume selling are the best it can legally offer in China but lack much of the computing power of the versions for sale outside of China because of previous restrictions put in place by Trump's first administration and then President Joe Biden's administration. De facto standard But critically, H20 chips work with Nvidia's software tools, which have become a de facto standard in the global AI industry. CEO Jensen Huang, who is visiting Beijing has argued that Nvidia's leadership position could slip away if the company cannot sell to Chinese developers being courted by Huawei Technologies with chips produced in China. The significance of the shift depends on the volume of H20 chips that the United States allows to be shipped to China, said Divyansh Kaushik, an AI expert at Beacon Global Strategies, a Washington-based advisory firm. 'If China is able to get a million H20 chips, it could significantly narrow, if not overtake, the US lead in AI,' he said. China is crucial 'The Chinese market is massive, dynamic, and highly innovative, and it's also home to many AI researchers,' Huang told Chinese state broadcaster CCTV on Tuesday. China generated US$17bil in revenue for Nvidia in the fiscal year ending Jan 26, or 13% of total sales, based on its latest annual report. Internet giants ByteDance and Tencent are also in the process of submitting applications for H20 chips, the sources said. Central to the process is an approved list put together by Nvidia for Chinese companies to register for potential purchases. Asked at a regular foreign ministry briefing in Beijing about Nvidia's plans to resume AI chip sales, a spokesperson said: 'China is opposed to the politicisation, instrumentalisation and weaponisation of science, technology and economic and trade issues to maliciously blockade and suppress China.' China halted exports of rare earths in March following a trade spat with Trump that has shown some signs of easing. It dominates the market for rare earths, a group of 17 metals used in cellphones, weapons, electric vehicles and more. Closely watched Huang's visit is being closely watched in both China and the United States, where a bipartisan pair of senators last week sent the CEO a letter asking him to abstain from meeting companies working with military or intelligence bodies. The senators also asked Huang to refrain from meeting with entities named on the United States' restricted export list. Rival AI chipmaker AMD also said the department of commerce would review its licence applications to export its MI308 chips to China; it plans to resume those shipments when licences are approved, it said. Its shares gained 7% in trading on Tuesday. — Reuters Jarrett Renshaw and Karen Freifeld write for Reuters. The views expressed here are the writers' own.

Oil settles down on US fuel inventory build
Brent crude futures settled 19 cents, or 0.3% lower, at US$68.52 a barrel. US West Texas Intermediate crude futures were down 14 cents, or 0.2%, at US$66.38. HOUSTON: Oil prices settled marginally lower on Wednesday as US fuel inventory builds and concerns about wider economic impact from US tariffs outweighed some signs of increasing demand. Brent crude futures settled 19 cents, or 0.3% lower, at US$68.52 a barrel. US West Texas Intermediate crude futures were down 14 cents, or 0.2%, at US$66.38. US gasoline stocks rose by 3.4 million barrels last week, the Energy Information Administration said. Analysts had expected a draw of 1 million barrels. Distillate stockpiles, which include diesel and heating oil, rose by 4.2 million barrels, EIA data showed, far surpassing expectations for a 200,000-barrel rise. Crude inventories fell by 3.9 million barrels to 422.2 million barrels last week, the EIA said, exceeding forecasts for a 552,000-barrel draw. "I think the market is disappointed to see large builds in gasoline and distillate inventories as refiners are operating at near their highest levels of the year turning oil into refined products," said Andrew Lipow, president of Lipow Oil Associates, referring to refinery rates of nearly 94% of total capacity. "I think investors are also disappointed to see gasoline demand fall just after July 4 as we are now in the peak summer driving season," he added. The amount of products supplied for gasoline, a proxy for demand, eased 670,000 barrels per day to 8.5 million bpd. US President Donald Trump's tariff war continued, with the European Commission preparing possible retaliation if talks with Washington fail to secure a trade agreement for the European Union. On Monday, Trump said the US will impose "very severe tariffs" on Russia in 50 days if there is no deal to stop the war in Ukraine. Short-term US interest-rate futures rose after a report that Trump was likely to fire Federal Reserve Jerome Powell soon, with traders now betting on rate cuts starting in September and at least one more by December. Trump said he was not planning to fire Powell, but declined to rule out anything. Interest rate cuts typically boost economic activity and energy demand. Helping keep a floor under prices, US economic activity increased slightly in recent weeks, but the outlook was neutral to slightly pessimistic, the Federal Reserve said on Wednesday, as businesses reported the Trump administration's higher tariffs were putting upward pressure on prices. Opec's monthly report on Tuesday forecast that the global economy would do better in the second half of the year. Brazil, China and India are exceeding expectations while the United States and EU are recovering from last year, it added. Chinese state-owned refiners are ramping up output after completing maintenance to meet higher third-quarter fuel demand and to rebuild diesel and gasoline stocks at multi-year lows, traders and analysts said. Barclays estimated that Chinese oil demand in the first half of the year grew by 400,000 bpd year-on-year to 17.2 million bpd. On the supply side, drone attacks for a third day on oilfields in Iraq's semi-autonomous Kurdistan region have slashed crude output by 140,000 to 150,000 barrels per day, two energy officials said on Wednesday, as infrastructure damage forced multiple shutdowns. — Reuters
