After 'good' trials, roads min junks L1 bidding mode
NEW DELHI: In a major policy change, all highway agencies under the road transport ministry, including the NHAI, will soon replace the least cost (L1) mode for bidding out works for preparing detailed project reports (DPRs) with highest technical score (T1) for companies. The agencies will fix cost for consultancy service (bid price) and companies will be selected on the basis of their technical competence and ratings based on their past performance. Officials said the experiment of only fixed cost and highest technical score for bidding out works in the NHAI has been "good" so far, since its introduction in Sept last year. TOI on Sept 8 had first reported this crucial change in bidding parameters. "The new provision of rating of bidders and assigning 30% marks for technical score will further bring quality players to bid for projects," said a senior official. The policy change gains importance considering that there has been major deterioration in preparation of project reports after consultancy firms bagged projects quoting very low and unsustainable prices. Poor project preparation impacts quality of work and results in delay in implementation. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 2025 Top Trending local enterprise accounting software [Click Here] Esseps Learn More Undo In developed countries such as Japan and Australia, govt entities pay more attention and time to preparation for DPRs for perfect execution. Officials admitted that there have been several cases where the prices quoted for preparing DPRs was as low as Rs 70,000-Rs 80,000 per km. "At such a low cost, no one can prepare a good DPR. Field surveys cost more than such quoted price. That was the trigger for fixing the cost, which approximately comes to Rs 4-5 lakh for one km of 4-6 lane highway. This is barely 0.5% of the overall project cost. In most other countries the payment made for DPR preparation is around 10% of project cost," an official said. He added that provisions have been made where companies that have key personnel from top 50 reputed technical institutes, such as IITs and NITs, will get a better score. "So, the entire framework of technical score, including the marks for ratings, is aimed at getting serious and quality players to bid for DRP works,"an NHAI official said.

Autorikshaw drivers demand action against unauthorised autos in city
Kalaburagi: The proliferation of unauthorised autorickshaws and bike taxis in Kalaburagi has significantly impacted the livelihood of permitted autorickshaw drivers. The Autorickshaw Drivers' Association has highlighted that there are approximately 1,000 electric autos operating without proper permits, while another 1,500 to 2,000 autos with taluk licenses are plying within city limits. The situation has been further compounded by the govt's guarantee power scheme, which has resulted in a 50% reduction in the earnings of legitimate auto drivers. Licensed drivers are struggling to meet their financial obligations, including house rent, children's education fees, and vehicle loan repayments. The association's president, Laxmikant Malipatil, has urged immediate action from authorities to address this growing concern. He emphasised the need for stricter enforcement measures and the confiscation of unauthorised vehicles operating within the city limits. The challenges faced by auto drivers are exemplified by drivers like Mallikarjun, who previously earned between Rs 13,000 to Rs 15,000 monthly by transporting school children. Recent traffic police regulations regarding safety measures have restricted the number of school children that can be transported, reducing his monthly earnings to approximately Rs 8,000. They suggest implementing stricter monitoring systems, regular enforcement drives, and measures to protect the interests of authorised auto drivers who have invested in obtaining proper permits and licenses. Local authorities are being urged to take swift action to regulate the transport sector effectively, while ensuring the livelihood of legitimate auto drivers is protected. If authorities control the operation of illegal autorickshaws in Kalaburagi city, the licensed rickshaw operators would experience increased passenger demand for their services. Speaking to TOI, Kalaburagi city police commissioner Sharanappa SD stated that the police department and RTO are jointly seizing autorickshaws, and around 300 non-permit autorickshaws have already been seized. This process will continue throughout the year. If anyone can provide information about specific unauthorised autorickshaws, those too will be seized, he assured.

Bengaluru Ferrari Owner Evades Road Tax, Made To Pay Rs 1.42 Crore
In a high-octane crackdown on tax evasion, a Ferrari owner was forced to shell out Rs 1.42 crore after Regional Transport Office officials caught the luxury supercar being used on the streets of Bengaluru without road tax being paid in Karnataka. The red Ferrari SF90 Stradale, which has a starting price of 7.5 crore, has been attracting eyeballs in the city over the past few months. On Thursday morning, officials from the Bengaluru South RTO located the Ferrari, which was registered in Maharashtra, and verified its tax status. Upon confirming that tax had not been paid, they seized the vehicle and issued a formal notice to the owner, giving time until evening to make the payment. The notice also warned of legal consequences in case of non-compliance. Acting swiftly, the owner cleared the entire dues and penalties amounting to Rs 1,41,59,041. According to officials, this is one of the largest single-vehicle tax recoveries in recent memory. The department has said that it will continue cracking down on luxury vehicles operating without valid tax payments. In February, the transport department had seized 30 luxury cars including Ferraris, Porsches, BMWs, Audis, Aston Martins and Range Rovers for tax evasion. Over 40 RTO officers were involved in the operation.
