
Food vs fuel: Surge in ethanol blending and its impact on sugar prices
Will the increased diversion of sugar for ethanol blending further reduce its availability for direct consumption and push prices even higher?
Chart 1 shows the annual sugarcane production in India in the last 10 years. Following a dip in FY17 due to drought conditions in sugar-producing States, production was almost consistently increasing until it peaked at 490 crore tonnes in FY23. It declined in the following year and is estimated to further dip in FY25 as well to 435 crore tonnes.

A slate of components has influenced lower production of sugarcane over the recent years, such as red-rot disease among crops in major sugar-producing States, deficient rains, and problems with the flowering of crops.
This decline in production has predictably impacted the retail sugar prices across the country. Chart 2, which shows the country-wide modal retail price of one kilogram of sugar, depicts prices rising from ₹40 per kg in May 2023 to ₹45 per kg as of May 5, 2025.
Ethanol blending adds to the price pressure by diverting a portion of the sugar. Government data show a rapid increase in the amount of sugarcane-based ethanol supplied for blending over the past decade, going from about 40 crore litres in FY14 to nearly 670 crore litres in FY24 (Chart 3). The practice is lauded for its sustainability-related benefits as well as its potential to reduce India's dependence on oil imports.
The Centre has been implementing a long-term Ethanol Blending Programme (EBP) since the start of the 2000s, which allowed for a stagnant, then gradually increasing supply of ethanol. Initially, as a means of ensuring adequate availability of sugar for domestic consumption, the government banned the use of sugarcane juice, sugar syrup, and B-heavy molasses for ethanol production. This ban was lifted later, which explains the surge in supply in recent years.
A commensurate increase can be seen in the rate at which ethanol was blended with petrol over the years. Chart 4 shows the ethanol blending rate over the last 10 years. From just over 1.5% in FY14, the rate of ethanol blending has surged to 20% in FY25. The ethanol blending ratio surged due to a combination of a consistent increase in sugar diverted for ethanol production and a drastic reduction in the goods and services tax imposed on ethanol meant for the EBP.
At the time of its inception, the EBP had set the target of 20% blending to be achieved by 2030. However, upon seeing the progress attained through lifting caps and taxes, standing at 15% blended ethanol in 2024, it was decided to advance the 20% target to 2025. The ratio was reached in March this year, leading to talks of a 30% target for the coming years.
With the availability of sugarcane impacted this year, reports show that the government is looking at grains to make up for the shortfall. Moreover, with sugar prices rising, the choice between food and fuel looms.

Bengaluru: Although well-intended, the govt's market intervention to rescue mango growers from a price crash has backfired, leaving thousands of farmers worse off. They have been forced to sell their produce at a fraction of the cost of cultivation and are still waiting for payment nearly two weeks after registering. While the scheme aimed to provide relief by procuring mangoes at a minimum support price (MSP), many farmers say the compensation is so low that it's compounding their losses rather than reducing them. But the state chose to offer just 25% of this — only if market prices dipped below that level — effectively capping the payout at Rs 4 per kg. Given that average cost of production stands at over Rs 12 per kg, the scheme is being slammed as inadequate and flawed. "MSP should be increased to Rs 12 to match production cost," said Reddy. "The cap of five acres should be increased to 10 and the cap on quantity of procurement should be increased from two tonnes per acre to four." Adding to farmers' woes is a delay in payments, as Karnataka State Mango Development and Marketing Corporation has not yet opened a direct benefit transfer (DBT) account. The finance department is yet to grant approval. Reddy said the growers' association has given the govt time till Wednesday to resolve issues. "Failing which, they will lay siege to Kolar deputy commissioner's office," he said. Farmers also allege that the scheme's eligibility rules exclude most of them. Of the nearly 95,000 mango growers in Karnataka, only 6,673 have been able to register, largely because most cultivate mixed crops like ragi or green gram along with mangoes — a practice disqualified under current rules. Agriculture minister N Cheluvarayaswamy acknowledged the procedural roadblocks and said he would take up the issue with chief minister Siddaramaiah. "Although MSP for mangoes is handled by the departments of cooperation and horticulture, the CM asked me to oversee it. I will bring these issues to his notice," said Cheluvarayaswamy. Kolar district minister Byrathi Suresh also promised quick action. "I will speak to finance officials to ensure approval to open a DBT account," he said.

State seeks Rs 1,110 cr Central aid to expand micro-irrigation network
Vijayawada: In a crucial meeting held in New Delhi, Andhra Pradesh agriculture and animal husbandry minister K Atchannaidu met Union agriculture and farmers welfare minister Shivraj Singh Chouhan. He submitted a comprehensive representation on two key issues—price support for Totapuri mango farmers in the erstwhile Chittoor district and enhanced subsidy for micro-irrigation schemes in the state's backward districts. Atchannaidu emphasised that Totapuri mango growers were reeling under heavy losses due to excessive production and stock accumulation in pulp factories, leading to a market crash. To protect the interests of farmers, the Andhra Pradesh government launched a procurement scheme under which mangoes are being purchased at RS 12 per kg— Rs 8 from traders/factories and Rs 4 from the government. The state sought ₹260 crore in financial assistance under the Market Intervention Scheme (MIS) from the Centre, requesting 100% central funding instead of the standard 50:50 share. The minister also highlighted that nearly 6.5 lakh metric tonnes of mangoes are expected to be procured this season at a total cost of ₹780 crore. He urged the Union Minister to allow the scheme to run until August 2025, depending on market needs. Additionally, Atchannaidu sought a policy revision for micro-irrigation subsidies in the eight backward districts of Andhra Pradesh. He requested an increase from the current 55% subsidy (33% GoI + 22% State share) to 90% (54% GoI + 36% State share) to support small and marginal farmers who cannot afford the current 45% farmer contribution. He also asked for ₹1,110 crore as additional central assistance, similar to the Bundelkhand model. The Andhra Pradesh government aims to expand micro-irrigation to 15 lakh hectares over five years, with a goal of achieving 15% growth in the horticulture sector.
