Govt gearing up for 3rd electronics manufacturing cluster in U.P.
Recently, a semiconductor unit by Foxconn and HCL was okayed by the Centre near the Jewar airport in the Yamuna Expressway Industrial Development Authority (YEIDA) area. The new semiconductor unit – the first in Uttar Pradesh – is expected to attract an investment of ₹3,700 crore.
Confirming the development, state's IT and electronics minister Sunil Kumar Sharma told HT, 'EMC 1 is about to start and we have also announced EMC 2 in Greater Noida. One such cluster creates around 70,000 to 80,000 employment opportunities. Soon we will be starting work on EMC 3, which will be in eastern Uttar Pradesh.'
'As companies are more attracted towards NCR, we will be seeking to make changes in the policy and give some more incentives to the companies which decide to come to East U.P,' he said.
The EMC 1 of 100 acres located at YEIDA Sector 10, along the Yamuna Expressway, aims to be a modern electronics manufacturing hub, with Havells setting up a domestic appliance facility. The EMC 2 of 210 acres in Greater Noida is likely to facilitate the growth of the electronics system design manufacturing (ESDM) sector in the region.
The EMCs will function as manufacturing zones, promoting the growth of the ESDM sector by providing a robust infrastructure base for electronic manufacturing industries.
The clusters will support various electronic verticals, including consumer electronics, lighting, power electronics, computers/IT, and telecom equipment, along with their entire value chain.
'The companies are getting attracted to Uttar Pradesh on their own as no one can force them to do so. Our CM Yogi Ji has given such an environment in the state which is favourable for doing business. There is trust that all the commitments by the government will be fulfilled,' state's IT and electronics minister Sunil Kumar Sharma said.
'Law and order, ease of doing business, single window system and all the help given to the businessmen by the government contribute towards bringing big companies to the state,' he added.
'Our vision is to make Uttar Pradesh a leading state in electronics production, one semi-conductor unit has come to the state and we have already sent a proposal for another one. That will be an investment of 28,000 crore, approval for it is awaited from the Government of India,' Sharma said.
On developing the state capital region as the next AI hub, he said, 'Now IBM has also come in Lucknow. It is a big company in itself and HCL is also expanding in Lucknow. We are also looking to make a start-up hub in Greater Noida and Lucknow and the project is in the pipeline. We have got in-principle nod for the same and the work is underway.'
'We all know that there are a lot of big companies in Noida and Greater Noida and it is a kind of saturation in the NCR now. Our effort now is to focus on other cities like Lucknow and Varanasi. At the moment, we are focusing on Lucknow to develop it as IT and AI hub,' the minister added.
The Uttar Pradesh government has already started 'AI Pragya' programme to impart training in artificial intelligence (AI) to 10 lakh people from various fields in the state by the end of 2025 to skill them in various dimensions of this technology and its use-based aspect.
The aim is to bring new employment opportunities and enhance the administrative structure of the state, healthcare, education, agriculture among other sectors.
On giving incentives to the tech and IT companies coming to the state, Sharma said, 'In the last seven years, due to some reasons, no company had got any incentives. Last year when I took charge of the department, the budget of the department was ₹400 crore. In the previous year, we issued incentives worth ₹408 crore. For remaining companies who had been given letter of comfort, I have directed officials to expediate their process. We are giving incentives to all the companies without any bias.'

He said that the UP govt was providing 1 lakh solar panels to farmers of the state under the PM Kusum Yojana. "UP's performance in the field of solar energy is good. UP has also completed the entire process in the direction of renewable energy and will start producing 22,000 megawatts by 2027 and become a role model of the country," he said. "A lot of work was done in the interest of farmers in the last eight years," the CM said. "Earlier, only 500 factories were registered every year in the state. Our govt launched a campaign due to which about 4,000 factories are being registered every year," he said. "The state has also made progress in cow protection. The state govt has taken many steps to promote cow-based economy which is benefiting cattle farmers," he said. During the meeting, the Economic Advisory Group praised the progress made by Uttar Pradesh in the last eight years. The group said that due to investment-friendly environment, Uttar Pradesh has joined those states of the country whose economy is growing rapidly. The group said food products of Uttar Pradesh should be developed as a global brand. In this, the role of migrants from Uttar Pradesh would be the most important, the group suggested. It added that more work should be done to promote startups and an IT Talent Mission should be launched in the state.

Massive security, hi-tech surveillance guards Kanwar Yatra
LUCKNOW: To ensure the security of Kanwariyas and the smooth conduct of Kanwar Yatra, the UP government has deployed cutting-edge anti-drone and tethered drone technologies along the route. These advanced surveillance systems, previously used during the Ram Mandir inauguration and Mahakumbh 2025, are now enhancing real-time monitoring and threat detection. A state-of-the-art control room, set up on the Mahakumbh model, has been established with round-the-clock real-time monitoring amenities. Elite security forces, including ATS, RAF, and QRT, have been deployed at ground level along the entire Yatra route to ensure maximum vigilance. Technology is being leveraged at every level to ensure the comfort, safety, and smooth experience for the devotees. CM Yogi personally reviewed all preparations and issued instructions to ensure flawless arrangements for security, healthcare, sanitation, drinking water, and traffic management. Drawing inspiration from the Mahakumbh security model, similar protocols have been implemented across the Kanwar Yatra corridors. In a major technological push, 29,454 CCTV cameras have been installed along key Kanwar routes and major congregation points. Additionally, 395 high-tech drones, including anti-drones and tethered drones, are transmitting real-time video feeds directly to the DGP headquarters in the State capital. Tethered drones, which hover in a fixed position for extended periods, are proving particularly effective in monitoring dense crowds and enabling quick response in case of emergencies. UP to become a model state in carbon credit trading: Yogi
Ayodhya: Chief Minister Yogi Adityanath launched a new initiative on Wednesday to link environmental conservation with economic prosperity in the state. To promote institutionalisation of carbon credit trading, Yogi asked the officials to rope in village councils, forest officials, farmers and residents in the plantation drive and create awareness about the benefits that are being offered by the govt. "We are not just planting trees; we are preserving the future. Uttar Pradesh will now gain recognition and financial benefits on international platforms for its environmental efforts. UP will become a model state in carbon credit trading," the CM said. Through Amrit Sarovar programme, reservoirs, ancient rivers, waterbodies and forests are being rejuvenated and revived so that millions of carbon credit could be absorbed in the state, a senior officer said. "Each village council will be registered for carbon credits based on the count of trees that have been planted, water source conservation, organic farming and other measures. The govt will work with expert organisations to make the certification process simple and transparent. A significant portion of the income from carbon credit sales will go to the local communities," he said. "Ayodhya, where Yogi inspected the plantation drive along the Saryu river and Amrit Sarovars, would emerge as a role model for the state's 'green economy'. The process of linking ongoing environmental efforts to the international carbon credit market will begin soon," he said. The initiative is crucial not only for conserving Uttar Pradesh's environment but also for energising rural economy. Carbon absorption and credit trading can become a new formula for environmental prosperity in the state. "I take inspiration from CM Yogi who is actively pursuing the mission to increase the green cover," he said after being honoured.
