Romualdez vows 'no backroom haggling' in budget
'The President's message was clear: make the government work better for the people. As Speaker, I am committed to making sure the budget reflects that – every centavo must go where it's needed most,' Romualdez said.
"The House leadership is prepared to act decisively on long-needed structural changes to the national budget process, and that these reforms must prioritize accountability, eliminate inefficiencies and ensure that spending directly addresses the needs of Filipino families," he added.
Romualdez then reiterated his call for opening the bicameral conference committee discussions, wherein the Senate and House versions of the national budget are reconciled, to the public to prevent money business.
'No backroom haggling. The people have every right to know how their money is being spent. If we want trust, we have to earn it, starting with an open bicam,' he stressed.
'We need to put food on the table, ensure no family is crushed by hospital bills, and create jobs that restore dignity and hope. The House will do its job with focus and compassion. Because at the end of the day, that budget isn't about institutions. It's about lives,' Speaker Romualdez added.
In his fourth State of the Nation Address, President Ferdinand Marcos Jr. warned government personnel who steal public funds, such as those for flood control projects, that they will be dealt with under the law.
''Sa mga nakikipagsabwatan upang kunin ang pondo ng bayan at nakawin ang kinabukasan ng ating mga mamamayan, mahiya naman kayo sa inyong kapwa Pilipino,'' Marcos said.
''Mahiya naman kayo sa mga kabahayan nating naanod o nalubog sa pagbaha. Mahiya naman kayo lalo na sa mga anak natin na magmamana ng utang nung ibinulsa niyo ang pera,'' he added. —LDF, GMA Integrated News

Bonoan urged to take leave of absence amid probe on DPWH flood projects
Bacolod Lone District Representative Albee Benitez called on Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan to take a leave of absence amid an investigation into "failed" flooding projects. "Out of delicadeza, and to help preserve the integrity of any inquiry, I respectfully urge the DPWH Secretary to take a leave of absence while the investigation is ongoing," Benitez said in a statement, according to a 24 Oras Weekend report by Nico Waje on Saturday. In response, Bonoan said he is ready to take on a leave of absence. 'Okay lang. If it is necessary, bakit hindi po? (It's okay. If it is necessary, why not?),' Bonoan said. Bonoan also responded to Manila Mayor Isko Moreno's comment that flood control projects should be turned over to local government units. 'If they have the resources, bakit hindi? DA: Restored NFA regulatory powers will help sustain P20/kg rice

REUTERS/ Eloisa Lopez The passage of a measure that seeks to restore the regulatory and market intervention functions of the National Food Authority (NFA) will help ensure the sustainability of the Marcos administration's P20 per kilogram of rice program, the Department of Agriculture said Saturday. At a news forum, DA spokesperson Assistant Secretary Arnel de Mesa reported that more than 450,000 metric tons of rice are currently in the NFA's inventory, which is equivalent to 9 million sacks or 16% of the total national inventory. De Mesa said the figure is higher than the usual 5% in previous years. He added that the NFA has released 455,000 sacks of rice to purchase more palay or unmilled rice from local farmers. The Agriculture spokesperson called for the passage of the House Bill 1 or the proposed Rice Industry and Consumer Empowerment (RICE) Act, which grants the NFA regulatory powers aimed at lowering rice prices and protecting farmers. The next day, the Agriculture Department said coverage of the P20 per kilogram rice initiative will include middle-class families by 2026. It is currently available to members of vulnerable sectors. Initially launched in the Visayas last April, at least 162 locations across the country have been offering the cheaper subsidized rice, the DA earlier report. The P20-per-kilo rice initiative operates primarily through KADIWA ng Pangulo outlets. The rice is being sourced from NFA stocks, which are procured directly from local farmers. The Agriculture Department said the subsidized rice program not only ensures affordable food staple for consumers, but also helps decongest NFA warehouses. With more available space at the warehouses, the DA said, more palay can be purchased at prices higher than those offered by private traders. Rice, corn harvest Meanwhile, De Mesa also reported that the first semester of rice and corn harvest in the country is doing well. According to previous data, the largest harvest reached 9.2 million metric tons in 2023. It decreased in 2024 amid the effects of El Niño and La Niña. This year, the harvest is expected to rise with better weather conditions. The government's minimum projection for 2025 is 11 million metric tons, as it targets to harvest 20.4 million metric tons. The DA said the target can be reached based on the current production. Defying SC ruling on VP Sara's impeachment erodes legal order —IBP
The Integrated Bar of the Philippines (IBP) on Saturday called for adherence to the Supreme Court's ruling that declared the articles of impeachment against Vice President Sara Duterte as unconstitutional. In a statement, the IBP said that calls to defy the ruling of the High Court "erode the very foundations of the legal order." "Such actions disturb the equilibrium of powers and imperil the integrity of our democratic institutions, especially when appropriate legal remedies remain available within the framework of our constitutional system," the IBP said. "The Constitution does not require agreement. It demands adherence," emphasized the IBP. The IBP maintained its commitment to the constitutional order, which limits the powers of the branches of government, defining their roles and demanding their accountability. "To uphold the Constitution is to uphold each of its mandates equally-whether judicial, legislative, or executive. We therefore recognize and respect the exclusive power of the House of Representatives to initiate impeachment, just as we acknowledge the Supreme Court's solemn duty to interpret the Constitution and resolve legal uncertainties in faithful service to the Republic," said the IBP. The IBP also said that, "as the final arbiter of constitutional questions, the Supreme Court bears the solemn duty to interpret the law, determine its bounds, and clarify its implications even when it revisits past doctrines or addresses new contexts." Moving forward Retired Supreme Court Senior Associate Justice Antonio Carpio earlier said that there is still a possibility that the Supreme Court will reverse its decision declaring the articles of impeachment against Duterte as unconstitutional. Carpio said this, hinging on the plan of the House of Representatives to file a motion for reconsideration on the SC decision as the lower chamber argued that the ruling was based on incorrect findings that contradict official records. 'Theoretically, pwede [it's possible]. I mean, there's no rule or law, constitutional provision that say that they [cannot] correct themselves,' Carpio said in a forum. According to the former SC associate justice, there had been many instances in the past when the high court 'completely reversed itself.' Further, constitutional law expert Atty. Domingo "Egon" Cayosa said the Senate may opt to proceed with the trial of Duterte despite the Supreme Court's decision. Senate Deputy Minority Leader Risa Hontiveros had said a draft resolution is being circulated containing former justices' advice on how the Senate should proceed following the Supreme Court ruling declaring the articles of impeachment against Duterte as unconstitutional. However, Senate President Pro Tempore Jinggoy Estrada said 19 to 20 senators are likely to adhere to the decision of the SC. —VAL, GMA Integrated News
