Public announcement asking fans to move to stadium for victory celebrations was made on the steps of Vidhana Soudha, IPS officer tells Karnataka HC

The Hindu2 days ago
Public announcement was made on the steps of Vidhana Soudha asking cricket fans to move to the stadium soon after the government's official ceremony of felicitating RCB cricket players concluded, and the senior police officers were made 'scapegoats' in the incident of stampede occurred outside the M. Chinnaswamy stadium, it was argued before the High Court of Karnataka, on behalf of senior IPS officer Vikash Kumar Vikash.
What govt. said
Earlier, it was contended on behalf of the State government that some police officers acted like 'servants' of RCB and 'embarrassed' the government due to the death of 11 persons in the stampede that occurred outside the stadium on June 4.
These submissions were made before a division bench comprising Justice S.G. Pandit and Justice T.M. Nadaf during an appeal filed by the State government, which had questioned the Central Administrative Tribunal's July 1 verdict of quashing the government's June 5 order of suspending Mr. Vikash Kumar, who was holding the post of Additional Commissioner of Police (West) on the day of stampede.
Senior Advocate P.S. Rajgopal, appearing for the government, argued that the police officers made some security arrangements without first asking who had authorised the public event.
Pointing out that the senior police officer have the power under Section 35 of the Karnataka Police Act to 'prohibit certain acts for prevention of disorder' Mr. Rajgopal contended that they failed to exercise this power and Mr. Kumar, who was allegedly aware of the request made by the Karnataka State Cricket Association on victory celebrations to the station house officer of Cubbon Park police station, had failed to take proper measure.
Senior advocate Dhyan Chinnappa, appearing for Mr. Vikash Kumar, contended that the senior police officers were made 'scapegoats' as suspension was not based on any material against the police officers but to fix 'accountability' to someone.
Though the order of suspension refers to dereliction of duty, the government has made it clear in its status report submitted to the High Court that it took action (of suspension) against senior police officers 'recognising the need for accountability within the law enforcement hierarchy.' Mr. Chinnappa pointed out.
It was also pointed out that an IPS officer cannot be suspended on the charges of dereliction of duty, sans following procedure, which in the case of Mr. Vikash Kumar has not been followed, argued Mr. Chinnappa. The arguments will continue on Friday.

Govt failed to disburse finance commission funds: BJP MLC

Shivamogga: BJP MLC DS Arun on Saturday claimed the state govt failed to disburse funds allocated under the 15th Finance Commission for 2024-25 by the central govt. The grant is intended for essential development projects across more than 6,500 gram panchayats, he said. The allocated funds are earmarked for fundamental development initiatives throughout Karnataka's gram panchayats, encompassing sectors like agriculture, horticulture, sericulture, poverty alleviation, primary and secondary education, health, and programmes for women's and children's welfare. The state govt's inaction has resulted in the conversion of untied funds (40% allocation), which are allocated for a specific purpose. but without strict restrictions on how they can be used, into tied funds, effectively stopping development activities in gram panchayats. Arun urged the govt to promptly release the untied funds and implement strict measures against officials responsible for these delays and mishandling. Arun criticised the govt's stance regarding the Bengaluru stampede during the RCB victory celebration. He questioned the administration's decision to attribute blame to cricketer Virat Kohli rather than accepting responsibility. He insisted that the govt should acknowledge its accountability for the unfortunate event and take appropriate action against those at fault.

Former chief justice of India Chandrachud says Viceroy report on Vedanta Group lacks credibility

According to the filing, the former CJI has opined that 'Viceroy has a track record of taking short positions in listed companies and then publishing misleading reports to profit unlawfully from the resulting market impact'. Justice Chandrachud's remark came after Vedanta sought an independent legal opinion from the former chief justice in relation to the allegations made in the Viceroy Research report, the company said in a regulatory filing on Friday. New Delhi, Jul 19 (PTI) US short seller Viceroy Research's report on the Vedanta Group 'lacks credibility' and the firm would be well-placed to seek legal remedies, former chief justice of India D Y Chandrachud has said. The Viceroy Research's report on the company contains serious allegations, causing harm to the Vedanta Group's business and reputation, Justice Chandrachud said. 'The report contains serious imputations such as 'ponzi scheme' and 'parasite', which have caused harm to querist's (Vedanta's) business and reputation,' he said, adding, 'in these circumstances, the querist would be well-placed to seek legal remedies.' The US short seller in its July 9 report had called billionaire Anil Agarwal-led British firm Vedanta Resources a 'parasite' that is 'systematically draining' its Indian unit, an allegation which the group called as 'selective misinformation and baseless' aimed at discrediting the firm. Viceroy Research took a short position against the debt of Vedanta Resources, the UK-based parent of Indian miner Vedanta Ltd, alleging that the group 'is a house of cards built on a foundation of unsustainable debt, looted assets, and accounting fiction'. Vedanta had responded, saying the report was 'a malicious combination of selective misinformation and baseless allegations' and that its authors issued it without contacting the group.
