Pahalgam terror attack was ISI-LeT plot directed by Pakistan's top brass: Report

The April 22 terror attack in Pahalgam, Jammu and Kashmir, that claimed 26 lives was a 'closely guarded conspiracy' hatched by Pakistan's Inter-Services Intelligence (ISI) and the banned Lashkar-e-Taiba (LeT) terror group under instructions from the highest levels of Pakistan's political and military leadership, according to security sources cited by Times of India.
Sources said the ISI had tasked Lashkar commander Sajid Jutt with executing the plan, instructing him to involve only foreign terrorists to maintain secrecy. 'No Kashmiri terrorist was taken on board,' an official said, adding that the operation was carried out strictly on a 'need-to-know' basis to avoid leaks.
Foreign LeT operatives already active in J&K were roped in for the massacre, while local support was limited to shelter and logistics, according to investigators. 'No local terrorist had participated in the gruesome killing or was in the loop on exact details of the terror plot,' the official added.

Krishna tribunal granted a year's extension, Jal Shakti minister meets CMs of Andhra, Telangana to resolve disputes

Union Jal Shakti minister C R Patil (PTI file photo) NEW DELHI: Days after granting an extension to the Ravi and Beas Waters Tribunal, the country's oldest water disputes tribunal, the centre has extended the tenure of the Krishna Water Disputes Tribunal as well. Constituted in April 2004 to adjudicate the river water-sharing dispute among Maharashtra, Karnataka and erstwhile Andhra Pradesh, the Krishna tribunal has got an extension of another year, with effect from August 1. The Krishna tribunal is one of the four active river-water tribunals in the country, which have got extensions year after year, as they have not managed to come up with an acceptable decision despite their extended tenures. 'The said tribunals were constituted to adjudicate disputes between two or more states and therefore need to work towards early resolution, particularly since such disputes involve public interest and public welfare. Given the wide-reaching implications of such adjudication, I believe the proceedings should be completed in a time-bound manner while also adhering to the procedural laws,' said Khushal Garg, a Delhi high court advocate who has been following the issue. Noting that granting repeated extensions dilutes the essence of justice, he said, 'The Inter-State River Water Disputes Act, 1956 may be amended to incorporate fixed timelines for final decisions, as it would expedite the resolution process'. The terms of reference of the 21-year-old Krishna Water Disputes Tribunal were amended last year to accommodate the water-sharing concerns of a fourth state, Telangana, as well, factoring in issues arising out of the Andhra Pradesh Reorganisation Act, 2014. Meanwhile, Union Jal Shakti minister C R Patil on Wednesday convened a meeting with chief minister of Andhra Pradesh N Chandrababu Naidu and chief minister of Telangana A Revanth Reddy to address the prevailing water-related issues between the two states. It was decided at the meeting to set up a committee in a week to resolve the dispute between the two states over the proposed Polavaram–Banakacherla Link Project (PBLP). Both states agreed on the installation of telemetry devices for real-time monitoring of water flows in the Krishna Basin. It was also agreed that immediate measures would be taken to address maintenance issues to safeguard Srisailam dam. Further, the two states decided that the office of Krishna River Management Board (KRMB) would be shifted to Vijayawada or Amravati. Besides the Krishna Water Disputes Tribunal and Ravi and Beas tribunal, the other two active tribunals are the Mahadayi Water Disputes Tribunal for Goa, Maharashtra and Karnataka (set up in Nov 2010), and Mahanadi Water Disputes Tribunal for Odisha and Chhattisgarh (Mar 2018). Suggesting a way out to arrive at a certain decision in such long pending disputes, Garg said that the working of the Vansadhara Water Dispute Tribunal could also be referred to as how the Tribunal has given two decisions, one interim and the other as its final decision in the dispute. "So far as the interim order was concerned, the same was challenged before the Supreme Court. Despite the pendency of the challenge before the apex court, the Tribunal proceeded with the matter as there was no stay order passed by the Supreme Court and passed the final order on the reference made. Consequently, the Tribunal was dissolved by the central government with effect from March 10, 2022," he said.

Mehbooba, Lone oppose Urdu's exclusion as mandatory subject for Naib-Tehsildar posts in J&K

Peoples Democratic Party (PDP) president Mehbooba Mufti and J&K Peoples Conference (JKPC) chief Sajad Lone on Wednesday (July 16, 2025) opposed the move to drop Urdu as a mandatory subject for Naib-Tehsildar posts in Jammu and Kashmir. 'It is deeply unfortunate that our judiciary appears to be influenced by divisive politics. Urdu, a recognised official language for decades, is now being unfairly communalised,' former J&K Chief Minister Ms. Mufti said in a post on social media platform X. J&K's revenue records and administrative work continued to be maintained in Urdu, she said. 'It is only logical that applicants for the post of Naib Tehsildar possess basic proficiency in the language. This requirement is rooted purely in administrative efficiency not in any form of divisiveness,' Ms. Mufti said. The Bharatiya Janata Party (BJP) has been protesting against the government notification issued in June to fill these posts. A Central Administrative Tribunal Bench, comprising Rajinder Dogra and Ram Mohan Johri, on Monday passed an order to stay the operation of the provisions of the J&K Revenue (Subordinate) Service Recruitment Rules of 2009, making knowledge of Urdu as the minimum qualification. It directed the J&K Services Selection Board to accept applications from all candidates who possess an undergraduate degree with knowledge of any of the five official languages in J&K. 'The exclusion of Urdu as a qualifying requirement is part of a systematic marginalisation of the Kashmiri-speaking majority, and a dangerous step towards the 'linguicide' of Urdu,' Mr. Lone said. With Urdu no longer needed to qualify for the post of Naib Tehsildar, 'The majority Kashmiri-speaking population has been almost relegated to a footnote in the recruitment lists. Their presence in the recruitment lists is inversely proportional to their numbers. That is of course due to reservations,' Mr. Lone said. He said that Urdu had historically given Kashmiri aspirants a reasonable edge in such posts because of the language's relevance in administrative affairs. 'It is a calculated move to erase regional linguistic roots. The onus of giving a good legal representation is on the incumbent elected government. Hope it is not yet another fixed match in a series of fixed matches that we are seeing lately,' Mr. Lone said.

Canada-ISI-China Narco-Terror Nexus Exposed By DEA; Intel Sources Point To Global Threat

According to top Indian intelligence sources, the operation confirms long-standing concerns about Canada's emergence as a hub for covert hybrid threats. A major international narco-terror network has been uncovered through a sting operation by the US Drug Enforcement Administration (DEA) at Vancouver Port, exposing a dangerous nexus involving Pakistani ISI handlers, Chinese chemical suppliers, and Latin American drug cartels. According to top Indian intelligence sources, the operation confirms long-standing concerns about Canada's emergence as a hub for covert hybrid threats. The DEA investigation, which began in 2022 and extended into 2023, recently led to the unsealing of an affidavit detailing the activities of a British Columbia-based fentanyl trafficking ring with global links. Central to the operation, as per DEA findings and Indian intelligence inputs, is Indo-Canadian national Opinder Singh Sian, alleged leader of the notorious Brothers Keepers gang. Intelligence officials describe the gang as a proxy for Mexico's Sinaloa cartel in Canada, deeply entangled with Latin American cartels and Chinese Communist Party (CCP)-linked chemical suppliers. Top Indian intelligence officials assert that Sian acts as a critical intermediary between ISI operatives in Lahore, Chinese dual-use chemical companies, and transnational drug syndicates. The gang's activities, according to these sources, are not limited to narcotics but extend to the funding of Khalistani propaganda, arms smuggling, and sleeper cell recruitment in Punjab. Additionally, Indian intelligence has linked the Irish-origin Kinahan cartel, operating from Dubai, to Hezbollah financing networks that are laundering Canadian drug money into Middle Eastern black markets. These assessments are reinforced by evidence gathered by the DEA, confirming the operational overlap between international crime syndicates and hostile state actors. The coordinated use of synthetic opioids, chemical precursors, and financial laundering by this ISI–China–Cartel axis constitutes a 'hybrid threat to national security," Indian intelligence warns. Agencies have so far identified over 40 Indo-Canadian operatives, including gurdwara-linked fundraisers and YouTube influencers, as part of the wider propaganda and logistical network. The revelations mark a critical escalation in narco-terror threats and underscore the need for tighter international counterterror cooperation, intelligence officials say. view comments Disclaimer: Comments reflect users' views, not News18's.
