Welsh Government pressure on Chancellor to tackle poverty
The calls come as the UK Spending Review nears its conclusion, with the Ministerial Group's work becoming increasingly crucial.
The government warns that, without action, child poverty is set to rise by 100,000 children annually throughout the UK parliamentary term.
The Welsh Government is also working with the Patriotic Millionaires, a group proposing alternative ways to raise significant funds to combat poverty without increasing taxes on working families.
Successive Welsh Governments have implemented various measures to alleviate poverty, which they claim leave more money in the pockets of Welsh citizens.
These measures include an inclusive childcare scheme for three and four-year-olds, help with school-related costs, expanding the Flying Start programme for children in disadvantaged areas, and a student support scheme.
The Welsh Government says it has used its devolved powers to oversee the rollout of free school meals for all primary school children, increases to the Education Maintenance Allowance, and the Claim What's Yours initiative in a bid to tackle child poverty.
The Welsh Benefits Charter, which has been adopted by 22 local authorities to increase the uptake of Welsh benefits, is another tool the government is using in the fight against child poverty.
The Welsh Government continues to utilise its devolved powers to address child poverty and is calling on the Chancellor to consider various revenue-raising options to ensure funds are directed towards improving children's lives.
The government remains committed to supporting children and families, especially those in disadvantaged areas, as the UK Spending Review draws to a close.

"By the end of the parliament, six of them had left the party to join three different parties. "We've seen them close up before, and it's not pretty. When the rubber hits the road, when it comes to Reform, it all falls apart." She said Reform's plans for Elon Musk-style efficiency savings in local councils would mean cutting public sector jobs. And she accused the party of wanting to introduce health insurance after Mr Farage repeatedly suggested he wanted to re-examine the NHS funding model. She said: "People need to understand what's at stake if they vote for Reform." Reform recently said it was committed to keeping the NHS free at the point of delivery and free prescriptions. Mr Farage doesn't know the first thing about Wales, she said, pointing to his recent call to reopen domestic coal mines. She said: "I would be very surprised if you could find anyone who worked in the coal mines in the past who wanted their grandchildren to go down the pits. "That is somebody who doesn't understand and who hasn't watched somebody struggling to breathe as a result of emphysema, who hasn't had to live next door to an open cast coal area where they are breathing in particles. "Then to suggest he's going to come in and reopen the blast furnace is absolutely illiterate in terms of understanding how the steel sector works - and that's starting to be clocked by people in Wales. "To come in and patronise us with this very old fashioned view of Wales is something that I hope people will start to realise is not appropriate for our country."

Ms Morgan compares the relationship to the hit show Gavin and Stacey - and the cultural differences between Essex and Barry, in south Wales. Speaking to the Sunday Mirror in Newport, South Wales, she said: "I'm not going to change my position just because my family is now in power." The Welsh Labour leader previously challenged Keir Starmer over cuts to the winter fuel allowance and disability benefits, which had provoked fury on the doorstep in Wales. Both have now been all but scrapped, leaving Chancellor Rachel Reeves with a battle to find more than £5billion to make up the shortfall. Speculation is mounting that she could be forced to put up taxes at the Budget in the autumn. However the Prime Minister has insisted the manifesto pledge to protect working from hikes to VAT, income tax and national insurance remains. Last weekend, former Labour leader Lord Kinnock suggested slapping a 2% tax on assets valued above £10million would bring in up to £11billion a year. Asked about the calls, Ms Morgan said: "I think that people with the broadest shoulders should carry more of the burden.' This sort of tax on the mega-rich would not hit many people in Wales, she said, but she said ordinary people were really struggling with the cost of living. She said: "What I get is what Keir Starmer and Rachel (Reeves) are trying to do, which is to make sure you have a stable framework, so that people invest and create jobs. "If you don't have that, you can't pay for the services which are the things we really care about." She said there were "other options available" to raise vital funds without destabilising the economy and dissuading investors. She added: "I don't know all of the levers available, but the idea of taxing people earning over £10 million is not a bad idea." Downing Street has refused to rule out a tax on the mega-rich, saying it doesn't discuss tax policy outside of a Budget. But the PM's spokesman said: 'The Government is committed to the wealthiest in society paying their share in tax.' Ms Morgan was clear that she wants the two-child benefit limit to be scrapped - another area of tension between the Government and backbenchers. She said: "We've been consistent in our view. This is a Tory policy that they brought in, and we're not going to change our view because there's a Labour government in. "We've always said that we think this is not a good policy approach, and it is causing a lot of hardship in a lot of families. She added: "A lot of the things that I've said that sometimes upset people at the UK government level are things that we've been saying for years. "I'm not going to change my position just because my family is now in power." She added: "When it comes to where they should go next, I think it is important that they look at all the options, but try and make sure it's based on Labour values." Ms Morgan, who has been First Minister for just under a year, has been increasingly critical of the UK Government in recent months as Welsh Labour braces for a difficult Senedd election next year. She said: "The Labour Party is a broad church, in the same way as in Gavin and Stacey you had people from really different parts of the UK having completely different perspectives on the world. "That's ok, it's not a problem. You have to adjust and be respectful... I don't think there's a contradiction when it comes to us having a different position because we are adjusting to different circumstances." She also praised the Labour Government for offering a significant uplift in funding to Wales, allowing her to divert cash into the NHS. 'Things that were really challenged for us like really long waiting lists in the NHS, we've now had the money to bring that down, so we've seen an 86% reduction in the longest waiting lists since the peak of the pandemic. "That was really difficult as we just didn't have the money to do it before.' The NHS came up repeatedly as she walked around Newport on a sunny Thursday to meet voters. One woman confronted her in a panic about losing her Personal Independence Payment (PIP), before being relieved to be told that the decision had been shelved. Ms Morgan said: "The noise I heard today was reasonably positive… That's not what it felt like a year ago. "I think people are starting to see the difference."

Could massive solar farms damage the Gwent Levels?
The call comes as the Welsh Government considers a new application to build a solar farm on the ecologically sensitive Gwent Levels. Planning and Environment Decisions Wales (PEDW) is currently reviewing the controversial Wentlooge Solar development. The proposed 318-acre site has sparked fierce debate, following damning evidence of environmental destruction caused by a similar solar project at Llanwern. Geoff Devlin of Stop Craig y Perthi—a campaign opposing another proposed solar farm near Bishton—said: "To influence debate in the Senedd, people need to be aware of and discussing the key issues. There is now clear evidence of serious environmental damage caused by the Llanwern solar site, and people must pressure politicians. It's the only way to influence those in the Senedd." PEDW is ruling on the Wentlooge site after operators RWE appealed a previous rejection under Development of National Significance (DNS) rules. The Welsh Government's 2019 declaration of a climate emergency may bolster RWE's case, as the site could be seen as contributing to climate policy goals. The legal battle coincides with a Welsh Government-commissioned study into the Llanwern solar plant—built entirely within two Sites of Special Scientific Interest (SSSIs)—which revealed catastrophic impacts on wildlife and water quality. Lapwing breeding pairs dropped from eight to two, with no successful nesting recorded in 2023. Shrill carder bee and brown-banded carder bee populations plummeted, likely due to herbicide use and failed wildflower planting. Bat activity declined sharply. The rare Eurasian crane, once seen as a hopeful returnee to the Levels, has vanished. The report also highlights dangerous pollutants—including cadmium and lead—leaking into the reens and ditches, vital waterways that support otters, water voles, and rare aquatic flora. These findings were presented at PEDW hearings, raising urgent questions about whether mitigation measures can ever succeed in such a fragile ecosystem. Gwent Wildlife Trust CEO Natalie Buttriss stated: "Mitigation has failed catastrophically. The proposed Wentlooge site is even larger than Llanwern and poses an even greater threat to this irreplaceable landscape." Campaigners emphasize they are not opposed to solar energy, but argue that developments must avoid nationally protected areas. Only 12% of Wales is designated as SSSI, and these fragments, they say, should be sacrosanct. With vast areas of non-designated land available, they urge the Welsh Government to redirect solar projects away from sensitive habitats. The Gwent Levels—often dubbed Wales's Amazon—are home to a rich mosaic of wildlife. Magor Marsh, a flagship reserve of Gwent Wildlife Trust, preserves one of the last remaining pieces of natural fenland in Britain. From cuckoos and warblers to kingfishers and wintering teal, the area supports biodiversity year-round. The reens, unique to the Levels, remain a haven for water voles—one of the UK's fastest declining mammals. Public support for protecting the Levels is growing, with backing from naturalists Iolo Williams, Gillian Burke, and Lizzie Daly, and authors Julian Hoffman and Horatio Clare. As PEDW prepares its decision, campaigners warn that approval could set a precedent for industrial-scale development on protected land. Meanwhile, green energy giant RWE still operates lignite power stations in Central Europe. Lignite is a highly invasive and inefficient source of carbon energy. RWE has committed to phasing out all lignite sites by 2030.
