NCP (SP) member Prashant Jagtap's EVM re-check on hold, district office seeks EC nod due to pending HC plea
PUNE: The district election office has sought guidance from the chief electoral office on whether NCP (SP) member Prashant Jagtap can participate in the upcoming EVM re-verification process since his election petition is pending in Bombay high court.
Jagtap, who contested from Hadapsar, and Sachin Dhodke from Khadakwasla, were scheduled for EVM memory and microcontroller verification between July 25 and Aug 2. Dhodke's application is being processed.
District collector Jitendra Dudi told TOI that the process for Jagtap will proceed only after a clear directive from the chief electoral office.

ECI norms state that candidates with pending election petitions are ineligible for EVM verification.
The chief electoral office has written to ECI seeking clarification in Jagtap's case.
He told TOI that a communication from the district election office is awaited. "Since my petition challenging the election process is in the high court, I've been informed that the verification cannot go ahead until further orders," he said.
The district election office has informed him that a final call will be taken after the chief electoral office's reply.

Dudi clarified that a video posted by Jagtap on social media was misleading and not in accordance with ECI process. "The ECI's standard operating procedure does not allow counting of VVPAT slips. Only the vote count on the control unit will be displayed," he added.
Five of the 11 candidates from Pune district who applied for EVM verification withdrew. Of the remaining, five had election petitions and one was dismissed. Only Jagtap and Dhodke remained eligible until the former's petition posed a hurdle.
Poll officials said 29 EVM sets will be verified and candidates have paid Rs 13.68 lakh (Rs 47,200 per polling station) as fees.

Forest clearance delay stalls Belagavi Ring Road project
Belagavi: The ambitious Belagavi Ring Road project, aimed at decongesting city traffic, has hit a major roadblock due to the delay in securing forest clearance. The project remains stalled as state forest officials failed to respond to queries raised by the Union ministry of environment, forest and climate change. The Centre approved the project in three phases, allocating Rs 1,622 crore for the construction of a 34.5-kilometre ring road in the first phase. Union minister for road transport and highways Nitin Gadkari laid the foundation stone in Feb 2024, calling it a key infrastructure upgrade for Belagavi. The proposed road cuts through 27.3 hectares of reserve forest in the villages of Honaga, Kakati, Sonatti, Kanabargi, and Kalakhamb. Belagavi deputy conservator of forests (DCF) Maria Christu Raja D submitted his inspection report in Aug 2024, and based on his report, the state forest department recommended the diversion of forest land to the Centre in Jan 2025. However, questions have now been raised over the accuracy and completeness of the report submitted by the DCF. Bengaluru-based environmental activist Ramprasad flagged potential discrepancies, citing satellite images that allegedly show encroachment on portions of the forest land recommended for diversion, which were not mentioned in the DCF's report. Following the activist's complaint, the central forest department asked the state govt to submit a factual report by June 10, a deadline that has since lapsed without compliance. The failure to provide a factual report is now the primary reason for the delay in greenlighting the Ring Road Project. DCF Maria Christu Raja D declined to comment on the matter. Meanwhile, Belagavi South MLA Abhay Patil, a strong advocate for the project, expressed his frustration over the delay. "We worked hard to get this major project sanctioned by the Centre, but the inefficiency of local forest officials is stalling it. If the DCF fails to submit the required factual report within 15 days, I will protest in front of his office," he warned.

Monsoon session: BJP to raise BBMP split, tunnel road plans in Bengaluru
Bengaluru: BJP has stepped up its opposition to the proposed tunnel road project and the plan to divide BBMP into five municipal corporations. Party MLAs from Bengaluru met in the city Saturday to chalk out a strategy and announced plans to raise both issues in the upcoming legislature session. The meeting was chaired by the opposition leader in the legislative assembly, R Ashoka, and BJP state president BY Vijayendra. Speaking to reporters, Ashoka accused the Congress govt of pursuing the BBMP split for electoral gains. "The division of BBMP is being carried out solely to ensure the Congress party's electoral victory and not for the city's development. We are opposing the plan to divide Bengaluru into five corporations. This is harmful to the interests of the city. In the future, one corporation may end up fighting with another," he said. He added BJP had already approached the judiciary. "Petitions have been filed in both the high court and Supreme Court." "We don't object to the concept of a tunnel road. But they have allowed a dubious company to prepare the DPR. The company was caught copying details from another project and fined Rs 15 lakh. After this, the company should have been blacklisted, not given further responsibility worth Rs 7-8 crore." He warned, "Metro is already being constructed underground in Bengaluru. If a tunnel road is built beneath it, it could compromise safety." Echoing Ashoka's views, Vijayendra said, "Projects like the underground tunnel road and the division of BBMP into five are not in the best interest of the city. Similar experiments in cities like Mumbai have failed. BJP will continue to oppose it." He also highlighted concerns over housing approvals. "Thousands of houses are ready for housewarming, but NOCs have not been issued. We held a detailed discussion on it today," he added.

Another clean chit for Param Bir in 1.3cr extortion case
Mumbai: The CBI has filed a chargesheet against a serving deputy commissioner of police Akbar Pathan and retired assistant commissioner Siddharth Shinde, but excluded former city police commissioner IPS officer Param Bir Singh and retired ACP Sanjay Patil in a case of extorting money from builder Shyam Sunder Agrawal at the instance of business rival Sanjay Punamiya. This is the fourth of the five cases registered during the erstwhile MVA rule, where Singh has been excluded from criminal prosecution. The CBI said that "no prosecutable evidence revealing involvement of Param Bir Singh and Sanjay Patil has surfaced." The chargesheet also said that the investigation showed that Punamiya, despite being a private person, possessed confidential information, including call detail records (CDRs), correspondence between the state govt and the CBI, and top-secret documents of Rashmi Shukla (DGP), the then Commissioner of the State Intelligence Department Maharashtra. The chargesheet said, "The source of documents of correspondence between State of Maharashtra and CBI was Whatsapp. The analysis of Whatsapp chats of accused Sanjay Punamiya revealed that the source of this information was DCP Trimukhe." Previously, the CBI had filed chargesheets against police inspector Nandkumar Gopale, police inspector Asha Korke, Sanjay Punamiya and Sunil Jain in the same case. Through technical evidence and statements, CBI supported its case of alleged extortion executed via hawala involving Pathan, Gopale, and Korke. The chargesheet further includes statements from a cyber expert, Ishaan Sinha, who was earlier in controversy for preparing a report on a message on Telegram channel through which an outfit named Jaish-ul-Hind had claimed responsibility for placing the explosives-laden SUV near Antilia. Sinha, who provides cyber training to the policemen and is in good contacts of several senior IPS officers, told the CBI that he had made a spoof call to a number provided by Punamiya, ensuring that it appeared as though originating from Pakistan. Later, based on this call, Punamiya falsely claimed he received a threat call from Pakistan-based gangster Chhota Shakeel at the behest of Agrawal and he had filed a case against Agrawal at Juhu police station. In 2021, Agrawal had filed an FIR alleging the accused officers with Punamiya had extorted money and properties under the threat of lodging false MCOCA offences against him. He had named Param Bir in the case. Subsequently, on the petition of Param Bir, the Supreme Court transferred the probe to the CBI. The CBI chargesheet stated, DCP crime Akbar Pathan, in his office at Andheri, demanded Rs 50 lakh and a 2 BHK flat in Bhayander from Shubham Agrawal for not taking action against his uncle (Shyam Sundar Agrawal) in the presence of Punamiya.
