The Jobs Fund has announced a new funding round aimed at tackling the pressing employment challenges facing South Africa's green and informal economies.

According to the National Treasury, the Jobs Fund has made significant strides in transforming the labour landscape since its inception, disbursing R7.4 billion to various partners.
Treasury on Wednesday said the previous funding rounds resulted in the creation of more than 210 000 permanent jobs, alongside 114 534 short-term positions and internships.
The support extended to more than 63 000 small, medium, and micro-sized enterprises (SMMEs) and approximately 16 000 emerging farmers speaks volumes of the Fund's commitment to economic upliftment.
With a keen focus on innovative, scalable solutions, the funding round targets two vital sectors:
Green Economy: This includes initiatives in renewable energy, energy efficiency, sustainable agriculture, agri-tech, green mobility, as well as waste and water management.

Treasury said eligible proposals must seek to address crucial barriers in the labour market, such as technology access, enabling infrastructure, regulatory challenges, and poor working conditions.
The Jobs Fund encourages applications that are not only implementable and scalable but also have a measurable impact on job creation.
Key details of the funding round reveal that the minimum grant amount is set at R5 million, with matched funding structured as 1:1 for private or public sector partners and 1:0.5 for not-for-profit entities. Sustainability is a core focus; thus, proposals must demonstrate long-term financial and operational viability.
Treasury said interested applicants can submit their proposals via the online application form, with the deadline for submissions set for 5 June 2025 at 3pm. Late submissions will not be accepted, highlighting the need for diligent planning among potential applicants.

LIMPOPO – Higher Education and Training Minister Dr Nobuhle Nkabane delivered a powerful address at the 2025 Ministerial Youth Day celebration held at Mopani TVET College's Sir Val Duncan Campus on Friday, June 27. The event was hosted in partnership with Mopani District Municipality (MDM), the National Youth Development Agency (NYDA), Letaba TVET College, and other stakeholders. In her speech, Nkabane reflected on the legacy of the 1976 Soweto uprising, marking the 49th anniversary of the historic moment when young South Africans rose against an oppressive regime. She paid tribute to the youth who lost their lives during the uprising and emphasised that the mission they began must now be carried forward through education, innovation, and opportunity. 'This is no longer a day of protest, but a day of progress. We commemorate Youth Month with skills, innovation, and opportunity,' said Nkabane. The minister highlighted one of the country's pressing challenges, expressing concern about the rising number of young people who are not in education, employment, or training (NEET), describing it as a national emergency requiring immediate action. Moreover, in a major announcement, she launched a R5 million Youth Enterprise Fund, which is a partnership between NYDA and the MDM. The fund will support young entrepreneurs in starting and growing businesses in the district to foster economic growth, job creation, and youth empowerment. This is more than an investment in the economy. It is an investment in youth agency, dignity, and innovation,' she said. Nkabane also praised the Limpopo province and MEC Ernest Rachoene for signing a memorandum of understanding with all seven TVET colleges in the province. This partnership will promote work-integrated learning, giving students hands-on training and improving their readiness for employment and entrepreneurship. In her address to the youth, the minister offered words of encouragement and reassurance: 'You are not forgotten. You are the most powerful resource this country has. According to the OV progress report for the first quarter for the 2025/26 financial year, reforms on these two were facing significant challenges and an intervention is required. OV is a joint initiative of the Presidency and the National Treasury which aims to achieve more rapid and inclusive economic growth through a programme of far-reaching economic reforms. Seven priority reform areas have been approved by Cabinet as part of OV Phase II, including energy, water, freight logistics, visa system, local government, spatial integration and housing, and digital public infrastructure reform. 'These reforms were selected for their high potential to catalyse investment, enhance economic competitiveness, and create jobs. Phase II represents a second wave of structural reform aimed at unlocking more rapid, inclusive, and sustained economic growth,' said Treasury. 'While continuing to drive implementation of reforms initiated during Phase I, the second phase introduces new focus areas that respond to evolving challenges in the economy.' There is also no data or reform has not started yet on shifting local governments to a utility model for water and electricity services to ensure the financial and operational sustainability of municipalities. The report said the next steps would now be to ensure that the final Performance Improvement Action Plans for water and electricity utility turnarounds were tabled for Council approval by participating metros. Another step was to conduct an independent assessment of these Performance Improvement Action Plans to determine eligibility for the performance-based financing incentive and develop a draft White Paper on Local Government outlining institutional reforms to the local government system for wider consultation. In terms of spatial integration, the report noted issues in clearing the backlog of title deeds and making the titling system more accessible and affordable. This comes as the Titling Symposium convened by the National Department of Human Settlements (NDHS) identified the structural barriers to the issuance of title deeds and resulted in an action plan to address the backlog of title deeds. According to the report, a comprehensive analysis of title deeds data for all metros and provinces has been undertaken to determine the backlog for metros and provinces, and to identify properties owned by the state that could be processed for transfer without delay. It said that work was underway between OV and NDHS to redesign the First Home Finance programme and to develop a demand-side subsidy programme for affordable rental housing. Design work is expected to be completed by September 2025. In terms of the next steps, the report said priority was now implementing the action plan to address the title deeds backlog, including by resolving challenges with township establishment and other structural barriers. Another priority will be to complete detailed design work on strengthened demand-side subsidies for affordable rental and ownership, to accelerate the provision of housing units and leverage private sector investment in the housing market. Conducting a comprehensive review of the legal and regulatory framework to identify obstacles to low-cost property development and incentivise housing development in city centres is another step the report recommended to deal with spatial integration.
