Spalding business owners refuse BID payment amid dispute

A group of businesses in Spalding say they are determined not to pay towards the town's Business Improvement District (BID) despite the threat of legal action.Spalding BID was established after a ballot of local businesses which was won by a single vote in July 2024. However, a number of traders have refused to pay the compulsory charge, saying the vote was invalid because some businesses had not received a ballot paper.South Holland District Council said it was confident the ballot was carried out in a correct and proper manner.
The cost of the levy to each business is calculated as a percentage of its rateable value, meaning the larger the business, the more it pays. The BID plans to use the money to fund projects to improve the town centre and attract more shoppers to the town. Photographer Julian Wheeler is one of a group of small business owners opposed to the levy. He, along with 45 others who did not pay, was found liable for the charge in a hearing at Boston Magistrates' Court on 30 June.
Mr Wheeler said he would continue to refuse to pay the charge and hoped to challenge the legality of the vote which established the BID."We have identified at least two infractions of the BID regulations, on the part of South Holland District Council, and that brings into question the legality of the BID being enacted."Beautician Macie Harman, who owns Macie's Boo-tique was also summoned to appear in court for non-payment. She said she would now pay the levy to avoid incurring further costs, but would continue to fight to have to the BID scrapped."I didn't receive a ballot so I don't think it's fair that I should have to pay for something I didn't have a choice about," she said.
A South Holland District Council spokesperson said: "We have every confidence that the BID ballot and levy collection have been carried out in the correct and proper manner, working in line with national guidelines to ensure a fair and transparent process, with clear and documented communication throughout."The ballot was managed to the same high level as any other election, with verified data being provided to a recognised electoral services provider, and the council's returning officer overseeing the process with the usual checks, proofing and sign-off taking place."The collection of the levy on behalf of the BID has been carried out in the same manner as it would be with council tax and all other council managed collection processes, and all recovery actions undertaken have been done in line with the relevant national regulations."

HEAVY LOSSES The footwear specialists reported a £39.2m pre-tax loss, with sales down from £994.5m in 2023 to £901.3m over the latest tax year. This comes after Clarks fell to a pre-tax loss of £39.8m in the 12 months prior. The company revealed that an impairment of £32.1m of right-of-use assets and store property plant and equipment has "significantly impacted" annual results. The shoe shop last reported a pre-tax profit when it posted a total of £35.9m for the 48 weeks to the end of 2022. Clarks closed almost a dozen stores in 2024, including its stores at the Saddlers Shopping Centre in Walsall and the Grove Shopping Centre, Witham. In 2023, the retailer closed seven stores, with shoppers describing the losses as a "terrible shame". Why are retailers closing stores? RETAILERS have been feeling the squeeze since the pandemic, while shoppers are cutting back on spending due to the soaring cost of living crisis. High energy costs and a move to shopping online after the pandemic are also taking a toll, and many high street shops have struggled to keep going. However, additional costs have added further pain to an already struggling sector. The British Retail Consortium has predicted that the Treasury's hike to employer NICs from April will cost the retail sector £2.3billion. At the same time, the minimum wage will rise to £12.21 an hour from April, and the minimum wage for people aged 18-20 will rise to £10 an hour, an increase of £1.40. The Centre for Retail Research (CRR) has also warned that around 17,350 retail sites are expected to shut down this year. It comes on the back of a tough 2024 when 13,000 shops closed their doors for good, already a 28% increase on the previous year. Professor Joshua Bamfield, director of the CRR said: "The results for 2024 show that although the outcomes for store closures overall were not as poor as in either 2020 or 2022, they are still disconcerting, with worse set to come in 2025." It comes after almost 170,000 retail workers lost their jobs in 2024. End-of-year figures compiled by the Centre for Retail Research showed the number of job losses spiked amid the collapse of major chains such as Homebase and Ted Baker. It said its latest analysis showed that a total of 169,395 retail jobs were lost in the 2024 calendar year to date. This was up 49,990 – an increase of 41.9% – compared with 2023. It is the highest annual reading since more than 200,000 jobs were lost in 2020 in the aftermath of the COVID-19 pandemic, which forced retailers to shut their stores during lockdowns. The centre said 38 major retailers went into administration in 2024, including household names such as Lloyds Pharmacy, Homebase, The Body Shop, Carpetright and Ted Baker. Around a third of all retail job losses in 2024, 33% or 55,914 in total, resulted from administrations. Experts have said small high street shops could face a particularly challenging 2025 because of Budget tax and wage changes. Professor Bamfield has warned of a bleak outlook for 2025, predicting that as many as 202,000 jobs could be lost in the sector. "By increasing both the costs of running stores and the costs on each consumer's household it is highly likely that we will see retail job losses eclipse the height of the pandemic in 2020."

The chief executive of Lloyds Bank has compared Labour's pension plans to policies used by communist China. Charlie Nunn said new powers allowing Rachel Reeves to force pension funds to invest in Britain were akin to capital controls used by Beijing. Mr Nunn told the Financial Times: 'Mandating allocations of pension funds is a form of capital control. I have spent 10 years of my working life in China and many jurisdictions where there are capital controls. 'That is a different model and that is a difficult slope for an economy that believes it is an open economy.' The Chancellor has been pushing for fund managers to put more pension savings into UK 'private assets', such as venture capital and infrastructure, to boost investment into Britain and economic growth. As part of this drive, the Treasury has said it will create a 'backstop' power in new pensions legislation that will allow Ms Reeves to force pension funds to invest more in Britain if they fail to do so voluntarily. Mr Nunn has warned that compelling fund managers to put pensioners' savings into UK assets would 'conflict' with their duty to seek the best returns. Benoit Hudon, chief executive of Mercer UK, one of Britain's leading pensions advisers, similarly warned in May that mandating fund managers put pensioners' savings into unlisted UK assets could backfire. He said at the time: 'The ultimate result of a mandate may be lower returns for pensioners and poorer pensioners in the country – which goes completely against the fundamental objective of this proposal.' Amanda Blanc, the boss of Aviva, has also raised concerns about the proposals. She said in May: 'We think the red line is mandation. We do not believe that is a necessary strategy.' Mr Nunn said Lloyds, Britain's biggest retail bank, already had around £35bn invested in UK assets. His remarks come as the Chancellor prepares to make her Mansion House speech next week, in which she will outline her strategy for the financial services sector. The speech is expected to include an overhaul of Britain's pensions system, including workplace auto-enrolment rates. As part of the Government's push to shift more investment into the UK, 17 of Britain's biggest pension providers have signed a deal to invest 10pc of pension savings in private assets by 2030, with half in the UK. The commitment is expected to deliver a £50bn boost to the UK. Notably, Scottish Widows, which is part of Lloyds Bank, decided not to sign the deal, known as the Mansion House Accord. Those signing up included Mercer UK, Aviva, Legal & General, Aegon UK, Aon and M&G.

A crackdown on commuters and shoppers looking for free parking outside a city centre is set to come into force this order will impose new parking restrictions on 15 streets in Newcastle's West City Council transport chiefs said people who lived in the Arthur's Hill area deserved a "fair chance" of parking near their own plans, which were first announced in February, will introduce a parking permit scheme on roads either side of Stanhope Street.
