Mamata Banerjee's absence from NITI Aayog meet draws flak from Opposition
The meeting, chaired by Prime Minister Narendra Modi, was attended by several Chief Ministers, including M.K. Stalin (Tamil Nadu), Bhagwant Mann (Punjab), Revanth Reddy (Telangana), and Hemant Soren (Jharkhand). The theme of the session was Viksit Rajya for Viksit Bharat @2047, and marked the first such interaction since Operation Sindoor and the subsequent conflict with Pakistan.
Ms. Banerjee had previously walked out of a NITI Aayog meeting in July 2024, alleging that she had been denied an opportunity to speak. Following that incident, she had announced her decision to abstain from future meetings of the policy think tank.

Reacting to her absence, BJP Rajya Sabha MP and party spokesperson Samik Bhattacharya termed it 'unfortunate' and said that the Chief Minister had prioritised her 'political ego' over the interests of the State.
'The financial vulnerability of West Bengal is at an alarming stage. Unemployment and migrant labour from the State are major concerns. The Chief Minister should have used this platform to seek solutions in collaboration with the Centre,' Mr. Bhattacharya said. 'Instead, she missed a crucial opportunity to present West Bengal's pressing concerns.'
Congress leader and former State unit president Adhir Ranjan Chowdhury echoed the sentiment. 'She complains about funds not being disbursed to the State. She should have raised the issue at the meeting. If the Centre did not concede, she could have staged a protest there itself,' he said.
In defence of the Chief Minister's decision, Trinamool Congress vice-president Jay Prakash Majumdar said the CM had no reason to attend a forum where she was not allowed to speak.
'Last year, it was proved that the Union government did not desire to listen to what our Chief Minister wanted to say, and hence her microphone was switched off mid-speech. This was an insult. Why would she attend only to face such indignity again?' Mr. Majumdar said.
On the same day, political sparring continued over the issue of stalled funds to West Bengal. The BJP's West Bengal unit claimed on social media that ₹41,883 crore had been disbursed to the State under the Pradhan Mantri Awaas Yojana. The Trinamool Congress, however, issued a pointed rebuttal, stating, 'This is an OPEN CHALLENGE to @BJP4India: Release WHITE PAPER on fund allocation to Bengal under Awas Yojana post your humiliating defeat in the 2021 Assembly Elections. Let the facts do the talking.'
The State continues to claim that disbursement under schemes such as MGNREGA and PMAY has been halted by the Centre.

NEW DELHI: Less than 50 air-launched weapons fired by India at airbases and radar sites in Pakistan during Operation Sindoor compelled the western adversary to come to the negotiating table and sue for peace, IAF vice chief Air Marshal Narmdeshwar Tiwari said on Friday. "We have discussed a lot about the cost-benefit, especially of air power. There is no greater example I think than what we did in Operation Sindoor. Less than 50 weapons can bring the adversary to the talking is an example that needs to be studied and will be studied (by scholars)," Air Marshal Tiwari said, speaking at an interactive session during an aerospace power seminar here. Chief of Defence Staff General Anil Chauhan, in turn, said the armed forces need to maintain "very high" operational readiness round-the-clock and throughout the year because Operation Sindoor "still continues", while stressing that "there are no runners-up in war". Noting that the rapid advances in technology and the ongoing geopolitical churn have ushered in "a third revolution in warfare", the CDS said the Indian military needs "information warriors, technology warriors and scholar warriors" geared for multi-domain operations. It is essential for the military to learn both 'shastra' (warfare/weapons) and 'shaastra' (knowledge), he said. Maha CM meets several leaders in Delhi for state development projects
Mumbai / New Delhi, July 25 (UNI) In pursuit of various development projects for Maharashtra, Chief Minister Devendra Fadnavis held meetings with several key leaders in Delhi over the past two days. He met with Union Ministers Amit Shah, J.P. Nadda, Rajnath Singh, Nirmala Sitharaman, Shivraj Singh Chouhan, Manohar Lal Khattar, and officials from NITI Aayog. Fadnavis today paid courtesy visits to Minister Shah at Parliament House and to Minister Singh. They discussed various projects and issues concerning Maharashtra. The meeting with Shah lasted around 25 minutes. Fadnavis also met with Manohar Lal Khattar and Haryana CM Nayab Singh Saini. He also met with Minister Sitharaman and requested approvals from the Department of Economic Affairs for funding from international financial institutions for various projects. Ms Sitharaman praised Maharashtra for maintaining excellent financial health by all standards. Fadnavis also held discussions on various projects which includes concrete roads to villages with a population of 1,000: US$1 billion (approximately Rs 8,651 crore) requested from the Asian Development Bank. Coastal protection using natural methods due to rising sea levels: US $500 million (approx. Rs 4,326 crore). Sewage treatment and reuse in municipal cities for industries: $500 million (approx. ₹4,326 crore). Two more projects were proposed for World Bank assistance. Ms Sitharaman directed officials to move ahead with approvals. Finance Secretary Anuradha Thakur, Chief Economic Adviser Praveen Pardeshi, and Principal Secretary to the CM Ashwini Bhide were present. During the meeting with J.P. Nadda, CM Fadnavis held discussions on setting up a large fertilizer plant in Vidarbha. The proposed project, a joint venture between GAIL, the Fertilizer Department, and the Maharashtra government, to be established in Nagpur district and have a capacity of 1.27 million tonnes. It would require 10,000 crore in investment. Maharashtra has submitted a proposal to the Union Ministry of Rural Development to construct 14,000 km of roads worth US$2.6 billion (approx. Rs 22,490 crore). Funding from ADB is planned. These roads will be maintenance-free for 25 years. Shivraj Singh Chouhan emphasized that this would greatly benefit farmers by improving connectivity. Fadnavis requested support for the project. Chouhan also congratulated Maharashtra for rapid progress in the Pradhan Mantri Awas Yojana survey work. Sale of spurious seeds to be non-bailable offence in Punjab
Chandigarh: The Punjab cabinet on Friday approved the introduction of The Seeds ( Punjab Amendment) Bill 2025, which will make the sale of spurious seeds a non-bailable offence. Briefing mediapersons after the meeting, finance minister Harpal Singh Cheema said that the cabinet gave its consent to introduce The Seeds (Punjab Amendment) Bill 2025 to ensure the supply of high-quality seeds to farmers of Punjab. There had been no amendment in Section 19 of the Seeds Act 1966 since its inception, due to which the fines and penalties had no deterrence. According to the proposed provisions, the first offence by a company will invite punishment of one to two years and a fine of Rs 5 to 10 lakh, whereas punishment of two to three years and a fine of Rs 10 to 50 lakh will be imposed for repeated offences. Similarly, if a dealer or an individual is at fault, it will invite punishment of six months to one year and a fine of Rs 1 to 5 lakh for the first offence, and a term of one to two years and a fine of Rs 5 to 10 lakh for repeated offences. Previously, such an offence was punishable by a fine of Rs 500 for the first offence, with subsequent violations carrying a fine of Rs 1,000 and imprisonment for up to six months. The cabinet gave the nod to enact a Bill to amend the Seeds Act and insert Section 19A for contravention of Section 7 of the Seeds Act (Regulation of sales of seeds of notified kinds or varieties), enhancing the fine and penalty, making it cognisable and non-bailable. Both the Centre and the state are authorised to bring in such a legislation," said Cheema. Nod to OTS for industrialists The cabinet also gave nod for introducing a one-time settlement scheme (OTS) for the settlement of interest-free loans for seed margin money. For this, the Punjab State Aid to Industries Act, 1935, and the integrated rural development program (IRDP) will be amended. Cheema said that the Act was not amended since 1935. "The cabinet has decided to waive Rs 97.60 crore interest on seed money of small amounts of Rs 2,000 or Rs 5,000 given since 1935. It used to be a considerable amount at that time. The seed money used to be given without any collateral security. The state govt will now recover Rs 11.54 crore from the 1,054 beneficiaries identified so far. Mechanism to provide land parcels The cabinet also gave concurrence for evolving a mechanism to provide land parcels (on sale or lease basis) for promoting industrial investment in the state. The move is aimed at giving impetus to investment in the state. Till now, there was a lack of a formalised, time-bound mechanism for identifying and provisioning land parcels for investors seeking land. Upper age for group D recruitment enhanced In a relief to the aspirants of the group D posts, the cabinet also gave approval to amend rules 5 (b) and 5 (d) of the Punjab State (Group D) Service Rules, 1963, thereby enhancing the upper age limit from the existing 35 years to 37 years. The age limit for appointment in Group 'D' services in Punjab was 16 to 35 years, while for Group A, B, and C posts, as per PCS Rules 1994, it was 18 to 37 years. For uniformity, the Punjab State Group-D Service Rules Rule 5(b) has been amended to keep the date on age of appointment between 18 to 37 years. Educational qualification under Rule 5(d) has been modified from 'Middle' to 'Matriculation'. Bids for retendering The cabinet also gave ex post facto approval of relaxation in the time frame to invite bids in the re-tender floated for the purchase of 46,000 black polythene covers for the Rabi marketing season (RMS) 2025-26. For ensuring safe storage, maintenance, and preservation of wheat worth Rs 30,000 crores during Rabi Marketing Season 2025-26, ex-post facto approval is sought for relaxing the period for procurement of the covers. It was necessitated to ensure fumigation before the onset of monsoons and to safeguard open stocks from the vagaries of nature. Punjab District Mineral Foundation Rules The cabinet gave approval to revise Punjab District Mineral Foundation (DMF) rules as per revised GOI guidelines under Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY), 2024. The revisions will ensure transparency in the implementation of projects, powers, duties, and responsibilities such as five-year perspective planning, high-priority sectors for utilisation of DMF funds, and restriction on fund transfer from DMF. Advisory managing committee of temples The cabinet gave its consent for amendments in the advisory managing committee of Kali Devi, Raj Rajeshwari Temple, Patiala, authorising the CM to nominate the chairman and members of the advisory managing committee. Likewise, the go-ahead was given for changes in the financial powers of the chairman, secretary, members, and management committee. Punjab Value Added Tax Rules The cabinet also gave its concurrence for amendment in the Punjab Value Added Tax Rules, 2005, stipulating that the chairman and other members of the Punjab VAT tribunal will be entitled to HRA and DA at such rates which are applicable to officers of Punjab. Hassle-free transportation of food grains The cabinet also gave nod to "The Punjab Food Grains Transportation Policy 2025" and 'The Punjab Labour & Cartage Policy, 2025" for hassle-free transportation of food grains in the state. The state procurement agencies and the FCI procure food grains every season.
