Egypt's Prime Minister holds high-level meetings at UN Conference on Financing for Development

Representing Egypt's President Abdel Fattah Al-Sisi, Prime Minister Mostafa Madbouly held a series of high-level diplomatic meetings on the sidelines of the 4th United Nations Conference on Financing for Development, held in Seville, Spain, reaffirming Egypt's commitment to strengthening international cooperation in the face of mounting global and regional pressures.
In a pivotal discussion with Amy Pope, Director General of the International Organization for Migration (IOM), Madbouly highlighted the substantial burden Egypt shoulders as a host country for a large population of migrants and refugees—despite ongoing economic challenges.
'We call upon the international community to extend greater support to Egypt, especially given the economic strains caused by regional conflicts and global crises,' Madbouly said.
He praised the strong partnership between Egypt and the IOM and reiterated Egypt's commitment to regional stability and inclusive policies, offering migrants access to education, healthcare, and employment—efforts recognised by numerous international bodies.
Pope commended Egypt's humanitarian leadership and expressed the IOM's readiness to deepen cooperation. She also applauded Egypt's efforts to promote legal and organised migration and expressed interest in enhancing collaboration, particularly in seasonal and skilled labour migration to Europe.
Responding to her inquiries, Madbouly outlined Egypt's coordination with European countries to establish legal migration frameworks that reflect Egypt's skilled labour potential and the mutual interest in addressing labour market demands.
The meeting concluded with a shared commitment to explore new areas of cooperation, reinforcing Egypt's role as a key partner in global migration governance.
Prime Minister Madbouly also met with Mathias Cormann, Secretary-General of the Organisation for Economic Co-operation and Development (OECD), to discuss ongoing collaboration, particularly through the OECD's MENA Initiative on Governance and Competitiveness for Development.
Madbouly expressed Egypt's appreciation for the OECD's technical support and emphasised the importance of finalising the Country Cooperation Program, which he described as a cornerstone for deepening future collaboration in line with Egypt's national development priorities.
Joining the meeting, Minister of Planning and Economic Development Dr. Rania Al-Mashat elaborated on the scope of current projects with the OECD, noting their alignment with Egypt's Vision 2030 and the government's structural reform agenda. She added that several joint activities and consultations are planned in the coming period to enhance Egypt's integration of global expertise into national planning.
Cormann praised Egypt's reform momentum and reaffirmed the OECD's support for Egypt's sustainable development goals, acknowledging the country's critical role in regional stability and international cooperation.
Madbouly proposed the development of a strategic roadmap for future cooperation with the OECD to deepen bilateral ties and accelerate Egypt's economic transformation.
In a key regional dialogue, Prime Minister Madbouly met with Algerian Prime Minister Nadir Larbaoui, where both leaders reaffirmed the historic and strategic relationship between Egypt and Algeria.
Madbouly conveyed President Al-Sisi's greetings to President Abdelmadjid Tebboune and emphasised the importance of elevating bilateral cooperation across a range of sectors.
'We must accelerate preparations for the next session of the Egyptian-Algerian High Joint Committee,' he stated, calling for enhanced cooperation in trade, investment, and regional affairs.
Larbaoui echoed the call for deeper ties and conveyed President Tebboune's regards to President Al-Sisi. He also commended Egypt's pivotal role in promoting regional stability and security.
The two leaders explored expanded cooperation in key sectors such as energy, infrastructure, and agriculture, and reaffirmed their mutual interest in fostering deeper economic integration between the two nations.
Prime Minister Madbouly's diplomatic engagements in Seville reflect Egypt's strategic vision to bolster international partnerships, attract support for its development agenda, and reaffirm its role as a regional stabiliser amid global uncertainty. The meetings demonstrated broad international recognition of Egypt's importance and a shared readiness to deepen cooperation on key global challenges.

Abu Dhabi, United Arab Emirates –July 2025: Aligned with its support for the United Nations Sustainable Development Goals, Abu Dhabi Fund for Development (ADFD) continues to support projects that enhance infrastructure, strengthen vital services, and improve quality of life for communities in partner countries. Reflecting this strategic focus, the Fund has cultivated a strong and impactful partnership with Kenya, which stands as ADFD's strategic partner in advancing sustainable development across the African continent. ADFD's strategic collaboration with Kenya underscores its commitment to enable rural development through financing impactful transport and energy projects. These investments reflect the UAE's role as an international partner in supporting the economic progress and social development of other nations. Throughout the partnership, ADFD has financed a portfolio of development projects in infrastructure, energy, water, health, and education, with a total value of approximately AED 620 million, contributing significantly to Kenya's Vision 2030. Among the Fund's most transformative contributions is the 136-kilometer Nuno–Modogashe Road Rehabilitation Project which was upgraded from an unpaved track to a fully developed roadway, linking Garissa County to surrounding areas. With a loan of AED 36.7 million, the project resulted in safer and more efficient transportation, bolstered regional commerce, and strengthened social cohesion between rural communities, improving the lives of approximately 200,000 locals in rural communities. The road also provided the opportunity for children -particularly girls – to have safe and easy access to schools and education services, as well as improved access to goods and services for families and small business owners. Additionally, ADFD's funding of the Kenya Rural Electrification Project, with a loan of AED 36.7 million, further highlights its role in advancing inclusive development. By expanding the national grid to reach thousands of homes and public facilities in remote regions, the project has enhanced living conditions, increased economic opportunities, and created a conducive environment for small businesses and agricultural enterprises. The development of power distribution stations and new transmission lines has also ensured reliable access to electricity for schools, clinics, and farms, benefiting over 20,000 people. These efforts are aligned with Kenya Vision 2030 and the UN Sustainable Development Goals, which supports the development of pillars including infrastructure, education, healthcare, and inclusive economic growth. ADFD remains committed to investing in impactful development projects across Africa and other emerging regions, with the aim of enhancing quality of life and empowering communities to build a more resilient and prosperous future.

Chinese PM to visit Egypt amid growing political, economic, military ties - Foreign Affairs

Chinese Premier Li Qiang will begin a two-day visit to Egypt on 9 July, following his attendance at the BRICS Summit in Brazil, the Chinese Foreign Ministry confirmed on Wednesday. The visit comes at the invitation of Egyptian Prime Minister Mostafa Madbouly and follows a period of intensified diplomatic and economic engagement between the two countries. In May, Madbouly publicly welcomed an anticipated visit by the Chinese president and praised Beijing's support for Egypt in international forums. That same month, President Abdel-Fattah El-Sisi visited Beijing, where he met with Chinese President Xi Jinping. The two leaders reaffirmed a five-year framework for cooperation and marked the 10th anniversary of elevating their relationship to a comprehensive strategic partnership. During the meeting, both sides agreed to prioritize technology transfer and industrial investment as part of broader economic collaboration. Egypt and China have a long history of diplomatic relations. Egypt was the first Arab and African nation to establish diplomatic relations with China in 1956. Economic ties China and Egypt have strengthened economic ties in recent years, with Cairo seeking a larger share of Chinese investment in Africa. In May, Madbouly expressed hope that Egypt would benefit from the $52 billion in African investment announced at the China-Africa Cooperation Forum. Chinese companies are involved in several large-scale projects in Egypt, including infrastructure development, port expansion, and the development of the electric railway system. The Central Business District in the New Administrative Capital is also being developed with Chinese involvement. According to Egypt's Central Agency for Public Mobilization and Statistics (CAPMAS), trade between the two countries reached a peak of $16.6 billion in 2022. In Q4 2024, China was Egypt's largest trading partner, with bilateral trade reaching $4.31 billion, surpassing the United States at $2 billion, according to the Cabinet's Information and Decision Support Center (IDSC). The General Authority for Investment and Free Zones (GAFI) reports that 2,800 Chinese companies operate in Egypt, with total investments exceeding $8 billion. These include firms such as OPPO, Huawei, Midea, and Haier. GAFI is working to attract additional Chinese investment in sectors such as automotive manufacturing, textiles, electronics, renewable energy, and artificial intelligence, per the authority's CEO, Hossam Heiba. Plans are underway to establish a Chinese textile zone in Minya Governorate, in collaboration with the China National Textile and Apparel Council, under the export-supportive free zone system. Three Chinese companies — Haier, Midea, and Shen Feng — have been granted the golden license, consolidating all approvals required to establish and operate their businesses. In May, GAC Automotive announced a $300 million investment to build a car manufacturing plant in the country. Trade between Egypt and China rose from $11.9 billion in January 2022 to $15.7 billion by January 2024. Egypt is also a participant in China's Belt and Road Initiative, through which it is seeking to upgrade infrastructure in energy, transport, and communications. Military ties Military cooperation between Egypt and China has also expanded. In April, the two countries held their first joint air force drills—Eagles of Civilisation 2025—at the Wadi Abu Rish Air Base near the Gulf of Suez. According to Egypt's Ministry of Defence, the exercise included joint air sorties, combat simulations, and training on air operations planning.
