An regional council in Western Australia is staring down an uncertain future, after a report from the state's government watchdog expressed 'significant doubt' over the shire's ongoing viability.
The Shire of Coolgardie is under fire for 'shocking mismanagement and poor governance' amid revelations that employees were improperly dismissed and one contractor worked remotely from a Caribbean island.
The report, from WA's Auditor General, found the shire was in a precarious financial position after incurring a net loss of more than $4.6m in the year ending 30 June 2024.
Liabilities exceeded the council's assets by more than $14.2m.
'These conditions indicate a material uncertainty that may cast significant doubt about the ability of the Shire to continue as a going concern,' the report states.
During the review, auditors found that a Senior Project Officer employed by the council from October 23, 2023 to October 2, 2024 had been working remotely from the Caribbean island of Montserrat.
'The Project Officer appeared to be located in Montserrat, a British Overseas Territory in the Caribbean,' the report read.
'The offer of employment stated that the duties were to be performed at home, in the office in Kalgoorlie, or Kambalda.
'We inquired but did not receive a response from Shire management on how the staff member performed their duties efficiently while being in a different jurisdiction with a 12-hour time difference from Perth.'
The staff member was also found not to be in compliance with their working holiday visa, which stipulated they could not work more than six months overseas.
The staff member was recruited directly by the Shire's former chief executive.
The review also found that the council had 'potential cultural issues' that stopped employees from raising concerns without facing the threat of termination from senior management.
Two former employees filed claims against the council for 'termination without cause' - one alleging that a senior executive appeared to be manipulating the tendering process for Shire projects in favour of certain tenderers.
WA's Local Government Minister Hannah Beazley spoke to the state parliament last week about the potential of merging the Coolgardie Shire with the neighbouring City of Kalgoorlie–Boulder.
She said she had arranged a meeting with representatives from both councils and the local member to address 'serious concerns about the financial viability of the shire'.
'Although I am assured that no malice has been intended by elected members, nevertheless, shocking mismanagement and poor governance has occurred at the shire.
'I would urge the shire to do what is right for its community and region and be cooperative in speaking with its neighbouring council at Kalgoorlie–Boulder and jointly support a boundary adjustment.'
Local member Ali Kent also spoke in parliament, and noted previous scrutiny faced by the council over financial mismanagement.
'So many of my constituents have met with me as they are upset and concerned about the future of the shire when it is faced with this ongoing uncertainty,' Ms Kent said.
The Coolgardie Shire's President Malcolm Cullen told the ABC that the announcement of a potential merger had come to close to council elections.
'The three-week time-frame for these discussions provided by the minister does not allow time for genuine and open negotiations,' Mr Cullen said in a statement reported by the ABC.
'Such a decision deserves careful consideration and should not be made at a time of transition.'

The cost of a long-awaited road upgrade pitched as a congestion-buster for tourists heading to Western Australia's South West has blown out to $170 million as the project finally nears completion. The single-lane stretch of Bussell Highway between Capel and Busselton has long been a traffic bottleneck, particularly during holidays and long weekends when tens of thousands of tourists make the 200-kilometre drive south from Perth. Sold as a solution to those frustrations, duplicating the highway has also come at double the initial projected cost, according to figures revealed during budget estimates hearings last week. The major road project has dragged on despite the Cook government promising its completion by the end of 2024. A Main Roads spokesperson said some short-term traffic management may remain in place, but the majority of work was now complete. However, months of delays and many millions in additional spending have left some locals pondering whether it was worth the cash and time. Capel resident Corrie Young said she was unimpressed with the final product. She regularly uses the road to drive in and out of Busselton. "I'm not very happy with it at all," she said. Ms Young said the last few years had been "terrible" as construction on the road had dragged on, leaving many drivers frustrated over lane closures and speed reductions. Others were more positive. "It's fantastic, I can just zip down from the farm to Busselton. It's flat, it's smooth, it's quick," commuter Steve Jones said. In WA's Legislative Council estimates last week, Transport Minister Rita Saffioti blamed the price escalation on rising construction costs around the world. "I am very proud that we have delivered the Bussell Highway duplication," she said. "It was not an election commitment, but I was very determined to get it done, and we did it through negotiations with the Commonwealth." The Bussell Highway duplication is not the only road project that has blown out in WA's south. The cost of the Bunbury Outer Ring Road that opened late last year — now the Wilman Wadandi Highway — swelled to $1.46 billion, more than $600 million over what was initially estimated. Questions also remain around the overall benefit delivered by both projects. Curtin University researcher and former Infrastructure Australia board member Peter Newman said the development, while popular, came at the cost of alternatives. "Both of them are extraordinarily over-designed … in my view, they take up a massive amount of space," Professor Newman said. He believed the money would be better spent on electric public transport links to the South West region. "These [ideas] are not ever getting onto the agenda because of the massive amount of money that is being spent on these kinds of [road] projects."

Star's Brisbane casino has been in the headlines for months: What's the latest?

The deadline to reach a deal on the sale of Star Entertainment's stake in Brisbane's Queen's Wharf precinct has been extended, as the casino operator desperately fights to avoid administration. It's the latest development in a long and complex tale of financial woe for the company which began during the construction of Queen's Wharf, got much worse after findings of misconduct, and have now reached crisis point thanks to a plummeting share price and bank balance. In November 2017, 20,000 square metres of Brisbane's CBD was torn down in preparation for the new Queen's Wharf precinct, a joint venture between Star Entertainment Group, Chow Tai Fook Enterprises, and Far East Consortium. In all, the casino, four hotels, retail venues and restaurant spaces would cost an estimated $3.6 billion — Queensland's biggest ever infrastructure project. Shortly after work began, Star's share price opened at just over $5 — a record high. Then came two years of pandemic lockdowns, major flooding, and an outbreak of mould — to name but a few issues — which added hundreds of millions to the price tag and many months to the timeline. Originally planned for 2022, the precinct wouldn't open until August 2024. "Queen's Wharf became a drain because, as a 50 per cent joint venture, Star was on the hook for huge capital contributions and a big chunk of the project's $1.4 billion debt," Graeme Hughes from Griffith University's business school said. These problems might have been manageable, according to Mr Hughes, if Star wasn't also dealing with the fallout from a 2021 investigation by Australia's financial intelligence agency, AUSTRAC and the New South Wales Independent Casino Commission (NICC). "Star's deep-seated problems really began with widespread failures in anti-money laundering compliance," Mr Hughes said. These breaches led to The Star losing its casino licences in both New South Wales and Queensland, the appointment of a manager, significant fines from state regulators, and a looming penalty from AUSTRAC, reportedly up to $400 million. In September 2021, when the NICC first announced it was looking into Star Entertainment, its share price was $3.50. By the time its new Brisbane casino opened on August 29, 2024, that had plummeted to 57 cents a share, making it difficult for the company to raise funds and keep its new business operating. The following day a second NICC report was published, which found The Star was still unsuitable to hold a casino licence. At the time of writing, Star shares are trading at 13 cents. In January this year, the company told the ASX it had just $79 million left in available cash and had burned through $70 million since the end of September. In March, desperate for money to stave off insolvency, Star agreed to sell its 50 per cent stake in Queen's Wharf to its joint venture partners Chow Tai Fook Enterprises and Far East Consortium for $53 million. As part of the agreement, Star would keep the rights to operate the casino. "This was meant to free up around $700 million in debt and $212 million in future contributions, making Star more asset-light and boosting its liquidity," Mr Hughes said. Just a few days later, Star reached a deal with US casino giant Bally's for at least $250 million in exchange for a controlling stake in the company. Star's largest individual shareholder, Bruce Mathieson, offered an additional $50 million if Bally's came on board. But just when things appeared to be improving for Star, their joint venture partners suddenly announced they were terminating the agreement to buy Queen's Wharf, effective July 7. On Monday, the company notified the ASX that the deadline for termination has now been extended to July 31st. Reaching a deal, Mr Hughes said, is of "existential" importance to Star. "Bally's chairman Soo Kim has openly stated that their $300 million investment is contingent on Star's solvency," he said. If Star Entertainment was to fall into administration, those administrators would take control of Star's assets, including Queen's Wharf, and its liabilities. Associate Professor David Morrison, an expert in insolvency law from the University of Queensland, said Star's stake in Queen's Wharf could be sold and the property leased back to them. "There would be an agreement between the new partner and Star as to how to deal with the property, but if Star are holding firm on the value they think they bring to the table, then buyers will be thin on the ground, especially in this market. "A buyer would have to be comfortable with a company in Star's circumstances to be a joint landlord and take the risk of default under the agreement." The Queensland government has indicated it wants a casino to continue operating at Queen's Wharf but won't offer financial support or concessions to Star. "Let the regulatory authorities do their job and let Star tell the taxpayers what they want and what will be returned. "If lenders are nervous then taxpayers ought to stay out of it." Mr Hughes said if Star was forced to sell the rights to operate a casino, buyers were circling. "Bally's and the Mathieson family would be prime candidates to scoop up remaining assets cheaply," he said. "Other global casino giants like MGM Resorts, Caesars Entertainment, or private equity firms could also be interested in acquiring a distressed Australian casino portfolio. "Blackstone, which owns rival Crown, has also been mentioned, though regulatory hurdles for a near-monopoly would be immense." As for Queen's Wharf, he said Chow Tai Fook and Far East Consortium were "logical" choices. "The Queensland government would then conduct a rigorous process to license a new, financially sound, and compliant operator for the casino."
