AP Chambers seeks curbs on raw human hair exports to China
The Andhra Pradesh Chambers of Commerce and Industry Federation (AP Chambers) sought Chief Minister N. Chandrababu Naidu's intervention for stopping the export of raw human hair, especially non-remy (comb waste/ Goli/Chutti) hair, to mainly China, and some other countries in order to safeguard the domestic human hair industry. In a representation to the Chief Minister on July 11, AP Chambers president Potluri Bhaskar Rao stated that the demand for non - remy hair had gone up exponentially in the last two decades. The Chinese were buying huge quantities till 2012-13 from Indian exporters but in the last 10 years, they started reducing legal imports by smuggling non-remy (comb waste hair) through Myanmar, Bangladesh, and Nepal, where it is processed with child labour and again smuggled to China to avoid duties. Despite an earlier ban imposed in March 2022 by the Director General of Foreign Trade, exports continued, including by the previously blacklisted traders. Non-remy hair forms 85% of total exports and only 15% of hair is remy hair, which is sourced from temples and sold in auction/direct sales by them. Mr. Bhaskar Rao pointed out that the Indian human hair extension and wig industry, currently valued at approximately ₹8,000 crore, has the potential to grow to ₹30,000 crore over the next decade. The industry, which has a major presence in Eluru and Madepalli in Eluru district, provides employment to over 10 lakh women. Following are the suggestions made by the AP Chambers: to strictly prohibit the export of raw human hair (having ITC (HS) Code 05010010) to make it available for Indian hair processors for value-addition, not to let remy type hair from temples sold to China or Chinese agents, restrict temple hair auctions to registered manufacturers / exporters and not to illegal traders. Also, the AP Chambers stated that a dedicated research chair for human hair be set up at IIT Chennai to foster R&D, duties on human hair imported by countries with which India has bilateral agreements should be reduced, and incentives/subsidies must be given to those exporting hair to African countries as they are biggest consumers of hair and wigs as the move would help boost the hair exports to those countries. The hair industry is a unique one that transforms waste into valuable foreign exchange while empowering lakhs of women through rural employment, Mr. Rao said, adding that the CM should take up the matter with the Union Ministry of Commerce & Industry to ensure the sustainability and growth of the human hair industry in Andhra Padesh.

Vijayawada: The Andhra Pradesh Chambers of Commerce and Industry Federation (AP Chambers) has submitted a detailed representation to Chief Minister Nara Chandrababu Naidu urging his personal intervention to stop the export of raw human hair, especially non-Remy (comb waste/GAoli/Chutti) hair, to safeguard the domestic human hair industry. In the representation, AP Chambers' president Potluri Bhaskara Rao and general secretary B Rajasekhar highlighted that in the last 20 years, the demand for Non-Remy Hair had gone up exponentially and Chinese buyers were buying huge quantities till 2012-13 from Indian exporters. But in the last 10 years, China has started reducing legal imports by smuggling Non-Remy (Comb Waste Hair) through Myanmar, Bangladesh, and Nepal where it is processed with child labour and again smuggled to China across border to avoid duties. Despite an earlier ban imposed in March 2022 by DGFT, exports resumed shortly after, including by previously blacklisted traders. Non-Remy Hair forms 85 percent of total exports and only 15 percent of hair is Remy Hair, sourced from temples, which is sold in auction/direct sales by temples. They pointed out that the Indian Human Hair Extension and Wig industry, currently valued at Rs 8,000 crore, has the potential to grow to Rs 30,000 crore in the next decade. The industry, which has a major presence in Madepalli and Eluru, provides employment to over 10 lakh women across rural India. Bhaskara Rao emphasised that this is a unique industry that transforms waste into valuable foreign exchange while empowering lakhs of women through rural employment. He requested the Chief Minister to take up the matter with the Union Minister of Commerce & Industry Piyush Goyal to ensure the long-term sustainability and growth of the human hair industry in Andhra Pradesh and India.

DGGI Bengaluru Unit uncovers six shell companies with fraudulent invoices worth Rs 266 crore
New Delhi [India], July 11 (ANI): In a follow up operation connected with investigation of a case initiated in Bengaluru, the officers of Directorate General of GST Intelligence, Bengaluru Zonal Unit, carried out searches in over six premises in Delhi, and uncovered fraudulent invoices worth over Rs 266 crore, involving availment and passing on of fraudulent Input Tax Credit (ITC) of Rs 48 crore from the shell companies. The Ministry of Finance, in a statement, stated that the masterminds floated shell companies with no actual business activity, carried out circular trading to inflate turnover, listed one of the companies in the stock exchange and indulged in ITC fraud. Investigation revealed that four companies, with no business activity, have shown receipt of hundreds of crores worth of goods and services, the Finance Ministry statement stated. The investigation indicated that initially, the key mastermind was one of the CA/statutory auditors, who managed the transactions of these companies, the statement added. Further investigation revealed that the structure of entities and shareholding pattern, along with changes in the same, the CA/statutory auditor was acting as Director in a few of these shell companies at some point of time - clearly establishing the links behind the origin of the six shell companies. The Ministry's statement further added that during searches at the premises of these companies, original documents, such as invoices and seals, were found in the premises of the mastermind. According to the Ministry, the key mastermind of the case has been arrested. DGGI Bengaluru Zonal Unit has initiated a comprehensive investigation into this fraud, which has implications for innocent investors in listed companies. Having found such pattern of GST frauds by use of circular trading and fake ITC by listed companies, DGGI has shared specific inputs with SEBI in the recent past for initiating action under the SEBI Act, the Ministry's statement added.
