Stablecoin has long road to mainstream payments, Mastercard says
'While the technology powering stablecoins holds tremendous promise – high speed, 24/7 availability, low costs, programmability, immutability – those attributes alone do not suffice to turn stablecoin into a payment tool,' Lambert said on Monday (Jul 14) on a call with analysts. 'Just as important, or even more so, are other attributes such as a seamless and predictable user experience, reach and wide distribution to consumers.'
Mastercard is positioning itself as the bridge between digital assets and the traditional financial system. Lambert said the company can provide the infrastructure needed to make stablecoins usable at scale by lending network attributes such as global merchant acceptance, security safeguards and regulatory compliance.
The strategy has been years in the making. Mastercard and Visa both have stablecoin initiatives that date back to at least 2021. More recently, Mastercard partnered with stablecoin issuer Paxos Trust Company LLC to help institutions mint and redeem a stablecoin known as USDG.
It also supports stablecoins including Fiserv's FIUSD, PayPal's PYUSD and Circle's USDC, efforts that suggest the card networks see long-term opportunity in becoming stablecoin infrastructure providers.
Lambert pointed out that today, roughly 90 per cent of stablecoin volume is tied to crypto trading as investors use the US dollar-pegged tokens to buy and sell digital assets. While companies such as Shopify and Coinbase Global have taken steps to make stablecoins available for everyday consumer payments, Lambert said such hurdles as consumer adoption and added friction during the online checkout experience will be difficult to clear in the near term.

The consumer value proposition for regular peer-to-merchant payments 'is lacking and stablecoin does not actually do anything in this equation', Lambert said. 'We think of that as almost a prepaid card. You have a stored balance sitting in a wallet and then you need to use it at certain merchants.'
Stablecoins have been pitched as a way to bypass card networks, and their associated fees, by enabling consumer-to-merchant payments. The networks are reframing that narrative, casting themselves as partners that can increase the utility of stablecoin by integrating the currencies into their networks.
'At the end of the day, the conversion into stablecoin and out of stablecoin will always be there, into fiat, because that's the usable currency right now,' Raj Seshadri, chief commercial payments officer at Mastercard, said. 'The cost of stablecoin is just the cost of stablecoin, it's not the cost of the end-to-end use case, which has this on and off ramp, FX, regulatory compliance, settlement, et cetera.'
The chatter surrounding stablecoin has only grown louder as stablecoin legislation progresses in the US. The pending regulatory clarity has drawn new entrants into the digital asset sector and encouraged financial institutions to consider their place in the evolving industry. It has become a higher priority as financial institutions consider the risk of funds being held as stablecoin balances instead of as bank deposits.
'Every financial institution in the world is wondering 'Gee, what do we need to do here? Do we need to offer stablecoins? Do we need to offer deposit tokens? What is the product-market fit?' Lambert said. 'Many issuers are looking at it simply to make sure they keep hold on their deposits.'
In addition to financial institutions, governments and central banks around the world are considering how to spur innovation in their domestic ecosystems to avoid the dollarisation of their economies. 'We will see that multiplicity emerge over time,' Lambert said. BLOOMBERG

Stablecoin US$2 trillion forecast is ‘optimistic', JPMorgan says
[NEW YORK] The eye-catching US$2 trillion projection for the potential growth of the stablecoin market that was often cited during the recent push to approve US regulation of the crypto market for the first time is 'a little bit optimistic,' according to JPMorgan Chase. Last month, Treasury Secretary Scott Bessent said during a Senate hearing that the sector could even exceed that estimate by 2028, provided there is legislative support. That would be almost roughly eight times the current US$260 billion market value of all stablecoins. 'We find it hard to believe that the market could grow substantially larger over the next few years as the infrastructure/ecosystem that supports stablecoins is far from developed and will take time to build out,' JPMorgan strategists led by Teresa Ho wrote in a note to clients on Wednesday (Jul 23). 'While adoption is poised to grow further, it might be at a slower pace than what some might anticipate.' Stablecoins have been touted as disruptive for traditional financial systems because of their potential use in almost-instantaneous cross-border payments and remittances. Unlike more volatile cryptocurrencies, stablecoins are usually pegged to fiat currencies, potentially making it easier to settle payments instantly and around the clock. But despite the recent increase in interest for the assets, they still only account for less than 1 per cent of global money flows, suggesting the role of the digital asset in upending financial rails still has significant steps to take, the strategists wrote. JPMorgan pointed out that given the current growth trajectory, it was more likely that the market would double or triple, which is far lower than other estimates. The stablecoin market has grown significantly over recent years, with Tether Holdings SA's USDT and Circle Internet Group's USDC accounting for more than 60 per cent of the market. Stablecoins have been marketed by some issuers as a means of bypassing card networks, though they are seen as being more attractive for merchants than consumers. While issuers are able to generate millions of US dollars from yield on their reserves, customers are usually only able to store and transfer value through the digital asset. 'We suspect liquidity investors, whether retail or institutional, are not going to immediately jump into payment stablecoins as a cash alternative given their conservative nature in terms of how they manage their cash as a source of liquidity,' the bank said. Following the signing of the Genius Act into law last week, regulatory concern regarding stablecoins has mostly cleared. The law sets rules for US dollar-backed stablecoins, including a requirement for firms to hold equivalent US dollar amounts for their stablecoin reserves in Treasuries or similar products overseen by state or federal regulators. Some visitors to the United States will soon need to pay US$250 'visa integrity fee'
SINGAPORE: International visitors to the United States will be required to pay a 'visa integrity fee' of at least US$250, CNN reported on Tuesday (Jul 22), citing a provision in President Donald Trump's flagship tax and spending Bill that was passed earlier this month. The US$250 fee will apply to all visitors who are required to obtain non-immigrant visas to enter the US. This includes business and leisure travellers, as well as international students. The fee will be in addition to existing visa and immigration fees. Tourists and business travellers from countries or regions that are part of the US visa waiver program - such as Singapore, Australia, Japan and many European countries - are not required to obtain visas for stays of 90 days or less. US Visa Waiver Program The US Visa Waiver Program enables most citizens or nationals of participating countries or territories to travel to the US for tourism or business for stays of 90 days or less without obtaining a visa, though they must still have a valid Electronic System for Travel Authorization (ESTA) approval. The initial fee for fiscal year 2025 is outlined at either US$250 or greater, determined by the Secretary of Homeland Security. The fee is also subject to annual adjustments for inflation. "The intent behind this refund provision is to incentivise compliance with US immigration laws by treating the US$250 as a refundable security deposit - essentially rewarding those who follow the rules," wrote immigration lawyer Steven A Brown, a partner at Houston-based Reddy Neumann Brown PC, in a blog post on his firm's website. Trump on Jul 4 signed his "Big Beautiful Bill" into law, saying that the Bill's passage would supercharge the US economy. However, it is also expected to add trillions of dollars to the US deficit. Since returning to the White House in January, Trump has cracked down on immigration, banning citizens from several countries and making efforts to deny enrollment of foreign students. While the visa integrity fee was approved after the Bill was passed, it has not been implemented yet. The Department of Homeland Security (DHS), the agency instituting the new fee, has not provided any specific details about the refund process or other aspects of the implementation of the fee. 'The visa integrity fee requires cross-agency coordination before implementation,' CNN reported, citing a DHS spokesperson. Brown warned that the fee reimbursement is not automatic, and that the burden will likely fall on visa holders to prove compliance and request the refund through a process that has not yet been announced. 'Until those procedures are announced, employers and foreign nationals should treat the US$250 visa integrity fee as a non-refundable upfront cost and plan accordingly,' Brown said. 'If a refund becomes viable in the future, it may provide an added benefit - but for now, it remains a theoretical incentive awaiting implementation guidelines.'

SYDNEY - Australia's central bank on July 15 proposed to scrap surcharges on most debit and credit card payments for consumers while lowering interchange fees paid by businesses, steps it estimated would save the two groups around A$2.4 billion (S$2 billion) a year. In a consultation paper on the proposals, the Reserve Bank of Australia said surcharges and fees were no longer in the public interest and invited feedback from interested parties by Aug 26. The RBA judged that surcharges on debit and credit cards, including Mastercard and Visa, no longer achieved the intended purpose of steering consumers to make more efficient payment choices. The RBA said avoiding surcharges had become harder as cash usage declined and there were challenges with enforcing the current rules. The central bank's most recent triennial consumer payments survey found that the share of consumer payments made in cash had fallen from around 70 per cent by number in 2007 to 13 per cent in 2022. 'Removing surcharging would make card payments simpler, more transparent and help to increase competition in the card payments system,' the RBA said.
