Goa Stampede: CM Sawant Orders Magisterial Inquiry After 6 People Killed At Temple Festival
Goa Chief Minister Pramod Sawant on Saturday said a magisterial inquiry will be conducted into the stampede at a temple festival in North Goa, in which at least six persons were killed and more than 70 others injured.
The incident occurred around 3 am on Saturday at Sree Lairai Devi temple in Shirgao village, about 40 km from Panaji. The stampede broke out as thousands of devotees thronged the narrow lanes to the temple for the annual festival.
Sawant visited the state-run North Goa District Hospital in Mapusa, where some of the injured were admitted. Later, he also visited the site of the stampede.
In a message posted on X in the afternoon, the CM said, "A magisterial inquiry will be instituted to thoroughly investigate the incident at the Shirgaon Jatra. I will shortly be chairing a high-level meeting to review the entire situation and ensure appropriate action is taken." Talking to reporters at the site earlier in the day, Sawant said he has asked for a detailed inquiry into the incident.
"We will make the report public," he said.
He said precautions would be taken for all temple festivals in the state to prevent such incidents.

Road digging without PWD nod to be banned to curb accidents: Goa CM Pramod Sawant
Porvorim: Underscoring the state's road safety crisis, chief minister Pramod Sawant said that the current road accident fatality rate exceeds that of Covid-19. 'People would stay at home for the fear of Covid-19 when one to two people lost their lives every day,' Sawant told the House. 'Now, on an average, two people die in road accidents in Goa every day.' Replying to the calling attention motion on rising accidents, the CM said that state govt will soon impose a 100% ban on road digging without prior permission from the PWD. A circular to this effect will be issued shortly, he said. The calling attention motion was moved by MLAs Vijai Sardesai, Carlos Ferreira, Viresh Borkar, Venzy Viegas, Yuri Alemao, Cruz Silva, and Altone D'Costa. The motion pointed to the rising number of fatal accidents attributed to poor road maintenance despite Supreme Court directives and state govt orders. Sawant acknowledged that nearly 50% of accidents in Goa are due to poor road conditions and signal issues, with a lack of coordination among departments being a primary reason. 'Roads repaired by one agency are often dug up soon after by another,' he said. To address this issue, Sawant said govt will recover road digging and repair costs from contractors who proceed without the PWD's permission. The chief minister also announced that utility ducts for cabling and piping works will be made mandatory during the construction of major roads, a measure aimed at preventing repeated digging. Sawant said that stress will be laid on strengthening road engineering to improve construction standards. A specialised team has been formed to identify accident-prone black spots across the state, enabling targeted interventions in high-risk areas, he said. Govt has already taken several initiatives in compliance with the guidelines of the Supreme Court Committee on Road Safety, Sawant said. He said these include the restoration of crash barriers, construction of standardised speed breakers, implementation of speed limits, installation of traffic signboards and road markings, and median plantation projects. He said show-cause notices have been issued to defaulting contractors, with rectification work being carried out at contractors' expense during the defect liability period.

Goa govt to introduce holograms to curb illegal liquor trade: Chief minister

Porvorim: Chief minister Pramod Sawant on Tuesday said that a system of holograms will be introduced in Goa to help identify and stop illicit liquor trade in the state. His statement came after govt was heavily criticised in the assembly over an incident of a truck carrying liquor that overturned and caught fire on the highway at Dhargalim last month. Opposition MLAs asked whether 'duplicate alcohol' is being manufactured in Goa and how the truck entered the state by passing the border checkpost. Sawant admitted that no entry of vehicle was found at the checkpost. 'No duplicate alcohol is being manufactured in Goa. We will use hologram tech in the future, which allows us to scan and get all the information about the alcohol,' said Sawant. The opposition criticised govt's failure to identify the origin of the liquor consignment even though the incident occurred on June 17. 'The driver, cleaner, and others left the vehicle and ran away. Why are police and excise officials ignoring the incident? We know that illegal alcohol business is taking place in Goa,' said Benaulim MLA Venzy Veigas. The CM said that the PI and the excise inspector reached the spot once the fire was reported and seized whatever alcohol was still intact. 'Based on the collected labels, investigations are on. He added that the vehicle was from Nagaland. 'We have written to Nagaland govt, but we have not received a response yet. Our team has gone to Delhi and Haryana already in the case,' Sawant said. Leader of opposition Yuri Alemao said that although 1,395 cases of violations in liquor trade were found in Goa, state govt has initiated action against only two inspectors. 'Only show cause notices have been issued. You need to seriously look into the lapse,' said Alemao.

Govt curbing drug peddling near edu institutions: CM
Panaji: The six cannabis plants confiscated in the first half of the year in Panaji have been sent for analysis to the Botanical Survey of India in Pune, chief minister Pramod Sawant said. The chief minister stated that regular monitoring is conducted to ensure that ganja plants are not cultivated in the state, preventing their supply to students at educational institutions. State govt has directed the staff of the Corporation of the City of Panaji (CCP) to identify these plants and inform the local police for further action. 'Two different cases under the Narcotic Drugs and Psychotropic Substances Act are registered at the Panaji police station,' Sawant said. 'Currently, both cases are under investigation, with suspected live ganja plants seized from a public place.' Sawant mentioned that no specific hotspots have been identified as drug trafficking sites in the state. However, regular patrolling is maintained, and whenever any information is received, cases are registered against the cultivators of such plants. He said that surveillance is maintained across areas, and mass awareness has been created among the public. 'Regular police patrolling is carried out to prevent the cultivation of ganja plants, ensuring that they are not made available at schools and other educational institutions, as well as anywhere in the state,' Sawant said. In addition, awareness campaigns and workshops regarding cannabis plants and other drugs are conducted at schools and other educational institutions to sensitise students to the harmful effects of drug use, the CM said. 'It has been decided during the narco-coordination meeting to create awareness for the sanitary staff of the CCP regarding the growth of such plants in their areas and to identify these plants and inform the local police for further action,' the CM said. Over the past three and a half years, Goa police registered 14 narcotics cases and arrested 18 persons for being in illegal possession of drugs near schools and colleges. Sawant said school principals are encouraged to report any such matters to local police for necessary action. Of the 18 arrested, three persons are from Goa, 12 are non-Goans, and three are foreigners.
