Traders, consumers, politicians reject taxation measures

PESHAWAR: Traders, consumers and politicians have rejected the federal budget and warned that imposition of massive new taxes will further push the downtrodden class below poverty.
Reacting to the federal government's budget office bearers of various groups of traders, and leaders of political parties in separate statements here on Wednesday pointed out that the rulers failed to provide any relief to the poverty-stricken masses.
Qaumi Watan Party (QWP) provincial Chairman Sikandar Hayat Khan Sherpao said the federal budget failed to reflect the aspirations of the people and offered no relief to the public, business community as well as the agricultural sector. He said the budget lacked any measures aimed at economic growth, agricultural revival, or public welfare. He warned that the imposition of massive taxes was likely to have severe negative impacts, particularly on agriculture, which was already facing unprecedented decline. He pointed out that inflation was at its highest level and agricultural degradation was pushing nearly half of the country's population below the poverty line. He remarked 'Instead of curbing its extravagant expenditures, the government has increased them by 17 percent, and this burden will ultimately fall on the poor.'
Highlighting regional disparities, Sikandar Sherpao said around 42 percent of the country's population now lived below the poverty line; a number that had surged to 48 percent in Khyber Pakhtunkhwa and nearly 70 percent in Balochistan. 'Despite depriving smaller provinces of their due resources, the government is imposing heavy taxes on them,' he added.
Sikandar Sherpao criticised the government for once again failing to allocate promised funds for the merged tribal districts, warning that continued neglect would lead to further underdevelopment and despair in the region.
Sikandar Sherpao expressed alarm over the state of agriculture, noting that agricultural output recorded a sharp decline from 6.4 percent growth last year to just 0.65 percent this year. 'This is a matter of serious concern, given our heavy economic reliance on agriculture,' he stated, accusing the government of using IMF conditions as a pretext to overburden the sector with unjust taxes.
The QWP leader further said there was little hope for a significant increase in exports under the current circumstances. Regarding the 10 percent salary increase for government employees, he termed it deceptive. 'The government has taken back double the amount through excessive taxation,' he said.
He also questioned the rising value of the US dollar in Pakistan while it was declining globally, blaming it on flawed government policies. 'A lower dollar rate would reduce national debt and petroleum product prices,' he observed.
Expressing scepticism over the government's ambitious tax target of Rs14,000 billion for the next fiscal year, Sikandar Sherpao noted that it had failed to meet last year's target of Rs12,700 billion. 'How can the government expect to achieve an even higher target when it couldn't meet the previous one?' he asked.
The QWP leader warned that the overall impact of the federal budget would lead to a further spike in inflation and hurt the poor. He lamented the lack of specific measures for the development of smaller provinces, saying it would only deepen their sense of deprivation.
Similarly, Tajir Itehad provincial president Mujeeb-ur-Rehman, also strongly criticized the budget, calling it a 'budget of numbers' that fails to address the real issues faced by traders and the general public. Mujeeb-ur-Rehman stated that the implementation of new taxes worth Rs. 2,000 billion will make it impossible for businesses to operate.
He emphasized that the tax target of Rs. 14,000 billion was unrealistic and will further shrink the economy. He questioned how the government plans to service debts exceeding Rs. 8,500 billion without a viable strategy. He said increasing the petroleum levy from Rs. 78 to Rs. 100 per liter will be detrimental to the economy. He expressed concerns that the ordinance will open new avenues for corruption and bribery. He warned that digital invoicing will empower FBR officers with unlimited powers, making it difficult for businesses to operate. Instead of expanding the tax net, the government is increasing the tax burden on existing filers. He demanded that the condition of paying extra Rs. 2-3 per liter for petrol purchases without a card should be abolished. Electricity prices should be reduced, and 13 types of taxes on electricity should be abolished to promote economic growth.

ISLAMABAD: Economists at a seminar while highlighting key economic challenges of Pakistan have said that the country's macroeconomic indicators have shown signs of improvement, such as declining inflation which is below five percent and a recent upgradation of credit rating by S&P from CCC+ to B-. Speaking at an event organised by Pakistan Institute of Development Economics (PIDE) here on Friday, they, however, emphasised the need to transition from mere stabilisation to robust growth to benefit the common people. The event brought together senior officials from the Ministry of Planning, Development and Special Initiatives, researchers, and economists to engage in a rigorous policy discussion. Speaking on the occasion, Dr Haider Ali explained that the seminar aimed to deliberate on aligning short-term macroeconomic stabilisation efforts with long-term sustainable growth strategies under the URAAN Pakistan framework. URAAN Pakistan is a strategic initiative by the Planning Commission built on the '5Es': Exports, E-Pakistan (digitalization), Environment, Energy, and Equity. Dr Khurram Ejaz presented a comprehensive overview of the current economic context and proposed strategies to move towards a stable growth path under URAAN Pakistan. He noted that Pakistan's economy has faced a multitude of external and internal shocks, including post-pandemic disruptions, the Russia-Ukraine conflict, and the devastating 2022 floods. These factors pushed the country toward fiscal and balance-of-payment crises, culminating in the signing of an Extended Fund Facility (EFF) with the IMF in September 2024. The IMF programme emphasised restoring macroeconomic stability through fiscal tightening, monetary policy, and external sector stabilisation. While it succeeded in curbing inflation and modestly reviving growth estimated at 2.7 percent, it limited the fiscal space for development spending capped at 2.6 percent of GDP. Dr Ejaz contrasted this with the ambitious targets of URAAN Pakistan, which envisions 6 percent GDP growth by 2029 with significantly higher employment generation. He acknowledged a critical financing gap between what is possible under the IMF framework and what URAAN Pakistan aspires to achieve. He proposed following five initial strategies to bridge this gap: (i) repositioning Development Finance Institutions (DFIs) to fulfill their core mandate rather than investing in low-risk securities; (ii) migrating suitable PSDP projects to Public-Private Partnership (PPP) mode to crowd in private capital; (iii) issuing diaspora, green, and SDG-linked bonds to unlock innovative financing; (iv) devolving social sector expenditures to provinces in a phased manner, and (v) reducing losses from state-owned enterprises (SOEs) and monetising non-strategic public assets such as ports under a structured asset recycling programme. Dr Nasir Iqbal questioned the underlying assumption that low growth is due to limited PSDP spending and argued that productivity, export orientation, and youth engagement are more critical to sustained growth than merely increasing public investment. He recommended establishing village-level economic zones, leveraging idle public infrastructure, and simplifying business registration to boost local entrepreneurship. Dr Karim Khan emphasized that IMF programmes and growth are not inherently contradictory and that sustainable growth must be private sector-led. He urged leveraging CPEC Phase-II and capitalising on productive investment avenues. Dr Shujaat Farooq added that governance reform and performance-based budgeting are crucial. He highlighted a disconnect between planning and finance ministries and stressed the need to engage provinces, whose PSDPs now exceed the federal government's in size. Dr Muhammad Zeshan noted the inefficiencies within PSDP allocations and tariff structures that perpetuate rent-seeking and protect low-productivity sectors. He advocated enabling emerging industries such as halal meat exports, seafood, and IT, and preparing for the Fourth Industrial Revolution through digitization, cloud infrastructure, and robotics. Shaaf Najib questioned the long-term impact of PSDP spending, citing studies that showed limited sustainability. He called for improving PSDP efficiency, prioritizing completed projects, and redirecting funds toward sectors with higher fiscal multipliers. Dr Mehmood Khalid appreciated the absence of tax rhetoric in the presentation but criticised the lack of growth diagnostics and the absence of evidence from existing research. He emphasised grounding all strategies within the URAAN Pakistan 5Es and aligning projections with realistic economic modeling. Dr Iftikhar echoed these sentiments, warning against public investment that crowds out private sector liquidity and highlighting inconsistencies in SEZ policies, HEC funding, and NFC allocations. A court has issued bailable arrest warrants for 70 PTI workers for failing to appear in the November 26 D-Chowk protest case. Despite being summoned, none of the accused appeared before the court. After waiting for two hours, the judge issued bailable arrest warrants for all 70 and directed them to submit bail bonds of Rs50,000 each on the next hearing date. Former president Arif Alvi, PTI founder's sister Aleema Khan, K-P Chief Minister Ali Amin Gandapur, Hammad Azhar, MNA Shahid Khattak, and Asad Qaiser are among the accused.

The opposition and treasury benches, during the Sindh Assembly session on Friday, traded verbal barbs over the issue of Ajrak-themed number plates of the vehicles. The opposition asserted, they were not against the cultural and heritage status of Ajrak, but forcing people to pay exorbitant penalties for not installing the said number plates was unjustified. Moreover, the drive to implement the Ajrak number plates was limited to Karachi only, while in the rest of the province, vehicles ply even without number plates. Several MPAs expressed serious concerns over public issues and criticised harassing citizens over new number plates. They also expressed strong reactions over the notices issued to residents of derelict buildings in Gulistan-e-Jauhar and Hyderabad. MQM member Shabbir Qureshi raised objections to traffic police unjustly issuing fines and harassing citizens over Ajrak number plates. In response, Provincial Minister Saeed Ghani clarified that Ajrak number plates have been in vogue for the last two to three years and include security features. He stated that motorcycles are often used in thefts and crimes, hence having registered and identifiable number plates is essential. These number plates are readable by the Safe City Cameras and have helped in apprehending persons illegally using official vehicles and government number plates. Excise Minister Mukesh Kumar Chawla said that since 2022, new number plates have been installed on one million motorcycles, and it is a reflection of the culture of Sindh. He said that the Punjab government adopted the Ajrak design on its flyovers, but it has been made controversial in Sindh, which is unfortunate. MQM member Najm Mirza said that Ajrak is not the issue, but people are being troubled under its guise, with traffic police issuing fines amounting to thousands of rupees. Najam Mirza recommended forming of a special parliamentary committee on this issue, which should also include the opposition. Saeed Ghani welcomed the proposal. He said, he accepts full responsibility for the recent building accident in Lyari in which 27 people lost their lives. He said that the affected building was constructed illegally in 1980s. Following the accident, the DG of the Sindh Building Control Authority was removed and cases were registered against 11 officers, many of whom have been arrested. He said that assistance was delayed due to the victims not having identity cards, but now Rs90,000 per family is being given as three-month rent. A total 45 families were living in the affected building in Lyari, most of whom were tenants. He added that 66 dangerous buildings in Karachi and 87 across Sindh have been vacated, and further action is being taken under the new committee. Home Minister Sindh Ziaul Hassan Lanjar said regarding police recruitment that 50,000 youth passed the written examination under the advertisement given during the caretaker government, out of which 11,000 were recruited on merit and all the details are available on the Sindh Assembly unanimously passed a resolution condemning the double murder incident in Balochistan, demanding the strictest punishment for the accused involved in the murder. The resolution was presented by Pakistan Peoples Party member Sadia Javed.
