LCCI says will observe nationwide strike on 19th

LAHORE: The Lahore Chamber of Commerce and Industry (LCCI) has announced a nationwide strike on July 19 against Section 37AA of the Income Tax Ordinance, punitive taxes on bank transactions and Punjab's proposed labour policy deemed hostile to businesses while other Chambers of the country have assured their full support to the LCCI in this regard.
The announcement was made at a Press Conference at the Lahore Chamber of Commerce and Industry. LCCI President Mian Abuzar Shad, Senior Vice President Engineer Khalid Usman, Executive Committee Members Khurram Lodhi, Ahsan Shahid and Amina Randhawa also spoke on the occasion. The representatives of trade and industrial associations were also present.
LCCI President Mian Abuzar Shad warned that these measures would cripple businesses, accelerate unemployment and damage investor confidence. LCCI strongly condemned the extraordinary powers granted to FBR officials, unjust treatment of the business community and policy decisions made without business consultation. The LCCI demanded an immediate withdrawal of these measures and a halt to the economic victimization of the business community.
Mian Abuzar Shad said that the entire business community, including industrial and trade associations across the country, stands with the LCCI. He said that this is not the issue of a single individual or a single city but a matter that affects the livelihoods of over 250 million people in Pakistan. He questioned who would pay outrageous tax on a transaction of Rs200,000 and called such provisions irrational and unacceptable.
The LCCI President highlighted the alarming fact that 21 multinational companies have already ceased their operations in Pakistan due to the hostile business climate. He also criticized the payment of over one trillion rupees to Independent Power Producers (IPPs) without a single unit of electricity production, adding that these decisions are an injustice to industrialists who are the backbone of the national economy.
Referring to Section 37AA, he said that it grants FBR officers extraordinary powers, including the authority to arrest traders, which is unprecedented even at the global level.
Senior Vice President Engineer Khalid Usman said that the government is crossing all red lines drawn by the business community. He warned that if businesses are forced to shutdown due to unjust regulations, the resulting unemployment will destabilize the nation. He said that the chambers across the country, including the Karachi Chamber of Commerce, are fully aligned with the LCCI's position.
Executive Committee Member Khurram Lodhi demanded that the bureaucrats themselves should be audited. He questioned whether their salaries and perks are justified and whether their assets match their official income. He said it is ironic that public servants have now become rulers and are making decisions that deeply affect the lives of the business community without understanding ground realities.
Aamna Randhawa said that the business community is being harassed. These policies are damaging not only to business owners but especially discouraging for women entrepreneurs. She raised serious concerns over the disconnect between the policymakers and the actual economic ground realities
The LCCI President strongly rejected Section 37AA, calling it a new weapon of oppression against the business community. He said that the recent changes made through the Finance Act 2025 are impractical and harmful to the economy.
He added that the ongoing campaign against the business community appears to be a deliberate move to destroy investor confidence and collapse the already fragile economy. He pointed to multiple unresolved scandals, such as Rs80 billion in solar panel over-invoicing, Rs565 billion in tax refund scams and daily corruption worth Rs4 billion.
He also expressed serious concern over Punjab's proposed labour policy which spans over 300 pages, includes dangerous clauses such as reducing the employee limit for gratuity obligation from 50 to 20 and allowing immediate arrest of an employer if a worker simply claims verbally that he worked at a facility but did not receive gratuity. The policy proposes imprisonment of up to 14–15 years for such allegations. Mian Abuzar Shad warned that if this policy is approved in its current form, it will force industries to shutdown.
All the participants said that the July 19 strike is not merely a protest; it is a defining moment for the economic future of Pakistan. The Lahore Chamber has taken the lead and the business community across the country is ready to follow.

Such large-scale evasion at a time when the country is navigating a fragile economic recovery is not only unsustainable but damaging to the government's credibility. Successive administrations have repeatedly promised to broaden the tax base and improve documentation, yet loopholes that enable outright fraud continue to be exploited with impunity. The use of fake invoices to claim undue input tax credits or reduce tax liability has become a routine practice, facilitated in many cases by internal collusion. FBR has claimed that it is the only federal institution to have taken action against its own officers involved in such malpractices. However, internal accountability alone will not suffice. While punitive measures may deter some, the persistence of such fraudulent practices points to a structural rot that requires far more than selective disciplinary action. Pakistan's low tax-to-GDP ratio is a well-documented constraint on fiscal policymaking. It limits the state's capacity to provide essential services and meet its debt obligations without resorting to regressive indirect taxation or repeated external borrowing. To plug these revenue leaks, the government must move towards comprehensive digitisation of invoicing and supply chains along with stronger audit systems — all the while depoliticising the FBR's functioning. No serious economic recovery can be achieved while the state remains incapable or unwilling to curb fraud within its own revenue apparatus. This haemorrhaging must end if the country wants sustainable recovery.

Market sentiment remained cautiously optimistic amid corporate earnings' announcements, expectations of a 50-basis-point rate cut in the upcoming monetary policy committee (MPC) meeting and a major confidence boost following S&P Global's upgrade of Pakistan's credit rating to 'B-' with a stable outlook. On a day-on-day basis, the PSX commenced the futures rollover week on a negative note on Monday as the KSE-100 index ended at 138,218, down 380 points, or 0.27%. Investors resorted to profit-taking and also remained cautious ahead of policy rate decision. The market had a positive day on Tuesday, when the index posted a gain of 1,202 points, or 0.87%, to a new all-time high at 139,420, driven by assurances of support by the army chief to business leaders. Continuing its consolidation near 140,000, a key psychological level, the bourse closed on Wednesday at 139,254, translating into a loss of 165 points owing mainly to profit-booking. The PSX had a negative day on Thursday, where the index shed 562 points amid investor caution over futures rollover. On the last day of the week on Friday, the market gained 515 points and settled at 139,207 over enthusiasm sparked by Pakistan's rating upgrade and hopes of monetary easing. Arif Habib Limited (AHL) noted in its review that the market witnessed mixed sentiment during the outgoing week, rallying on Tuesday amid ongoing June 2025 quarterly corporate results and expectations of a potential rate cut in the upcoming MPC meeting. However, profit-taking the following day capped gains. Boosting investor sentiment further, S&P Global upgraded Pakistan's credit rating to 'B-' with a stable outlook, citing macroeconomic stabilisation and reform progress, it said. In treasury bills' auction, the State Bank raised Rs424.4 billion against the target of Rs200 billion, with yields dropping 10-39 basis points across all tenors. In June 2025, repatriated profits and dividends plunged 72.4% year-on-year (YoY) and 56.7% month-on-month (MoM) to $114.2 million; though FY25 saw a marginal 0.2% rise to $2.2 billion. In June, AHL mentioned, Pakistan's power generation rose 2.1% YoY to 13,744 gigawatt hours (GWh) from 13,459 GWh in June 2024, and increased 8% MoM. Oil and gas production fell 12% and 7% YoY, respectively, in FY25, driven by output pressures from key fields amid forced curtailments and weaker gas demand. Among other economic news, the State Bank's foreign exchange reserves fell $69 million to $14.46 billion. However, the Pakistani rupee appreciated marginally by 0.5%, closing at 283.45 against the dollar, AHL said. Sectors that contributed positively were investment banks (408 points), exploration & production (213 points), fast moving consumer goods (124 points), auto assemblers (59 points) and power (52 points). Meanwhile, sector-wise negative contributions came from miscellaneous (149 points), banks (71 points), leather (54 points), pharma (35 points) and textile composite (31 points), it added. Syed Danyal Hussain of JS Global noted that the KSE-100 index remained range bound during the week but ended on a positive note at 139,207, reflecting a 0.4% WoW gain. On the flip side, the average daily turnover dropped 17% to 635 million shares. In a major development, he said, the S&P Global upgraded Pakistan's sovereign credit rating to 'B-' from 'CCC+', triggering a rally in long-dated dollar bonds to three-year highs and improving investor confidence. Meanwhile, the government was aiming to address the Rs2.8 trillion worth of circular debt in the gas sector without burdening consumers, with multiple plans under consideration. During the week, the central bank released the advance calendar for MPC meetings scheduled for FY26 and the next meeting is set for July 30. In other developments, Pakistan secured $12.4 billion in foreign loans during FY25, up $2.6 billion from FY24. Repatriation of profits and dividends totalled $2.2 billion in FY25, remaining flat YoY. Notably, the power sector saw the largest outflow of $399 million, marking a 62% YoY increase. In the latest T-bill auction, the SBP raised Rs424 billion against the target of Rs200 billion, with yields falling 10 to 39 basis points across various tenors. Finally, the SBP's foreign reserves declined $69 million WoW to $14.45 billion, primarily due to external debt repayments.
