Pub must close after stolen goods were sold on premises

A Merthyr Tydfil pub will have to close after having its licence revoked because of stolen goods being sold outside the premises. South Wales Police called for a licence review of the Wyndham Arms in Glebeland Street.
The council's licensing committee has decided to revoke the licence meaning it will close. It follows an incident at the premises on March 22 when stolen meat and other items were purchased from a known shoplifter by Kevin Jones who is the premises licence-holder and designated premises supervisor.
At a later police interview Kevin Jones admitted knowingly buying stolen goods and was cautioned for this offence on May 20, the decision notice said.
The committee saw a police warning letter sent to Kevin Jones on October 20 referring to 'continuous' criminal activity (retail theft) linked to the premises and the committee heard further details of the past and current problems associated with shoplifting sales at the premises from the police at the meeting.
The committee accepted the police's evidence that for some considerable time going back a number of years the Wyndham Arms had been central to the on-going shoplifting blight on local retailers on the basis that shoplifters regularly took stolen items to the premises to sell to patrons.
Evidence was given by PC Steve Moseley confirming the efforts the police had made to work with Kevin Jones with the aim of breaking this chain of criminality.
But the decision notice said that Kevin Jones had acted in a 'polar opposite way' and had by his actions actively promoted crime when he purchased stolen goods and failed to take any effective steps to stop others buying and selling stolen goods at the premises.
PC Moseley also provided evidence of two other recorded incidents of stolen goods being sold to patrons of the Wyndham at the pub. To get all the latest Merthyr Tydfil news straight to your inbox, sign up to our newsletter here.
These took place on May 13, a week after the review application was submitted, and on June 17, a month after receiving his formal caution.
Kevin Jones denied there had been any further problems at the premises and explained the efforts he had made to stop the sale of shop lifted goods at the premises.
But the committee accepted the police evidence and found that the efforts Kevin Jones maintained that he had made to address the issues at the premises were insufficient to deal with the ongoing breach of the prevention of crime and disorder licensing objective.
This led the committee to conclude that either 'at best Kevin Jones was unable to control what went on at his premises or at worst he did not care'.
Either way his actions were 'not ones that led the sub-committee to believe that Kevin Jones was able to bring about a positive change at the premises.'
The committee agreed with the police that the actions of Kevin Jones were such that they had no faith in him addressing the shoplifting criminality linked to the premises and were satisfied that whilst Kevin Jones remained the premises-licence holder and designated premises supervisor of the premises the Wyndham Arms would 'continue to be a focal point for the sale of stolen goods'.
It was confirmed that the outside of the premises had adequate cover from CCTV but there were 'blind' areas inside the premises which had not been addressed by Kevin Jones despite the same having been highlighted to him by the police.
The police said adding conditions to the premises licence would not ensure compliance with the prevention of crime and disorder licensing objective and sergeant Andy Jones commented that 'target-hardening' would not work to address the licensing breaches.
The premises licence-holder did not suggest any additional conditions and confirmed when questioned that he had not put up notices at the premises to say that the sale of shoplifted goods at the premises would not be tolerated despite this step having been recommended to him in the police warning letter in October 2024.
An option available to the committee was to remove the designated premises supervisor (DPS) but this was not considered appropriate because Kevin Jones was both DPS and premises licence-holder and while he remained premises licence-holder he would continue to be the controlling mind behind how the premises was run.
The committee considered the submissions in writing from Kevin and Ryan Jones but were not able to take the personal circumstances of Kevin Jones into account as a 'defence' to breaching the licensing objectives.
The decision notice said: 'The licensing sub-committee's duty after considering all relevant evidence was to take steps with a view to the promotion of the licensing objectives in the interests of the wider community and not those of the licence-holder.'
The committee were of the view that the only effective, proportionate, and appropriate way of ensuring the prevention of crime and disorder licensing principle was not breached was for the chain of criminality from the theft in the shop to the sale to patrons at the premises to be broken and to do that it was proportionate to revoke the premises licence and for the premises to close.
The committee considered suspending the premises licence for a period up to three months but decided that this was not appropriate and that it was highly likely that if the premises re-opened after a period of suspension with Kevin Jones remaining as the premises licence-holder the sale of shoplifted goods at the premises would restart and the licensing objective would again be breached.
The committee were given evidence of the damage shoplifting is having on the retail community of Merthyr Tydfil and how this affects the general public and the committee were not prepared to take the risk of licencing breaches at the premises restarting after a period of suspension.

Posing for photographs with supermodel Naomi Campbell and world boxing champion Oleksandr Usyk, serial blagger Stephen Carruthers seemed to be having the time of his life. Carruthers had been able to bypass a 'ring of steel' security operation, put in place by the Football Association, to sneak his way into the 2024 Champions League final at Wembley and watch Real Madrid defeat Borussia Dortmund. Advertisement The 34-year-old had travelled more than 200 miles from Hull, east Yorkshire, to con his way inside, dressed in a suit and tie, for a night of five-star treatment in the VIP section. Today, though, his lifestyle as a self-confessed 'jibber' — the nickname for people entering a stadium without paying — caught up with him in front of a judge, who ordered him to carry out 100 hours of unpaid work and sentenced him to a 12-month community order. In what is understood to be the first court action of its kind, the FA launched a private prosecution under Section 11 of the 2006 Fraud Act to bring him to justice. Carruthers pleaded guilty in March to a charge of obtaining services dishonestly and had been warned at a follow-up hearing, directing sentencing to Harrow Crown Court, London, that he might face a prison sentence. Instead, he will serve time behind bars only if he re-offends. 'As the operator of Wembley Stadium, it is incumbent on the FA to take steps to ensure that 'jibbing' does not happen,' the FA said in a statement. 'The FA therefore prosecuted Mr Carruthers as part of a crackdown on unauthorised entry to the stadium and to serve as a deterrent to anyone else minded to copy (him).' Carruthers has previously pretended to be part of the actor Leonardo DiCaprio's entourage to get a ringside seat for the 'fight of the century' between Floyd Mayweather and Manny Pacquiao in 2015. Having blagged his way into MGM Grand Garden Arena in Las Vegas, he posed for pictures with U.S. President Donald Trump and mingled with a host of Hollywood A-listers including Christian Bale, Michael Keaton and Paris Hilton. Five years ago, he donned a black tie and managed to gain entry to a BAFTA party, where he posed for photos with Helen Mirren, Elton John and Quentin Tarantino. For Wembley, his plan was nothing more sophisticated than using a trick that had, by his own admission, helped him sneak into England's national stadium to see Gareth Southgate's team beat Germany in Euro 2020's round of 16, held in June 2021 due to the pandemic. Advertisement That trick was to mingle with a group of genuine ticket holders, pretending to be part of the same group, and follow them into the entrance to Club Wembley — the section reserved for VIPs who are wined and dined in private boxes overlooking the pitch. Carruthers dressed up like a businessman, a previous hearing was told, for extra authenticity. He had his four-year-old son with him, which added to his look of respectability, and he then settled in for a Champagne buffet before finding seats to watch the game. The FA estimate that a top-tier VIP package for two people would have ordinarily cost a minimum of £21,800. His story ended up being a major embarrassment, therefore, to the sport's governing body, especially when he made the considerable mistake of boasting about his actions in an interview with the Daily Mail, apparently receiving £1,000 from the newspaper in return. 'I've done this so many times before I thought I'd give it a go and try the Champions League final,' Carruthers told the newspaper. 'It was quite simple. … No one said anything.' He was not stopped or asked if he had a ticket as he entered, and simply made his way into the VIP area where he took a seat and enjoyed a pre-match meal. There, Carruthers said in the same interview, he found himself alongside former Milan and Chelsea striker Andriy Shevchenko, Milan manager Massimiliano Allegri, and former world player of the year Kaka. 'To get the sort of access I got would cost about £10,000,' he added. 'It was a great night. I've done this many times, but this is my last time and what a way to go out.' In hindsight, however, Carruthers might now regret his decision to elaborate on his exploits in a national newspaper, especially when the FA was already highly sensitive about security at Wembley following the serious crowd disorder when more than 2,000 ticketless fans stormed into the stadium for the Euro 2020 final between England and Italy. Advertisement 'The devastating events of that day are why they (the FA) take offences such as this seriously,' prosecutor Rachna Gokani told the court at a previous hearing. 'There are real risks in terms of disorder, health and safety, and the status of the stadium.' Did it warrant the threat of a prison sentence? Carruthers argued that it did not. 'I think it's excessive, I've not hurt anyone,' he told the previous hearing, having been warned that he could face up to three years behind bars. The FA, however, has spent considerable money on trying to make an example out of Carruthers. 'Attempted security breaches at Wembley Stadium on the day of the UEFA Champions League final in 2024 caused significant health and safety risks, and negatively impacted the experience of legitimate ticket holders attending the event,' read the FA's statement. 'The FA will continue to take action against 'jibbers', such as Mr Carruthers, to ensure the safety of fans coming to Wembley Stadium.' Desperate to avoid another security embarrassment, the FA had mounted a £5million operation for the Champions League final, including enhanced ticket checks and an increased number of stewards, to stop anyone who should not be there from gaining entry. Nonetheless, the police arrested 53 people on the night for trying to get in illegally. Gokani told the court that Carruthers chose to 'advertise his offending' in the Daily Mail and had been 'essentially boasting about gaining entry… boasting precisely that he met Naomi Campbell and the heavyweight boxing champion Oleksandr Usyk and other celebrities'. When Carruthers was interviewed by a probation officer before the April hearing, the feedback was that he had shown 'no shame or remorse and was clearly proud of what he had accomplished'. As well as being made to carry out community service, Carruthers was also ordered to pay £1,000 compensation to the FA — the same sum, according to the governing body, that 'he was paid by the Daily Mail for his account of how he broke into Wembley stadium to attend the match'. Scene in place on Oxford Road as emergency crews rush to fears of 'hazardous substance' incident

A scene was put in place on Oxford Road in Manchester as emergency crews raced to reports of a suspected 'hazardous substance' incident on Tuesday (July 8). Police, paramedics and fire crews attended Manchester Museum at around 12.30pm following a concern for welfare regarding two people. The two people were treated at the scene after coming into contact with what they believed to be a 'potentially hazardous substance', police said. One of the people was taken to hospital after suffering an allergic reaction - now understood to be to peanuts and peppers. A number of emergency vehicles were seen parked along Oxford Road with a cordon also put in place around one of the entrances to the museum. A GMP spokesperson said: "At around 12.30pm today (Tuesday 8 July 2025), we were called to reports of a concern for welfare of two people at an address on Oxford Road in the city centre. "Officers attended the scene along with colleagues from the North West Ambulance Service and treated the two people after they came in contact with what was believed to be a potentially hazardous substance. The Museum remained open while the emergency services conducted their enquiries as there was no risk to visitors. Body found in woods confirmed as that of Coventry woman Reanne Coulson

A body found during a search of woodland last month is that of Coventry woman Reanne Coulson, detectives have confirmed. Officers said the body had been formally identified as that of the 34-year-old, whose disappearance sparked a murder inquiry after she failed to contact relatives on her birthday in mid-June. West Midlands Police said in a statement on Tuesday: 'Today we can sadly confirm that the body found in Binley Woods is that of Reanne Coulson. 'Reanne, aged 34, had last been seen in May, and her disappearance led to a major investigation to find her. 'As a result of information received, a woman's body was found on June 27. 'Today she was formally identified as Reanne. We have spoken to Reanne's family, and are continuing to support them. We are carrying out further inquiries to establish how Reanne died.' Mohammed Durnion, aged 42, appeared in court last week charged with murder, while a second suspect, a 38-year-old man, has been charged with assisting an offender. Both defendants have now been remanded in custody to appear at Warwick Crown Court later this month. Detective Superintendent Jim Munro, who is leading the investigation, said: 'We are continuing to do all we can to support Reanne's family at this awful time, and our thoughts remain firmly with them. 'The investigation is continuing and I still really want to hear from anyone with information that might help us as we continue to work tirelessly to get answers for Reanne's family.'
