Pakistan loan: Cash-strapped Pakistan is literally forced to beg for a loan from various financial institutions each month as its crumbled economy is barely enough to keep the country running. According to media reports, the World Bank and the Asian Development Bank (ADB) have approved another $544 million loan for Islamabad for promoting education, and financial security and empowerment of women. On Wednesday, the World Bank approved a $194 million loan for Pakistan and signed a $350 million loan agreement with ADB to promote financial inclusion and economic empowerment of women. As per a report by Pakistan based Samaa TV, the World Bank loan is meant for two projects– promoting new educational opportunities to children in the restive Balochistan province, and strengthening the country's water security.
According to Najy Benhassine, the Country Director for Pakistan for the South Asia region at the World Bank, the primary goal of the project is to improve education opportunities for underprivileged children Balochistan. Additionally, the water security project is aimed to deal with climate change crisis in Balochistan, while the investment in infrastructure and human development will create employment opportunities in the province, the World Bank officer added.
The agreement under the Women's Inclusive Finance (WFI) Sector Development Programme was signed on Tuesday by Sabina Qureshi, Additional Secretary, Economic Affairs Division, and Dinesh Raj Sivakoti, Head of Project Administration Unit, Radio Pakistan reported.
'The program will provide women with ample opportunities to better access financial services, expand business opportunities and create new employment opportunities,' the report said.
WIF's Sub-Program-2 focuses on four major reform areas, including creating an enabling policy and regulatory environment for the financial inclusion of women, increasing finance for women, strengthening women entrepreneurship capacity and promoting inclusive and equitable workplaces within the financial sector. Meanwhile, despite the constant cash-infusion from financial bodies, Pakistan's total debt has surged to 76,000 billion Pakistani rupees in the first nine months of the current financial year, and its economy is expected to grow at a nominal 2.7 percent during the current fiscal, according to the Economic Survey 2024-25 released on June 9.
Last year, Pakistan signed a $7 billion External Fund Facility (IFF) loan agreement with the International Monetary Fund (IMF) last year. The second tranche of the loan was disbursed in May this year.

CHENNAI: In a move aimed at improving women's overall participation in the labour force, particularly in high-quality non-farm jobs in Tamil Nadu, the state government has proposed to create district-level and state-level plans under a Rs 1,282-crore project funded by the World Bank. The District-level Women Quality Employment Plans (D-WQEP) and state-level WQEP (S-WQEP), to be rolled out as part of the Tamil Nadu Women Employment and Safety (TNWeSafe) project, will help women land jobs in emerging sectors. The plans will be rolled out in phases in 20 districts within 2029. The government recently floated tenders to hire a consultancy firm to prepare a framework for WQEP, apart from preparing reports on ground realities, existing gender gap in employment, and developing a monitoring system and framework. The initiative centres on three key areas — improving job opportunities for women (Employ), strengthening support services like safety and care (Enable), and empowering women by strengthening institutions, policies and support systems (Empower). While the S-WQEP will provide an overarching state-level framework, the D-WQEPs will address district-specific needs and priorities. Though the participation of women in the labour force is relatively high in Tamil Nadu compared to other states, TN still has a wide labour disparity with the Female Labour Force Participation Rate standing at 43.9% (in 2022-23) compared to 81.2% for men. The gap is wider in urban areas (49.4%) and the state is expected to be 67% urbanised by 2030.

NEW DELHI: Less than 1% of Indian women are entrepreneurs, placing India far below the global trendline, a research paper focussed on gender gaps in entrepreneurship in India has highlighted. On the other hand, India aligns with the global pattern for men, with around 3% of working-age men (15–64 years) being entrepreneurs, which is in line with expectations given its income levels. The research draws upon data from the World Bank covering 186 countries in 2022 and points out that India is one of the most significant outliers in terms of low female entrepreneurship, given its stage of economic development. Using nationally representative data, the research paper, presented at NCAER's India Policy Forum on Friday, showed that female labour force participation explained much of the gender gap in self-employment, but not in entrepreneurship, where women remain under-represented. Goldberg from Yale University, drew upon data on working-age population -- (21-65 years) in the 2023 round of the Periodic Labour Force Survey (PLFS). 'Overall, 64% of individuals participate in labour but this masks differences across gender: 91% of men participate in labour as compared to only 39% of women, implying that for every 10 men there are only 4.2 women in the labour force,' the paper stated. Furthermore, 35% of men and 12% of women operate own-account enterprises, which makes them self-employed individuals without hired labour.

Nagpur: CM Devendra Fadnavis said that under the new district strategic plan, the state will focus on making every district a growth driver, which in turn will propel Maharashtra's economy. Inaugurating 'MahaStride' and a workshop for district collectors at IIM Nagpur on Saturday, Fadnavis said the project will help in optimising resources and making policies tailored to a specific region. Fadnavis said that Maharashtra's Gross State Domestic Product (GSDP) can increase by Rs35 lakh crore in the next five years, with MahaStride now in place. The MahaStride (Strengthening Institutional Capabilities in Districts for Enabling Growth) project focuses on improving how districts plan, execute, and monitor their development strategies, with the aim of generating economic opportunities, attracting investment, and improving public services. "At present, the district level GSDP is not 100% accurate, it's done by using various thumb rules. But thanks to MahaStride, we will get accurate data from district level," Fadnavis added. The total estimated cost of the MahaStride project is Rs2,232 crore, of which Rs1,562 crore will be funded through loans from the World Bank, while the remaining Rs670 crore will be provided by state govt. The project represents a strategic partnership between the state and global experts to support inclusive and sustainable growth in districts across Maharashtra. The CM said that Maharashtra Institution for Transformation (Mitra) chief, and former IAS officer Pravin Pardeshi had suggested putting a 'clock' in Mantralaya to measure where each district now stands. "This clock will show where the district must reach and where they stand at present. Unless there is accountability, there is no motivation to do things," said Fadnavis. Deputy CM Eknath Shinde said districts will reach their full potential with MahaStride. "Many districts lag in development standards, but now we will ensure that infrastructure is upgraded everywhere," said Shinde.
