Gauteng Education Department issues apology over assistant teachers' payment delays

The Gauteng Department of Education (GDE) has apologised for the delays in processing the details of some of its assistant teachers who have not been paid their stipends this past month.
This comes as the new programme involving more than 8,000 assistant teachers began early last month.
As a result of the delays, the department has indicated that some might not be paid.
"The Gauteng Department of Education (GDE) wishes to notify the public, particularly education and general assistants, of potential delays in payment due to an ongoing data verification process. The placement of assistants officially began on 1 June 2025 across various participating schools under the Basic Education Employment Initiative (BEEI)," departmental spokesperson, Steve Mabona said on Monday.
One of the assistants based in Kempton Park, Ekurhuleni, said that she is yet to be paid due to the delays in verification of her details; however, she remains hopeful that she will soon get her stipend.
"I am one of the assistant teachers who have not been paid due to the delays. We have been told that we will be paid as soon as the process has been finalised. I hope this will be done by end of this new month. I know that some of the assistants have received their pay slips, and they have been paid," she said.
The assistants were recruited as part of the provincial government's efforts in supporting teaching and learning, with Mabona stating that the department acknowledges and commends their contributions to the education system following their recent placements across schools in the province.
According to the department, the delays are due to incomplete submission of personal and banking details and other challenges.
"While a number of schools have successfully confirmed placements and submitted validated data, a portion of submissions remains under review due to issues such as duplicate or invalid ID numbers, incorrect banking details, and incomplete data entries. These issues have impacted the speed of the verification process. As a result, only assistants whose details have been verified and cleared will receive payment in batches," he stated.

Groenewald said should his request be granted, this would yield more appropriate budget alignment with the department's core security and enhanced access to critical intelligence and security technologies, among other things. 'We currently face numerous regulatory obstacles, which result in the department not being able to utilise signal jammers or intercept communication. If we succeed with being restored to a state security structure, it will greatly assist in the fight against organised criminal activities which are taking place in our correctional facilities,' he said. He made the statement when he tabled the department's R29 billion budget in the National Assembly. Groenewald also said his department was doing its level best to explore alternative revenue streams to not to be solely reliant on the fiscus while they face real and pressing financial and operational constraints. 'The capital budget shortfall of R222 million undermines our ability to conduct infrastructure upgrades and critical maintenance. The escalating cost of food, fueled by inflation and the growing number of inmates, including a sharp increase in foreign nationals, adds another layer of financial strain,' he said. 'We are also hamstrung by above-Consumer Price Index increases in municipal tariffs, particularly for electricity, water, and sanitation. Fixed costs linked to our Public-Private Partnership (PPP) correctional facilities leave no room for reprioritisation, and the devolution of maintenance responsibilities from the Department of Public Works and Infrastructure, without corresponding budget support, has created a funding gap of R154 million.' Groenewald added that their digital transformation agenda was also under threat as infrastructure modernisation was both urgent and underfunded. 'The planned recruitment of over 9,000 security officials, which would significantly improve safety and supervision in our centres, also remains underfunded. However, we continue to engage with National Treasury and remain steadfast in our pursuit of sustainable solutions.' The minister urged departments to consider fulfilling their furniture and related supply needs through the Department of Correctional Services. 'This request is both legally supported and aligned with the broader goals of government cost-efficiency, skills development, and rehabilitation." Groenewald told the MPs that the department was actively working on reviewing the parole system. 'It is a moral imperative that this administration finalises the review in the interest of all. We still see too many headlines and reports concerning parolees causing harm to our communities. An excessive number of medium to high-risk offenders are being recommended for parole. Once again, we must not allow the citizens of South Africa to bear the burden of this risk.' He lamented the problem of more than 60,000 remand detainees in prisons, which pushed the number of beds needed to 166,000. 'Currently, we have sufficient bed space for all sentenced offenders. With 107,067 bed spaces, the 104,550 sentenced inmates are accommodated.' He said the remand detainees were a significant contributor to the prisons' overcrowding. 'At present, 2,530 remand detainees remain in custody simply because they cannot afford bail set at R1,000 or less, despite having been granted bail by our courts.' He welcomed the pilot launch of an independent Bail Fund, an initiative that will advance bail only for those who have already been deemed eligible by the courts. Groenewald noted with concern the cost-drivers that were linked to foreign national offenders. 'The South African taxpayer foots the bill for just over 24,000 foreign nationals. Calculated at R463 per day, this results in an expense of R11,112 000 per day. We are currently exploring various solutions, including diplomatic approaches.'

This was higher than the global aggregate of 30% and was one of the water provision challenges the KZN Department of Cooperative Governance and Traditional Affairs (Cogta) stated when they presented their progress report on the KZN Provincial Water Master Plan (PWMP) to the KwaZulu-Natal Legislature Portfolio Committee on Tuesday. Other challenges include no planned maintenance programme in relation to aging infrastructure, and also unplanned/reactive maintenance, which is mostly undertaken. In its presentation, Cogta stated that drinking water quality management remains a challenge in the province, as 21 water systems were found to be in a critical state as per the Blue Drop results published by DWS in December 2023. This has also resulted in a decline in the water quality in Amajuba, King Cetshwayo, uMzinyathi, and Zululand districts. The department has implemented what they term seven pillars in response to some of the challenges. They are: Water resources programme. Water treatment, bulk distribution, and storage. Water reticulation programme. Water conservation/water demand management programme. Financial sustainability and revenue enhancement programme. Operations and maintenance programme. Human resources development programme. In a brief presentation, the uMgeni-uThukela Water also highlighted several infrastructure projects in various stages of implementation, with the upgrade of the KwaMaphumulo treatment plant from 6 to 12 Ml/d and secondary bulk pipelines (9 Ml/d capacity) through the Mshwathi Bulk Water Supply Scheme (BWSS) in Ilembe District Municipality being one of them. A presentation by the eThekwini Municipality Water and Sanitation (EWS) touched on the Water Turnaround Strategy and new bulk water schemes. The strategy addresses 12 key areas of the water business over the short and medium term. A cornerstone of the strategy is to improve the financial position of EWS for the improved maintenance and replacement of assets. Tim Brauteseth, MPL and DA KZN spokesperson on Finance and Standing Committee on Public Accounts (Scopa), was concerned about staff shortages in various entities and non-revenue water figures. 'There must be a clampdown on theft and vandalism of water infrastructure and reduction of algae in the system that is blocking pipes,' he said. Bonginkosi Mngadi, MPL and uMkhonto weSizwe Party (MKP) member, called for more public hearings to listen to the plight of the people on issues of water. Mngadi called for the prioritisation of boreholes throughout the districts, with emphasis on deep rural areas. 'There are issues of water being supplied by tankers that are using municipal budgets. We need to look into the possibility of boreholes rather than spend money on water trucks. Some of these trucks are travelling quite a distance to reach some areas. Harding is confronted with a drought, and bore holes will assist the residents,' he suggested. Dr Celiwe Qhamkile Madlopha, ANC MPL, called for roadshows to explain to the public what the challenges are and what is being done going forward with regard to water supply issues. 'When the community raises challenges, they think it falls on deaf ears because they do not know about the good work being done to address it. I am concerned about service delivery on the ground and the grants not being spent,' she said. Marlaine Nair, chairperson of the KZN Legislature Cogta Portfolio Committee, called for an updated water master plan so that progress can be tracked. 'The planned maintenance and slow implementation are serious concerns for us. Why are municipalities not rolling out plans in place?' she asked. Otto Bonginkosi Kunene, an IFP MPL, was concerned about water and sanitation rollouts in the province, which he believed were critical in rural communities. The talks followed a May 9 Labour Court ruling, which sent the matter back to the South African Local Government Bargaining Council for a new hearing on the 3.5% wage increase after the city initially sought an exemption. In the same breath, the court ruled that the city is exempt from implementing a 5.4% wage increase for the 2023/2024 financial year after it cited financial constraints. Regarding the outstanding 3.5% salary increase, he said both the union and the city failed to reach an agreement during the recent CCMA-led negotiations regarding the process to finalise such an increase for municipal workers. He said the bargaining council has scheduled the exemption hearing for July 21, 2025. Monakisi explained that the CCMA-facilitated talks were held ahead of the upcoming exemption hearing at the bargaining council, in an effort to narrow down the issues in dispute and explore possible settlement options that could be formalised as a bargaining council award. However, the meetings failed to yield consensus between the two parties, but they agreed on the value of ongoing dialogue before the scheduled hearing. Monakisi said Samwu remains committed to these discussions, hoping to reach a mutually beneficial resolution in the best interest of workers. 'The union remains relentless in its position that the 3.5% salary increase, owed to workers from 2021, must be honoured. The prolonged delay in payment has imposed significant financial strain on municipal workers, who continue to provide essential services under increasingly difficult conditions. In this regard, Samwu's legal team is diligently preparing for the exemption hearing, with the aim of securing a just outcome for our members,' he said. Monakisi emphasised that the City of Tshwane has confirmed the availability of funds to meet its obligations to employees. He was referring to Mayor Nasiphi Moya's State of the Capital Address two months ago, where she noted Tshwane's improving financial outlook due to decisive actions and increasing resident support. 'We are proud to report that our cash reserves are projected to reach R2.86 billion in the 2025/26 financial year. This marks an important step toward financial stability, with our liquidity coverage improving from 23 days to 43 days over the next two years,' she said. The Independent Municipal and Allied Trade Union demanded transparency and accountability, arguing that the city cannot claim financial stability for the public while citing financial distress as a reason for not paying its workforce. Last month, the city and both unions jointly acknowledged the strain the ongoing wage dispute had placed on municipal employees. 'The city reaffirmed its appreciation for the dedication of its workforce and its commitment to working collaboratively with organised labour to find a fair and sustainable resolution,' parties said in a statement.
