G20 pledges to reduce gender gap in workforce participation by 25% by 2030

G20 member states have reaffirmed their commitment to reducing the gender gap in labour force participation by 25% by 2030 under the newly launched Brisbane–eThekwini Goal, following a two-day Labour and Employment Ministers' Meeting (LEMM) hosted at Fancourt Hotel and Country Estate in George.
Speaking at the closing session, South Africa's Deputy Minister of Employment and Labour, Judith Nemadzinga-Tshabalala, said the renewed goal seeks not only numerical parity but also addresses the quality and conditions of women's employment.
'In 2014, under Australia's G20 Presidency, Leaders adopted the Brisbane Goal, committing to reduce the gender gap in labour force participation by 25% by 2025. Today, we acknowledge that progress has been uneven. While nearly all G20 countries have narrowed the gap since 2012, only about half are on track to meet the target by next year,' she said.
The new Brisbane–eThekwini Goal deepens the G20's resolve to close the gender gap and ensure meaningful participation for women across the global labour market.
'The gender goal urges G20 to go beyond numerical parity and interrogate the quality of women's participation: under what conditions, with what protections, and with what opportunity for advancement?' she added.
Key action points outlined under the renewed goal include promoting women's leadership in high-growth sectors like STEM, investing in affordable care infrastructure, addressing occupational segregation and informal work, supporting equal access to training and entrepreneurship, and ensuring fair parental leave and work–life balance policies.
The Deputy Minister emphasised that the commitment is rooted in international labour standards, particularly ILO Conventions focused on discrimination, employment policy, and the elimination of violence and harassment in the workplace.
'These instruments are central to protecting workers with family responsibilities and ensuring that care work is recognised, valued and decently remunerated,' she said.
The Brisbane–eThekwini Goal also introduces a second major target: reducing the unadjusted gender wage gap by 15% by 2035, measured against 2022 data, with a five-year review to potentially raise the target to 35%.
'To close the wage gap, we must enforce equal pay legislation, promote pay transparency, and tackle structural discrimination in wage-setting,' Nemadzinga-Tshabalala said.
She called for better gender-disaggregated data, stronger collective bargaining mechanisms, and support for initiatives such as the Equal Pay International Coalition (EPIC).
In closing, the Deputy Minister said the goal is more than a number—it is a principled pursuit.
'It is a call for courage, consistency and solidarity. As we leave this gathering, let us ensure that one's gender does not condition the dignity of work, and that our economies are measured not only by growth, but by justice,' she said.

Image: Simon Majadibodu/IOL On Thursday 31 July I asked the driver of the car we were using to take us around the Johannesburg CBD to see the state of the city. Having lived just across the city, in Braamfontein, from January 1983 to December 1984 and having enjoyed many walks into the CBD and its surroundings, nothing could have prepared me for the shock. The Johannesburg CBD is no more. It's been destroyed. I asked our driver to drive through the CBD's famous streets, such as Commissioner, Eloff, Bree, Rissik, Jeppe, and others. Every street we drove through confronted me with a dystopian nightmare – except in this case, it was all real. The CBD was a heaving, suffering, mortally wounded animal, breathing its last as violent humans further violated what remained of its beauty. The Johannesburg CBD is a parking lot for taxis. They park anywhere and everywhere. The few police officers we saw were accompanied by security guards. Hotels and businesses have all closed or relocated. It seemed that the buildings had last been maintained in 1983. The old Stock Exchange Building with its mirrored exterior, where we once took pictures in 1984, is now just a piece of filthy glass. The road infrastructure is collapsing. I fear to think what's happening to the underground sewerage systems in the CBD. The garbage is piling up on every corner. Public toilets are any open spot, wherever you can find one, for men and women. I saw knocked-down, rusting traffic lights with weeds growing in-between them, evidence of how long they have been lying there. A red traffic light is merely a suggestion to slow down, not to stop. A Sunday newspaper headlined the same story. A city is collapsing because its leadership is incompetent and corrupt. When President Ramaphosa, in March 2025, expressed his shock at the state of the Johannesburg CBD, one felt the betrayal like a bitter poison in the mouth. How could he not have known? He subsequently established the Presidential Johannesburg Working Group, alongside mayor Dada Morero, to address the city's issues ahead of the G20 summit. Like many of the president's projects, this one appears also to be money-rich but stillborn. While budgets are being spent, my tour of the Johannesburg CBD revealed little evidence that anything has changed between 6 March and 31 July 2025. According to the Sunday Times, Finance Minister Godongwana is also on the warpath with mayor Morero, highlighting 'R1.4bn in unauthorised expenditure, R22bn in irregular expenditure, and R705m in fruitless and wasteful expenditure.' If there is ever a picture of the heart of the ANC, it is the state of the Johannesburg CBD. Video Player is loading. Image: Supplied Once the centre of our celebration of freedom and justice, it now feeds itself and its families off every cent allocated to help the people of that city. What is so deeply disturbing is that the ANC leaders are not disturbed by this. They still believe they can fix Johannesburg. Premier Lesufi and Mayor Morero are optimistic about returning the city to its glory days. Many, however, see only more money being spent that will go into the pockets of the corrupt, while the city continues to recede further into total collapse. If you wish to see the clearest example of the careless and cancerous rot within political governance, look no further than what is happening to the Johannesburg CBD. The place that contributes the most to our national GDP, where the students of 1976 showed the way to freedom, where Mandela and Tambo had offices, where the Freedom Charter was adopted, where Ahmed Timol died and where the Treason Trialists faced the Apartheid government in an epic trial, is facing a tragic demise. Sandton and Centurion are the alternative places to do business in Johannesburg. At the same time, our freedom's history in the Johannesburg CBD is being destroyed by those who had a duty to protect it. Cape Argus

Image: Supplied/GCIS International Relations and Cooperation Minister Ronald Lamola has lashed out at opposition parties, both within and outside the GNU, for failing to speak with one voice on matters of national interest, following the United States' decision to impose a 30% tariff on South African imports. Speaking at a joint media briefing on Monday at the Germiston Civic Centre in Ekurhuleni, Lamola, alongside Trade, Industry and Competition Minister Parks Tau, called on all South Africans to unite in response to the escalating trade dispute. 'These are complex issues. All South Africans should speak with one voice in the national interest - whether in opposition, in the GNU, in government, outside government, NGOs or in business,' Lamola said. The tariffs, announced by the administration of US President Donald Trump, will take effect at 12:01am on August 8. While other African countries, including Lesotho and Zimbabwe, will face a 15% tariff, South Africa has been singled out for a significantly steeper duty. Analysts argued that this was a sign of worsening relations between Pretoria and Washington. Lamola said the government has worked diligently to stabilise and strengthen trade ties with the US since the start of the seventh administration. In May, South Africa submitted a comprehensive framework deal aimed at addressing the US trade deficit, promoting digital trade, boosting investment, and removing non-tariff barriers. However, despite ongoing discussions, Washington pressed ahead with the unilateral tariff hike. 'This decision comes as both countries are engaged in efforts to resolve long-standing bilateral issues,' Lamola said. 'Sadly, these efforts now seem to have been undermined, much to our dismay.' Lamola said that the tariffs were not unique to South Africa. 'This is not just a South African phenomenon. The US has imposed similar tariffs on both its allies and adversaries. We must not take it personally, but instead work to find common ground,' he said. The Democratic Alliance (DA), the second-largest party in the GNU, has blamed Lamola and Tau for failing to secure a more favourable outcome. DA trade spokesperson Toby Chance said the government's failure to station a permanent diplomat in Washington had left South Africa at a disadvantage during negotiations. 'This 'no deal' scenario is the result of negligence, failed diplomacy and ineptitude,' Chance said. 'Our negotiators missed the initial deadline to submit trade terms and then had to request an extension.' He added that neighbouring Botswana had successfully negotiated its tariffs down from 37% to 15%, and said South Africa should have achieved similar results. The DA itself has also come under fire for its approach to the US. Ealier this year, senior party members, including MP Andrew Whitfield, then deputy minister of trade, travelled to Washington in an effort to salvage the African Growth and Opportunity Act (AGOA) agreement. President Cyril Ramaphosa later dismissed Whitfield for making the trip without authorisation. The DA described the March visit as a diplomatic mission aligned with the country's foreign policy, but the ANC criticised it as reckless and unauthorised. Lobby groups including AfriForum, Solidarity and Freedom Front Plus also undertook trips to the US, citing concerns about land expropriation, farm attacks and controversial political rhetoric, including the 'Kill the Boer' chant by Economic Freedom Fighters leader Julius Malema. Lamola rejected these separate initiatives as counterproductive and reiterated the need for unity. 'We must all speak in one voice to promote South Africa's national interest, because if there are any consequences, they will affect us all,' he said. In his weekly letter to the nation, President Cyril Ramaphosa noted that South Africa is grappling with the United States' he insists the country is not alone in facing mounting global trade challenges.

Image: GCIS South Africa is seeking new markets in Africa and Asia as it negotiates with the United States over looming 30% trade tariffs, which could cost around 30,000 jobs, officials said Monday. Government ministers expressed frustration with the United States over the tariff -- among those due to take effect against several countries later this week -- saying South African exports do not compete with US industry and were only a fraction of that country's total imports. The 30% tariff is the highest in sub-Saharan Africa and comes as diplomatic relations between South Africa and the United States are in tatters over a range of domestic and international policies. "Our foremost priority is protecting our export industries," President Cyril Ramaphosa said in his weekly newsletter. "We will continue to engage the US in an attempt to preserve market access for our products. We must also accelerate the diversification of our export markets, particularly by deepening intra-African trade," he said. The United States is South Africa's second-largest trading partner by country after China. The tariffs will in particular hit South Africa's agriculture, automotive and textiles sectors, officials said, although 35% of exports are exempted, including copper, pharmaceuticals, semiconductors, lumber articles and certain critical minerals. But trade department director general Simphiwe Hamilton told reporters Monday their estimate was that approximately 30,000 jobs could be affected. South Africa 'no threat' In a bid to avert the high tariff, South Africa has offered to import US liquefied natural gas and some US agricultural products, as well as invest in its mining and metals-recycling industries. Pretoria is focused on negotiations for a new deal despite the "very extreme provocation" on the part of the United States, Lamola told reporters. The 30% tariff was "inscrutable" considering that imports from South Africa only represented 0.25% of total US imports, the minister said. "Moreover, South Africa poses no trade threat to the US economy nor its national security," he said, arguing the imports supported US industry and did not compete with it. An example was that South African agriculture exports were "counter-seasonal" and so filled gaps in the US market without replacing domestic produce, he said.
