Income Tax: Although taxpayers have a little less than three months before they can file their income tax return (ITR) prior to Sept 15, there are a few tax forms (ITR-2 and ITR-3) whose online utilities have yet not been enabled.
The good news, however, is that income tax (I-T) department has already enabled the excel utilities for ITR-1 (Sahaj) and ITR-4 (Sugam).
But if your income source demands that you file your return using ITR-2 or ITR-3 then you have no choice but to wait for a little longer. Lately, a number of taxpayers have urged the department to release their online utilities. Let us know more about these tax forms.
The income tax return form number 2 (ITR-2) can be filed by individuals or Hindu Undivided Families (HUFs) who are not eligible to file ITR-1 (Sahaj). Taxpayers who do not have income from profits and gains of business or profession and also do not have income from profits and gains of business or profession in the nature of interest, salary, bonus and commission or remuneration, by whatever name called, due to, or received by them from a partnership firm.
It can be filed by those who want the income of another person, such as a spouse or a minor child, to be clubbed with their income if the income to be clubbed falls in any of the above categories.
ITR-2 cannot be filed by any individual or HUF, whose total income for the year includes income from profit and gains from business or profession, and also who has income in the nature of interest, salary, bonus and commission or remuneration, by whatever name called, due to, or received by him from a partnership firm.
The income tax return form number 3 (ITR-3) is meant for individuals and HUFs engaged in business or profession requiring the maintenance of elaborate books of accounts. This category includes working professionals such as doctors, advocates and CAs, whose income is calculated based on actual profits.
Sahaj refers to income tax return form number 1 (ITR-1). The excel utility of this form has already been enabled. This form is meant for resident individuals with a total income of up to ₹ 50 lakh. The sources of income include salary or pension, income from one house property (excluding cases where loss is brought forward), income from other sources (like interest from savings accounts, fixed deposits) and agricultural income (up to ₹ 5,000).
It is noteworthy that tax payer is not eligible if someone is a company director and invested in unlisted equity shares during previous year, have income from business or profession, or resident having foreign assets or foreign income or more capital gains than permitted threshold with LTCG under section 112A more than ₹ 1.25 lakh or having carried forward/ brought forward losses.

Patna (Bihar) [India], July 2 (ANI): Bihar Chief Minister Nitish Kumar on Wednesday announced that the state cabinet has approved and sanctioned funds for a new youth-centric scheme under the state's flagship '7 Nischay-2' initiative, aimed at enhancing employability and self-reliance among the youth. In a post on X, CM Nitish said that the scheme will offer monthly stipends ranging from Rs 4,000 to Rs 6,000 to eligible youth. 'I am pleased to inform that under the 7 Nischay-2 initiative, the Cabinet has approved and sanctioned funds for the implementation of the 'Chief Minister-Promotion of Readiness, Awareness and Technical Insights for Guiding Youth Advancement' scheme to provide Bihar's youth with advanced skills, better employability, leadership development, strong networking, and new opportunities for career enhancement,' Nitish Kumar said. 'This scheme will prove useful for the youth in shaping their future. Under this scheme, trained youth who have passed 12th grade will be provided with Rs 4000, ITI or diploma holders with Rs 5000, and graduates or postgraduates undertaking internships with a monthly amount of Rs 6000. One lakh youth from the state will be provided internships in various institutions from 2025-26 to 2030-31,' the Bihar CM added. He emphasised that the objective of this visionary and innovative initiative by the state government is to make the youth self-reliant, skilled, and employment-oriented so that their future is secure. 'We are determined to empower the youth and provide them with employment opportunities,' CM Nitish emphasised. Earlier on Tuesday, Bihar Chief Minister Nitish Kumar announced that the state cabinet has approved a comprehensive development plan for Punaura Dham, the revered birthplace of Goddess Sita in Sitamarhi district. The plan includes the construction of a grand temple and other structures, modelled after the Shri Ram Janmabhoomi Teerth Kshetra in Ayodhya. The cabinet has approved a budget of Rs 882.78 crore for the construction of the temple at Punaura Dham, which is considered to be the birthplace of Goddess Sita, the wife of Ram. 'I am extremely delighted to inform that the birthplace of Mother Janaki, Punaura Dham, Sitamarhi, has received approval from the cabinet today for a comprehensive development plan, including the construction of a grand temple and other structures,' the Bihar CM wrote in a post on X in Hindi. AI photo In a significant court-aided settlement reached with the Department of Homeland Security and Immigration (DHS) all 358 international students, many of whom are Indian, succeeded in having their SEVIS registration resorted retroactively. TOI in its edition of May 3, 2025, had reported on the mass action lawsuit that had been filed by these students pseudonymously. The list of stipulations (requests) set down by these students were accepted by DHS and approved by the district court judge (Northern district of Georgia). The stipulation sought reinstatement of their SEVIS records to 'active' status, retroactive to the date of initial termination, effectively ensuring no gap in their immigration status. This retroactivity means 'as though the termination did not happen'. F-2 dependents (such as spouse or dependent children) of the F-1 visa holder (aka, the international student) will also receive the same terms and conditions of the settlement. Crucially, the settlement ensured that unemployed days accumulated by some plaintiffs due to the SEVIS termination would be removed from their records. This was a vital point – to illustrate: there is a limit of 90 days of unemployment during the one year OPT post completion of studies. If this period is exceeded the students F-1 visa status is in peril. Furthermore, the plaintiffs sought assurance that ICE would not re-terminate their SEVIS records based solely on the National Crime and Information Center (NCIC) record that led to the initial termination. As has been reported by TOI earlier, SEVIS records of several students were terminated based on innocuous charges such as traffic or parking violations. The settlement also addressed potential negative impacts on future immigration applications – the settlement ensured that the termination and revocation of SEVIS records will not, by itself, have any negative impact. A group of law firms: Bless Litigation, Joseph and Hall, Kuck Baxter and Siskind Susser under the umbrella IMMPACT Litigation were representing the students. Charles Kuck, immigration attorney told TOI, 'This settlement gives us more than we believe we could have obtained from a federal court judge's order and are grateful to restore our 358 plaintiffs to their proper F-1 status, without interruption. We look forward to moving against Department of State in a separate legation to restore the unlawfully revoked visas to the international students. '
