
SC questions Gr Noida varsity delay in reporting student suicide, calls for ‘lawful' probe
The Supreme Court on Monday called for the probe into student suicide deaths at Sharda University and IIT Kharagpur to proceed 'expeditiously, in accordance with the law', while questioning the silence of Sharda University in reporting the incident and directing IIT Kharagpur to ascertain the reason for four student deaths at the institute over the past seven months.
A bench of justices JB Pardiwala and R Mahadevan had taken suo motu cognisance of the two incidents as part of its broader directions passed in March for setting up a National Task Force (NTF) to identify causes behind increasing student suicides.
'We are doing this for our children, our progeny,' it said, as it took up responses filed by the two educational institutions explaining their conduct.
The court was informed by amicus curiae senior advocate Aparna Bhat that in the Sharda University case, the complaint was lodged by the student's parent after two hours had lapsed since the discovery of the body at the college hostel room on July 18. Bhat pointed out that the father was informed of the incident by students, and that the management failed to inform the police and parents.
'You (management) should have informed…Was it not your duty to immediately inform the police and parents?' the bench asked senior advocate Shyam Divan, appearing for the university.
The amicus curiae told the court that a note left by the student, a 24-year-old second-year Bachelor of Dental Surgery (BDS) student, led to the arrest of two members of the faculty. The bench refused to pass any further order, while noting, 'Our concern was the investigation should proceed. We will not say anything further as it may prejudice the investigation.'
The court also sought to know the progress of the investigation into the death reported from IIT Kharagpur. The amicus pointed out that the IIT administration had informed the police after they discovered that a fourth-year student had committed suicide in the hostel room. The incident took place soon after he joined classes upon returning from vacation at home.
The court said, 'What is wrong with IIT Kharagpur? Why are students committing suicide? Have you given it any thought?'
Senior advocate MR Shamshad, appearing for the IIT administration, told the court that a 10-member committee has been constituted to probe the present incident. He said that, in addition, a 12-member counselling committee was established by the institute for students to report their problems.
Bhat informed the court that she could not carry out a spot visit to IIT Kharagpur, but confirmed that a complaint was lodged, converted into an FIR, and an investigation is ongoing.
'Let investigation in both matters proceed expeditiously in accordance with law and in the right direction,' the court said in its order, while posting the matter after four weeks.
In March, the court constituted a National Task Force (NTF) to probe into the larger issue of student suicides across the country and the systemic changes required to address this issue. The NTF is headed by former Supreme Court judge S Ravindra Bhat and is expected to submit its preliminary report in September.

NEW DELHI: In an unprecedented order, the Supreme Court has stripped criminal matters off the roster of a Allahabad High Court judge 'till he demits office' after he 'erroneously' upheld summons of criminal nature in a civil dispute. Taking stern view on the judge's order, a bench of Justices J B Pardiwala and R Mahadevan directed removal of criminal matters from his roster till his retirement while tasking him to sit with a senior judge in a division bench. The high court judge had refused to quash a magistrate's summoning order against a company which was accused of not paying the balance monetary sum in a business transaction of civil nature. Calling the order by the high court judge 'worst and most erroneous', the top court said the judge went ahead to the extent of saying that the complainant should be permitted to institute criminal proceedings for recovery of the balance amount. 'The judge concerned has not only cut a sorry figure for himself but has made a mockery of justice. We are at our wits' end to understand what is wrong with the Indian Judiciary at the level of High Court,' the bench said. The top court was hearing a challenge to the high court's order which dismissed an application filed by one M/S Shikhar Chemicals seeking to quash summoning order in a case of commercial transaction. 'The Chief Justice of the High Court shall immediately withdraw the present criminal determination from the concerned Judge... make the concerned judge sit in a Division Bench with a seasoned senior judge of the High Court,' the top court order read.

Amaravati works on fast track: Narayana sets 3-year deadline
Amaravati: Minister for Municipal Administration and Urban Development P Narayana on Tuesday said that all construction work in Amaravati was progressing rapidly. He stated that despite 'conspiracies' from various quarters, the capital city would be completed within three years. After inspecting construction sites, including the Sakhamuru Reservoir, Kondaveeti Vagu, and Anantavaram Park, the minister addressed the media. He challenged critics who claimed no work was happening, to visit the sites themselves. 'Tenders for government buildings in Amaravati were finalised and work began between 2014 and 2019,' Narayana said. 'The previous government's 'three capitals game' completely ruined this progress. They created confusion about the location of the capital and troubled farmers.' The minister explained that the new government closed old tenders, settled financial issues, and was moving forward after an IIT expert review of existing structures. 'All construction work has restarted. We will complete 4,000 residential units for officials and employees by the end of March next year,' he announced. The minister added that road and drainage work was nearing completion, and IIT experts would finalize the designs for layout roads by the end of this month. To prevent flooding, canal designs were prepared with the help of Dutch officials. The work includes widening and deepening the Kondaveeti Vagu (23.6 km), Palavagu (16.5 km), and a gravity canal (7.843 km), for a total of 47.94 km of canals, he said. While recent rains have slightly slowed progress on the canals, Narayana stated that these projects, initially targeted for completion by October 2027, are now expected to be finished by the end of next year. The minister addressed pending issues with farmers' lease payments. He said that while funds have been credited to most of the 25,000 farmers, payments for approximately 900 farmers are on hold due to various reasons, such as incorrect bank account details, deaths, or land sales. He said that these cases are being reviewed and encouraged farmers to file complaints on the official website if they have not received their payments. Narayana also touched upon Chief Minister N Chandrababu Naidu's recent visit to Singapore. He mentioned that the previous government's actions had damaged relations with Singapore.

A.P. capital works in Amaravati will be completed in three years, says MA&UD Minister Narayana
Andhra Pradesh Municipal Administration and Urban Development (MA&UD) Minister P. Narayana on Tuesday asserted that the construction of Amaravati was progressing swiftly and will be completed within three years, 'regardless of any conspiracies or political hurdles'. Addressing the media after inspecting the key sites, including Sakamuru reservoir, Kondaveeti Vagu, Gravity Canal, and Anantavaram Park, the Minister reiterated the commitment of the government to developing Amaravati as a world-class capital. Mr. Narayana announced that 4,000 houses for government officials and employees would be completed by March 2026, while road and drainage works were nearing completion. Designs for the layout roads will be finalised by IIT experts by the end of August. Canal works, including Kondaveeti Vagu (23.6 km), Palavagu (16.5 km), and Gravity Canal (7.84 km), are being widened and deepened to prevent flooding. Reservoirs at Sakamuru, Krishnayapalem, and Neerukonda are under construction with a combined storage capacity of 0.53 rmc ft, he said. Lease payments Referring to the issue of the farmer lease payments, Mr. Narayana said that 900 farmers were yet to receive funds due to issues such as incorrect bank accounts or land sales, but their cases were being reviewed. So far, over 18,000 of the 25,000 farmers have received their dues, the Minister said. Responding to criticism that no work is taking place, Mr. Narayana invited the 'detractors' to visit Amaravati and witness the progress. He emphasised that 30% of the capital area is dedicated to greenery under the Blue-Green Capital concept and that the Krishna Riverfront Development works would begin soon. Highlighting international support, the MA&UD Minister said Singapore has renewed its trust in Chief Minister N. Chandrababu Naidu. 'The previous government strained the ties with Singapore, but Mr. Naidu is rebuilding that relationship. Singapore officials will visit Amaravati in ten days,' Mr. Narayana said. Mr. Narayana was accompanied by Amaravati Development Corporation Chairperson Lakshmi Parthasaradhi, CRDA Chief Engineer Gopalakrishna Reddy, CEO Dhanunjaya, other officials, and representatives of contracting agencies during the inspection.
