Egypt wins first-ever FAO council chairmanship with historic election of Mina Rizk - Foreign Affairs
The election of Egypt's Deputy Permanent Representative to the FAO, Mina Rizk, marks a significant diplomatic milestone. It comes after a highly competitive vote against other candidates, including ministers and senior officials.
The Egyptian nominee was unanimously elected during the FAO Conference's general session on Thursday for a four-year term, following a rigorous race against four other candidates from across Africa, Asia, Europe, and the Americas.
According to Egypt's Ambassador to Italy, Bassam Rady, this marks the first time an Egyptian representative has assumed this senior leadership role. At just 38 years old, Rizk is also the youngest person to have ever led the council.
He said that the embassy led the nomination and diplomatic campaign, positioning the candidacy as part of the country's broader effort to empower young professionals and enhance Egypt's role in strategic international forums.
The state also aims to equip future generations of Egyptian diplomats through hands-on international experience, building a strong, capable cadre that will drive the Ministry of Foreign Affairs forward, Rady said.
He noted that Egypt's successful bid for the FAO Council presidency was also the result of months of focused diplomatic work by the Egyptian Embassy in Rome.
These efforts aimed to showcase the strength of Egypt's candidate and highlight the country's readiness to lead the council at this critical time, the ambassador noted.
This comes amid rising global attention to issues of food security, water, agriculture, and irrigation—sectors that are a top priority for Egypt.
These efforts align with Egypt's broader national development strategy, which includes major projects in the food security and agricultural sectors, Rady emphasized.
He explained that the FAO Executive Council is the organization's main governing body, responsible for shaping its policies, comprising approximately 25 per cent of its member states, and is elected for three-year terms.
According to Rady, Egypt also chairs the FAO's Finance Committee, while the Egyptian Central Auditing Organization has been selected to conduct the organization's legal and financial audits.
Additionally, the Egyptian Food Bank was awarded the FAO Partnership Award for this year, recognizing its outstanding cooperation with FAO.
The FAO also plans to hold its annual international conference for its regional offices in Egypt's New Administrative Capital later this year.
The FAO, a United Nations (UN) agency founded in 1945, aims to lead global efforts in eradicating hunger and improving food security.
It supports sustainable agriculture, fisheries, and rural development while addressing issues like climate change, water scarcity, and nutrition through international cooperation and policy guidance.

The working luncheon, hosted by Brazilian President Luiz Inácio Lula da Silva, served as a platform for discussing vital issues surrounding global security, peace, and governance reform. Prime Minister Madbouly began by thanking President da Silva for the opportunity to engage in these critical conversations, particularly in light of the increasingly complex geopolitical climate. Addressing Crisis and Multilateralism Madbouly outlined the intertwining crises facing the world today, with a particular focus on the humanitarian situation in Gaza, which has been exacerbated by ongoing Israeli military actions. He also highlighted the broader impact of these hostilities, which have extended to neighboring regions, including Lebanon, Syria, and Iran. He underscored that these developments reinforce the urgency of strengthening multilateral cooperation, supporting international law, and reinforcing the role of the United Nations in promoting peace and security. 'The catastrophic humanitarian situation we witness today, especially in Gaza, is a stark reminder of why multilateralism and respect for international law are more crucial than ever,' said Madbouly. 'It is our collective responsibility to ensure that the principles enshrined in the UN Charter guide the future of global governance.' Egypt's Role in Promoting Regional Peace The Prime Minister also took the opportunity to emphasize Egypt's longstanding commitment to regional and global peace efforts. He highlighted Egypt's strategic role in conflict prevention, peacebuilding, and post-conflict reconstruction across Africa and the Middle East. In particular, he pointed to Egypt's leadership in addressing regional challenges through diplomatic mediation and capacity building. 'Since 2019, President El-Sisi has served as the African Union Champion for Post-Conflict Reconstruction and Development. This reflects Egypt's deep engagement in promoting peace and stability on the African continent,' Madbouly remarked. 'We have developed extensive experience in mediation, dialogue, and reconciliation processes.' Madbouly also referenced the Cairo International Center for Conflict Resolution, Peacekeeping, and Peacebuilding, which has been instrumental in resolving violent conflicts since its founding in 1994. The center's work focuses on mediation, negotiation, and supporting national reconciliation efforts, alongside enhancing local communities' capacity to address emerging security threats. In addition to Egypt's role in regional peacekeeping, Madbouly highlighted the importance of sustainable development as a cornerstone for conflict prevention. 'We must address the root causes of conflict, particularly poverty, and ensure that sustainable development is a key focus,' he stated. He also outlined Egypt's launch of the Aswan Forum for Peace and Sustainable Development in 2019, which provides an important platform for discussing the interconnectedness between peace and development. The forum encourages African-led solutions to peace and security challenges, with the next session scheduled for October 2025 in Aswan. In his concluding remarks, Prime Minister Madbouly emphasized the importance of collaboration between BRICS nations and beyond, urging that 'we must strengthen our cooperation, focus on common interests, and work together to overcome the current challenges and fulfill the aspirations of our peoples.' With global instability on the rise and the urgency for peace-building ever more apparent, Madbouly's call for multilateralism and collective action serves as a reminder of the ongoing efforts of Egypt to shape a more peaceful and sustainable global order. Egypt's PM Rejects Gaza Displacement Plans at BRICS Summit
H-Tayea Prime Minister Mostafa Madbouly firmly rejected any proposals to forcibly displace or relocate Palestinians from Gaza, stressing Egypt's unwavering stance on preserving Palestinian rights and territorial integrity. Speaking on behalf of President Abdel Fattah El-Sisi at the opening session of the BRICS summit in Rio de Janeiro, Madbouly addressed world leaders, highlighting the severe crises confronting the international community—including geopolitical tensions, economic instability, debt crises, climate change, and the ongoing humanitarian catastrophe in Gaza. Madbouly described the Israeli military campaign in Gaza, ongoing for nearly two years, as the gravest crisis of the present time, citing the deaths of more than 55,000 Palestinians, two-thirds of whom were women and children, along with approximately 125,000 injured. He condemned Israel's violations of international law and humanitarian principles, not only in Gaza but also in the West Bank and East Jerusalem, including continued settlement activities on occupied Palestinian land. The Prime Minister noted Egypt's joint mediation efforts with Qatar and the United States that led to a ceasefire agreement on January 15. However, he said Israeli attacks on civilians violated that truce. Madbouly called for an immediate restoration of the ceasefire and urged Israel to halt all military actions and comply with international humanitarian law to protect civilians. CBE hosts regional training on stress testing for COMESA central banks
In line with presidential directives to strengthen Egyptian-African integration, and as part of its ongoing cooperation with the COMESA Monetary Institute (CMI), the Central Bank of Egypt (CBE) hosted a five-day training programme on 'Micro and Macro Stress Testing for Central Banks.' The sessions were held at the Egyptian Banking Institute (EBI) in Cairo. The programme reaffirmed the CBE's pioneering role in promoting financial integration across African central banks. It brought together 28 participants from 11 COMESA member states, along with a delegation from the CMI. The sessions featured in-depth discussions, case studies, and practical applications of stress testing models used to assess credit risk, liquidity, climate change, and interbank contagion risks. Naglaa Nozahie, Advisor to the Governor for African Affairs, stressed the importance of such initiatives in enhancing the crisis management and systemic risk assessment capabilities of African central banks. She reaffirmed the CBE's commitment to capacity building and collaboration across the continent—particularly within the COMESA region—highlighting that this marks the twelfth consecutive year the CBE has provided training for COMESA central banks. Dr. Ahmed Sahloul, Assistant Sub-Governor for the Macroprudential Sector at the CBE, underlined the value of stress testing in evaluating the impact of macro-financial and geopolitical shocks on banking sector resilience. He noted that such tools are increasingly vital for assessing emerging risks, including those related to climate change and cybersecurity. Stress test results, he added, offer crucial insights that guide policymakers in enhancing financial stability and ensuring robust financial intermediation. Lucas Njoroge, Director of the COMESA Monetary Institute, expressed appreciation for the CBE's sustained efforts in supporting the capacity-building agenda for central banks in the region. He also voiced optimism for further collaboration between the CBE and CMI in the years ahead. The programme, led by experts from the CBE's Offsite Supervision and Macroprudential sectors, featured interactive sessions that encouraged the exchange of technical expertise and peer learning among participants. These engagements focused on addressing current challenges and devising practical applications of stress testing frameworks within central banks. At the programme's conclusion, participants formulated a set of proposals and recommendations aimed at deepening the integration of stress testing into central banking operations across COMESA. These recommendations will be presented for discussion during the annual meeting of COMESA central bank governors, scheduled to take place in Uganda in November 2025.
