China urges global consensus on balancing AI uplift, security

SHANGHAI: China's Premier Li Qiang warned Saturday that artificial intelligence development must be weighed against the security risks, saying global consensus was urgently needed even as the tech race between Beijing and Washington shows no sign of abating.
His remarks came just days after US President Donald Trump unveiled an aggressive low-regulation strategy aimed at cementing US dominance in the fast-moving field, promising to 'remove red tape and onerous regulation' that could hinder private sector AI development.
Opening the World AI Conference (WAIC) in Shanghai on Saturday, Li emphasised the need for governance and open-source development, announcing the establishment of a Chinese-led body for international AI cooperation.
'The risks and challenges brought by artificial intelligence have drawn widespread attention... How to find a balance between development and security urgently requires further consensus from the entire society,' the premier said.
He gave no further details about the newly announced organisation, though state media later reported 'the preliminary consideration' was that it would be headquartered in Shanghai. The organisation would 'promote global governance featuring extensive consultation, joint contribution and shared benefits', state news agency Xinhua reported, without elaborating on its set-up or mechanisms.
At a time when AI is being integrated across virtually all industries, its uses have raised major questions, including about the spread of misinformation, its impact on employment and the potential loss of technological control.
In a speech at WAIC on Saturday, Nobel Prize-winning physicist Geoffrey Hinton compared the situation to keeping 'a very cute tiger cub as a pet'.
To survive, he said, you need to ensure you can train it not to kill you when it grows up. The enormous strides AI technology has made in recent years have seen it move to the forefront of the US-China rivalry.
Premier Li said China would 'actively promote' the development of open-source AI, adding Beijing was willing to share advances with other countries, particularly developing ones.
'If we engage in technological monopolies, controls and blockage, artificial intelligence will become the preserve of a few countries and a few enterprises,' he said.

'A final discussion on the Pakistan-US trade dialogue will take place during the visit,' the finance ministry said in a statement, adding that a trade agreement will benefit both countries. On Monday, PSX saw modest upward momentum, fueled by investor interest in cement and technology stocks ahead of the monetary policy announcement and key corporate earnings. Pakistan to expand shipping capacity by 600% in next three years

The Ministry of Maritime Affairs has launched a major initiative to expand and modernise the national shipping fleet as part of efforts to strengthen maritime infrastructure and reduce reliance on foreign vessels. Chairing the agreements' signing meeting, Muhammad Junaid Anwar Chaudhry, the maritime minister, said the initiative is designed not only to cut sea freight bills and conserve foreign exchange, but also to support climate-smart maritime practices by strengthening a cleaner, more efficient domestic fleet. Junaid said Pakistan plans to increase its shipping capacity by 600% over the next three years, with a focus on incorporating greener technologies and energy-efficient vessels into the state-owned fleet, read an official statement. Pakistan's PNSC partners with Chinese firm to explore maritime investments The Karachi Port Trust (KPT) and Port Qasim Authority (PQA) have signed separate agreements with the state-run Pakistan National Shipping Corporation (PNSC), pledging financial support for the fleet expansion plan. The agreements were signed by A. Abdullah Zaki, representing KPT's Transition Management Committee, and Rear Admiral (R) Syed Moazzam Ilyas HI(M), Chairman of PQA, with PNSC CEO Syed Jarar Haider Kazmi. According to the statement, the accords were finalised days after a high-level policy meeting chaired by Junaid Chaudhry, in which maritime stakeholders agreed to align fleet modernisation with environmental sustainability and national climate goals outlined by the prime minister's office. KPT and PQA officials stressed that modernising the fleet would not only conserve foreign exchange and enhance trade connectivity but also significantly lower the environmental cost of sea freight by minimising fuel consumption and enabling compliance with international emission standards. 'This initiative reflects our broader vision to modernise the maritime sector, boost operational efficiency, and introduce advanced technologies across all institutions,' Junaid said, adding that the government remains committed to transparency and merit-based decision-making.
