Pembrokeshire village affordable housing scheme amendments sought

In an application given officer delegated powers of approval at the February meeting of Pembrokeshire County Council's planning committee, Ateb Group Limited sought permission for a '100 per cent affordable' residential development of 57 houses and 10 bungalows, and associated works, at land off The Kilns, Llangwm, the site already having permission for 54 homes.
An officer report, recommending approval, said a social housing grant has been secured for the first phase of the proposed development, for 25 dwellings, with the mix of the second phase indicative at this stage.
Llangwm Community Council had raised issues including sewerage system capacity, a lack of facilities in the village and at nearby Cleddau Reach School for the size of the development, and potential traffic congestion.
18 letters of concern, including from Cleddau Reach VC school were also received, raising issues including traffic and parking, a loss of privacy, the scale and design of the development, the scheme representing a 'fundamental change in the character of the village,' being 'in excess of the need for affordable housing in Llangwm and nearby villages,' and 'likely anti-social behaviour associated with the development,'.
Concerns also raised on the impact the development would have on water quality from the increased foul water draining demands of the scheme.
Delegated approval to the council's head of planning was granted, subject to the completion of a Section 106 agreement which includes financial contributions to mitigate the impact of development on local schools Cleddau Reach VC and Haverfordwest High VC, with an agreement reached in April including an agreed £10,000 contribution towards bus stop provision.
Since then, fresh calls – in the form of four separate applications - have been made to vary some of the conditions in the initial approval, including a condition to submit a Construction & Environment Management Plan (CEMP), which the applicants now say has been prepared, a call to discharge an access details condition, a landscape condition, and a drainage condition.
The four applications will be considered by county planners at a later date.

RESIDENTS have hit out saying they have been stuck living on a construction site after their new build estate was abandoned before being completed. Almost 50 homes at a new build development on Rolleston Drive, near Arnold, Nottingham had to be torn down after the builder didn't finish the job. 1 Now neighbours, whose homes are still standing, are saying they have been left living on a partially built estate frozen in time. The builder originally appointed to construct the properties, Ilke Homes, collapsed in leaving the estate half finished. Ilke Homes were appointed to build 131 houses but 43 of them were left partially finished when the firm collapsed. Rows of completed homes now sit next to demolished houses with big, bare plots of land occupying space on the estate. The partially built properties were left, without roofs in some cases, to rot away for nearly 12 months. New work to replace the demolished homes has now started with residents rejoicing at the news. Rajan Rajput, 38, told Nottinghamshire Live: "It's a real shame for the people who are still waiting, some of the people who have moved in now have been waiting years for a good home - I feel very lucky. "But I work from my home, so to look out and see a construction site makes the view horrible at the minute, and I would like to be able to let my kids go out and play without worrying if they're trying to get over there." Some residents are housed in hotels while they wait for their homes to be ready, Rajan was left living in a hotel for months while on the waiting list. He added: "There are people that obviously need these homes, the longer you live in a hotel or somewhere like that the more it takes a toll on your mental health and family. "It's not just a home, these new homes need to be replaced so people can get their lives back, feel safe, and not have to worry." Jigsaw Homes Midlands, who appointed Ilke Homes before it collapsed has moved residents into the rest of the development. The new buildings need to be replaced so that all the homes on the estate are compliant with the requirements of the NHBC (National House Building Council). Morro Partnerships who took over construction of the site is in the process of building new houses where the old demolished ones once stood. The new properties are expected to be finished by 2026, finally completing the construction of the estate. The estate features 85 affordable houses that will be allocated to families and people on the Gedling Borough Council housing waiting list. Yasmin Akthar, 41, is a mum who had been in temporary housing for three years before moving to Birch Fields. She told Nottingham Live: "I totally understand why they pulled the houses down, it makes no sense to put somebody in a property that's already damaged, knowing that you're going to have long-term health complications. "It will be a building site for a bit longer, but it's just what it is. "We're in, we're okay, we're working around them and they're working around us." The Sun has contacted Morro Partnerships for comment. What to do if you fall foul of a dodgy builder Under the Consumer Rights Act, anyone who enters a contract for goods and services can expect these to be supplied with reasonable care and skill - and this includes builders, plumbers, decorators and electricians. It also includes materials, which should be of satisfactory quality, as described and fit for purpose. If you've fallen victim to a builder, or had a dispute with your contractors, you should firstly collate all evidence you have, including paperwork, photos, videos, messages and bank statements. Then, try to resolve the issues directly with the firm, before trying an Alternative Dispute Resolution (ADR) scheme such as mediation or ombudsman services. If this doesn't work, contact your bank to find out whether you can recover any money spent using Section 75 of the Consumer Credit Act (if the job cost between £100 and £30,000, your credit card company is jointly liable if something goes wrong). If this doesn't work, report them to the police on 101. While the lines between what is criminal and just bad practice are blurred, a contractor could be done for fraud. It is also important to contact Trading Standards. Citizens' Advice has an online form to help you do this. TS will then decide whether to investigate further based on the information you provide and help negotiate a settlement. Even if it doesn't, the details may help if anyone else complains about the same firm. It is also possible to take builders to a small claims court if you have been left out of pocket. However, you run the risk of racking up significant costs. While most home insurance policies don't cover building work, it is worth confirming this with your provider. And you should also, if possible, find out whether your builder holds liability insurance, which would also help.

MAJOR traffic disruption in Pembroke caused by temporary traffic lights installed for road works at Bush Hill (A4139) has sparked widespread public outrage, with residents and local businesses expressing frustration and anger at severe delays. Traffic lights installed by Wales & West Utilities at the junction have reportedly allowed only minimal vehicles through at a time, leading to significant tailbacks and lengthy delays throughout Monday. Wales & West Utilities Programme Controller for Pembroke, Adam Smith, said: 'We are working in the Well Hill area of Pembroke, to upgrade the gas network. This work is essential to keep the gas flowing safely to heat and power local homes and businesses and to make sure the gas network is ready to transport greener gas. 'In agreement with Pembrokeshire County Council and in order to keep the local community, road users and our colleagues safe while we work, four-way traffic lights are in place along Well Hill at its junction with Holyland Road, Main Street and Station Road. 'These lights are manned during peak traffic hours; however, we are now increasing the number of traffic officers to try and improve the flow of traffic. While this should help us minimise disruption, we would still encourage people to leave more time for travel and to take alternative routes if at all possible. 'Barring any unforeseen circumstances, we expect to complete our work on Well Hill and remove these lights by 21 July. 'Before our work started, we wrote to homes and businesses in the area letting them know what to expect and held a community drop-in session where people could learn more about the plans. We would like to thank the local community for their patience during these works. We appreciate that working on roads like this is not ideal, and we're sorry for the disruption our work is causing, but it really is essential to keep the gas flowing and to make sure the network is fit for the future.' Jonathan Grimes, County Councillor for Pembroke St Mary South & Monkton, expressed deep concern about the disruption, stating he had spoken directly to Wales & West Utilities and was liaising with Pembrokeshire County Council (PCC). Residents voiced their frustration online, highlighting journeys normally taking ten minutes were lasting up to an hour and a half. Local business owner Peter Chesmore described the situation as a 'damn disgrace,' saying it took him 45 minutes to make a short journey to work. Chesmore further demanded night-time works to reduce disruption or financial compensation for affected businesses through rate relief. School runs were particularly affected, with Anne Braithwaite noting she was 40 minutes late picking up her grandson from nursery. Commuters like Amanda Jane Mcknight and Margaret Powell shared similar stories of extensive delays, suggesting traffic management should mirror arrangements made during Pembroke Fair, using alternative routes or two-way systems to ease congestion. Concerns were also raised about emergency service accessibility, with locals noting a potential risk if ambulances or fire engines needed rapid passage through the area. Residents including Virginia Billing described feeling 'imprisoned' in Monkton due to continuous traffic disruptions in recent months, further exacerbating frustration and calls for urgent action. Councillor Grimes acknowledged a failure in initial traffic management, revealing traffic signals had not been adequately manned initially by Wales & West Utilities. He confirmed that PCC had intervened to address the issues.
