Fresh Karnataka caste survey to begin on September 22
The commission has been told to study a similar survey conducted by the Telengana government.
This comes amidst some misgivings expressed by experts over the conduct of a fresh survey of the entire population in a short time frame.
Survey to cover 7 crore population of Karnataka
The survey of the seven crore population of Karnataka will be done by 1.65 lakh enumerators over 15 days. Apart from teachers, employees from various departments of the government would be roped in for the exercise this time.
The second survey comes after the government decided to keep aside the first survey conducted in 2015 by the commission headed by H. Kantharaj, the report of which was submitted by the commission headed by K. Jayaprakash Hegde in 2024. Following pressure from land-owning and politically dominant Vokkaligas and Veerashaiva-Lingayats, the government shied away from accepting the report and implementing its recommendations, but the official reason cited was that the survey is based on decade-old data, and a fresh survey was necessary.
'The commission has submitted a proposal to the government to conduct the survey. Addressing discrimination of castes is the main focus of the survey, which should become a model for the country,' Chief Minister Siddaramaiah said after chairing a meeting on July 23 to discuss modalities of the survey.
The survey, he said, would be the basis for preparation of the next budget, and that the comprehensive survey would include economic conditions, including land and property holdings, of every person in Karnataka. 'The commission has been told to submit the report before October-end.'
He said that precautions should be taken to prevent any scope for complaints. 'Survey work should be transparent, and efforts should be made to ensure that no one is excluded.' The commission should start training and other preparatory work, he added.

Mr. Siddaramaiah said that the survey would be conducted using an app while the previous survey by the Kantharaj Commission was done manually.
'The previous survey had 54 questions for respondents. We will have more questions this time. A technical committee will be set up to finalise the questions. The survey should be scientific and transparent.'
He has directed the commission to have a high-power committee to monitor the survey work in Bengaluru where the previous survey lagged due to non-cooperation of people, and lack of manpower, among other reasons.
Backward Classes Minister Shivaraj Tangadagi, Commission Chairperson Madhusudan R. Naik and Chief Secretary Shalini Rajaneesh were among those present in the meeting.

K'taka: Urea, fertiliser prices rise after surge in demand, farming community in distress
The shortage of urea and other fertilisers in Karnataka has led traders to sell it at double the price, pushing the farming community in the state into distress. Farmers, who were hopeful of a good harvest following favourable rainfall and the early onset of the monsoon this year, are now distraught and staging protests. The situation has further escalated tensions between the Congress-led Karnataka government and the Centre. Chief Minister Siddaramaiah has written to Union Minister for Health and Family Welfare and Chemicals & Fertilisers, J.P. Nadda, urging him to expedite the supply of 1.65 lakh metric tonnes of urea fertiliser as per the state's allocation, in the interest of the farmers. Union Minister for Food, Public Distribution, and Consumer Affairs, Pralhad Joshi, strongly criticised Chief Minister Siddaramaiah, accusing him of misleading the people of Karnataka with false statements regarding fertiliser supply. The Department of Fertilisers (DoF) also issued a clarification, stating that it has ensured the timely and adequate availability of 8.73 lakh metric tonnes of urea to Karnataka against a pro-rata requirement of 6.30 lakh metric tonnes during the ongoing Kharif 2025 season. The state has recorded sales of 7.08 lakh metric tonnes during the same period - well above the pro-rata requirement. The DoF stated that it continues to closely monitor the situation and is coordinating with the state government to ensure Karnataka's farmers have timely access to urea throughout the Kharif season, the DoF stated. Despite this, thousands of farmers are lining up outside shops to procure urea fertiliser for sowing. Urea is a crucial agricultural input as it is the primary source of nitrogen, an essential nutrient for plant growth. It significantly boosts crop yields and improves produce quality by enhancing foliage, chlorophyll synthesis, and overall productivity. Urea is typically applied during sowing and as a top dressing during the crop's vegetative growth phase. Since sowing has already begun following good rainfall, farmers urgently need to apply urea to their fields. Without it, crops may suffer from stunted growth, yellowing of leaves, and significantly reduced yields. Long queues of farmers have been observed at fertiliser shops in hobli, taluk, and district headquarters across Karnataka, especially in the northern part of the state. Due to the shortage, shop owners are rationing the supply, limiting sales to just two 50-kilogram bags per farmer. While urea and other essential fertilisers are also sold at fair price shops, many of these outlets have already run out of stock. There are widespread allegations that private traders are exploiting the crisis by hoarding urea and selling it at inflated prices. Farmers have alleged that even as shopkeepers display 'no stock' boards, they are willing to supply unlimited quantities of urea if buyers are ready to pay Rs 500 per bag, while the actual price ranges between Rs 250 and Rs 300. In the Koppal district, farmers blocked roads in protest against the shortage, while in the Haveri district, they confronted officials over the two-bag limit. In some locations, angry farmers have prevented trucks from offloading urea into shops, demanding direct sales from the vehicles. There are also allegations that traders are hoarding fertiliser stocks to create artificial scarcity and drive up prices. Small and marginal farmers have been the worst affected. They cannot afford the exorbitant rates demanded by black marketeers, but at the same time, they cannot risk losing their crops. The current crisis has also revived memories of a tragic incident in 2008, when a 33-year-old man was killed in police firing during a protest over fertiliser shortages in Haveri district. The firing, meant to disperse the agitated mob, occurred shortly after former Chief Minister B.S. Yediyurappa took office. The incident shook the state government, especially as Yediyurappa had taken his oath in the name of farmers after leading the BJP to power for the first time in South India. Yediyurappa had then blamed the UPA government at the Centre for the fertiliser shortage.

‘Siddaramaiah's aide tried to assault me,' claims Shivakumar's officer
Amid the controversy involving a clash between special officers attached to Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar at Karnataka Bhavan in Delhi, a copy of the complaint submitted by the Deputy Chief Minister's officer alleging that the Chief Minister aide tried to assault him with boots has gone viral on social media. The complaint, dated July 22, was filed by H. Anjaneya, Special Officer to the Dy CM and Deputy Coordinator with the Resident Commissioner of Karnataka Bhavan in Delhi. In it, Anjaneya accuses C. Mohan Kumar, Assistant Resident Commissioner (Grade-2), of threatening him in front of staff members, claiming he would take off his boots and assault him. Mohan Kumar is also serving as the special officer to Siddaramaiah. In his complaint, Anjaneya stated: "Mohan Kumar has been obstructing me from performing my duties ever since I joined service. He told me that he would remove his boots and thrash me in his chamber. He even attempted to attack me outside his chamber in the presence of staff member Pramila and others. I am a Group B officer and currently serving as the Special Officer to the Dy CM. If anything happens to me - if I meet with an accident or face any harm - Mohan Kumar should be held responsible." He further alleged, "If his service records are examined, it will reveal that he had previously assaulted one M.M. Joshi. With the arrogance of being the Special Officer to the CM, he wants the administration to function according to his whims. Though I am a senior in service, during his tenure, he prevented me from working even as an in-charge accountant." Anjaneya has requested a departmental inquiry against Mohan Kumar, citing issues related to obstruction of duty, denial of promotions, the use of abusive language, and attempted assault. Shivakumar clashing at Karnataka Bhavan in Delhi has sparked a fresh debate over the leadership tussle within the Congress. The Karnataka BJP has stated that the ongoing slugfest between the CM and Dy CM has crossed all limits. Commenting on the development, Karnataka Leader of the Opposition R. Ashoka said on Saturday that Mallikarjun Kharge and Leader of the Opposition in the Lok Sabha Rahul Gandhi have completely lost control over Karnataka. 'The public slugfest between Siddaramaiah and Shivakumar has crossed every limit, from backroom politics to open threats in Karnataka Bhavan, Delhi,' he said. Ashoka further added, "If this is the state of governance, how can anyone trust the Congress-led government in Karnataka to run the state? This power struggle isn't just embarrassing, it's dangerous." "The Siddaramaiah and Shivakumar camps are tearing into each other, settling scores round after round, while the so-called high command sits helpless in Delhi, leaving Karnataka leaderless and adrift," Ashoka remarked. "Karnataka deserves better than this circus and anarchy," he concluded.

CBI probe demanded into Vaikunta Ekadasi stampede
Tirupati: Rejecting the Judicial Commission report on Tirupati Vaikunta Ekadasi stampede, the YSRCP demanded a CBI inquiry on the stampede which claimed 6 lives of devotees and leaving 15 injured, to unearth the truth, find out the reasons behind the stampede and those who were actually responsible for the tragedy. Speaking to mediapersons here on Friday, senior YSRCP leader and former TTD chairman Bhumana Karunakar Reddy dubbed the report as selective and spared higher officials and made lower rung officials as scapegoats. He pointed that the Commission in its report sought punishment for Gosala Director Harinath Reddy who was the in-charge for the Q line at Bairagipatteda ticket counter but spared another senior official, executive engineer Surya Prakash, who was also the in-charge of the counter from any punishment. Karunakar Reddy alleged that the report was as scripted by Chief Minister Nara Chandrababu Naidu and ignored those who were actually responsible including from TTD, revenue and police. He further said top officials including TTD chief vigilance and security officer (CVSO) and Tirupati district SP were responsible for the law and order while the police and TTD vigilance were actually responsible for Q lines maintenance and orderly movement of pilgrims at the token counters but none of them were indicted by the Commission revealing its selective nature and it was made as desired by CM Naidu. Reddy said the Commission report was only an eye wash and hurt the sentiments of the devotees while reiterating his demand for CBI inquiry to find out the circumstances that led to the stampede and ensure accountability.
