N.W.T. gov't rejects call to declare state of emergency in Norman Wells
The territorial government was responding to a motion MLAs passed in February, calling for a territorial state of emergency to be declared for humanitarian reasons, and to communicate that to the federal government.
Sahtu MLA Danny McNeely brought that motion forward, saying that rising food insecurity and heating costs, along with increasingly unreliable infrastructure for resupply, are making life and business in Norman Wells extremely difficult. Town councillors in Norman Wells had also declared a local state of emergency months earlier.
In a written response to the motion last week, first reported by Cabin Radio, the government says that declaring a state of emergency is warranted when special regulations are required to protect people's safety, health or welfare, or to limit damage to property or the environment.
It says that while critical, the situation facing Norman Wells residents doesn't meet the criteria for emergency. It also says that declaring a state of emergency wouldn't create access to additional federal or territorial funding.
The rising costs in Norman Wells are related to a failed summer resupply in recent years due to low water levels. The territory said in its response that that is part of a "larger climatic trend," and that the government is responding with both immediate relief and long-term planning for future such events.
In the short term, the territory points to its subsidy on fuel in Norman Wells, a $150,000 donation to the Norman Wells food bank and a $1.8-million emergency fund for businesses, Indigenous and community governments in the Sahtu and Beaufort Delta to offset transportation costs.
The response also mentions the territory's efforts to ensure a successful winter resupply, including widening the winter road. It also mentions a $500,000 federal project that will bring wood stoves to the Sahtu to lower reliance on heating fuel.
The territory said that it's continuing to advocate for federal funding to support N.W.T. communities, including continuing work on the Mackenzie Valley Highway to build a more resilient supply chain by connecting Wrigley to Norman Wells with an all-season road.

Paluckas, a newly established leader of the center-left Social Democrats, ascended to the role late last year after a three-party coalition formed following a parliamentary election in October in Lithuania. His entire Cabinet is also expected to resign, potentially leaving the Baltic country without an effective government weeks before Russia holds joint military exercises with neighboring Belarus. 'Seeing how the scandals are hindering the work of the government, I believe that I cannot allow our ruling coalition and the Cabinet to become hostages to these scandals,' Paluckas wrote in a letter to Social Democratic party members. 'Therefore, I have decided to take a quick and decisive decision. 'I never cling to any position in life — and so I am open to all scenarios and decisions.' President Gitanas Nausėda announced Paluckas' resignation to the media on Thursday morning. Lithuanian foreign policy is unlikely to change as a result of the government shake-up. Nausėda, who was elected separately, is the country's face on the world stage and has been one of the most stalwart supporters of Ukraine's fight against invading Russian forces. Paluckas has recently been dogged by media investigations into his business and financial dealings. Several media outlets published investigations in July regarding Paluckas' past and present ventures and alleged mishandlings, including ones more than a decade ago. Anti-corruption and law enforcement agencies in the country subsequently launched their own inquiries. In a devastating blow to his reputation, the media also revealed that Paluckas never paid a significant part of a 16,500-euro (around $19,000) fine in connection with a 2012 criminal case dubbed the 'rat poison scandal.' Paluckas was convicted of mishandling the bidding process for Vilnius' rat extermination services while serving as the capital city's municipality administration director. In 2012, judges at Lithuania's top court ruled that he abused his official position by illegally granting privileges to the company that offered the highest price in the bid. He was also sentenced to two years behind bars, but the sentence was suspended for one year and he ultimately was never imprisoned. The Social Democratic party leader denied any wrongdoing regarding his business affairs, labeling the criticism as part of a 'coordinated attack' by political opponents. In those years, he participated in a spending review that was initiated under the government of then-premier Rachel Notley and continued under Jason Kenney. During that three-year review, Alberta's government reduced the budget of its communications department by 18 per cent. That experience has led him to suggest being as transparent as possible about whether public servants will be laid off early on in Prime Minister Mark Carney's coming spending review. Hogan wrote his own 10-step guide on 'How to shrink a government department,' which he published less than two weeks after Finance Minister François-Philippe Champagne sent letters to ministers asking them to find savings of 15 per cent from their departments over three years. Ministers have until the end of the summer to propose where they'll cut. Hogan said he is optimistic about the review and that it's not a given there will be mass layoffs during the exercise. However, he also urged for there to be a surgical plan, rather than flat across the board 15 per cent cuts. 'That's going to be really dependent on the specifics of the department,' he said about avoiding layoffs. During his time leading belt-tightening initiatives in the Alberta government, Hogan said spending reductions in his department were largely managed through attrition. Hogan said the first lesson in his guide was key: have a plan. 'We knew exactly where we needed to maintain staffing, where we needed to gradually clean it up… where we needed to redeploy people,' he said. Still, Hogan said he does not want to over-generalize the parallels between the Alberta government and federal departments, and he said the three-year spending review will have a long runway with 'three budgets, 12 quarters, (and) an awful lot of opportunity.' Hogan said he thinks the government could make 'micro-adjustments' with a plan that could be adjusted over time, adding that a 'strategy is not a straitjacket.' In the Alberta government, Hogan said the communications departments had been constantly staffed as if they were working at the annual peak for the department, which usually comes around wildfire season.
