South Korea drafts second extra budget as new leader seeks to spur growth
SEOUL : South Korea's new administration proposed today US$14.7 billion in extra government spending to support sluggish domestic demand, as President Lee Jae-myung makes economic recovery his top policy agenda.
The supplementary budget plan totalling ₩30.5 trillion announced by the finance ministry includes ₩20.2 trillion (US$14.7 billion) of new spending to spur economic growth and support vulnerable sectors, while it will also make up for ₩10.3 trillion from an expected shortfall in tax revenue.
The second extra budget of the year comes two weeks after Lee, who has vowed expansionary fiscal policy, won a snap presidential election on June 3 and less than two months since the first supplementary budget of 13.8 trillion passed in May.
'Economic conditions and difficulties in people's livelihoods are very serious, and this extra budget means government finances will play a little more active role,' vice finance minister Lim Ki-keun told a media briefing.
South Korea's central bank last month slashed its economic growth forecast for this year to 0.8% from 1.5%, citing heightened uncertainty over US tariffs, as it lowered interest rates for a fourth time in its current easing cycle and signaled more rate cuts.
Asia's fourth-largest economy unexpectedly contracted in the first quarter amid US President Donald Trump's sweeping tariffs and domestic political turmoil sparked by former President Yoon Suk Yeol's martial law decree in December.
The biggest spending will be Lee's flagship policy of a universal cash handout scheme for consumers, providing ₩150,000-500,000 in vouchers to every citizen and totalling ₩10.3 trillion.
Lee was one of the first to introduce a cash handout scheme in South Korea when he was mayor of Seongnam City, which was adopted nationwide several times during the COVID-19 pandemic under the previous liberal administration of Moon Jae-in, even as critics questioned the effectiveness of the policy.
Other spending plans include financial support for the construction sector, investment in artificial intelligence as well as small and medium-sized enterprises, and debt restructuring programmes for small businesses.
Out of the combined total of ₩30.5 trillion, ₩19.8 trillion will be financed by issuing additional treasury bonds, according to the finance ministry.
The second extra budget will raise the country's fiscal deficit to 4.2% of gross domestic product (GDP) this year, up from the previous estimate of 3.3% after the first extra budget, and government debt to 49.0% of GDP, from 48.4%.
The government will submit the proposal to parliament, controlled by the left-leaning ruling Democratic Party, on June 23.

Sri Lankan parliament sacks disgraced police chief

(EPA Images pic) COLOMBO : Sri Lanka's parliament voted overwhelmingly today to dismiss police chief Deshabandu Tennakoon for misconduct and criminal behaviour, making him the island's first inspector-general to be impeached. Tennakoon, 54, was removed less than two years after his controversial appointment, with a disciplinary committee finding him unfit to lead its 85,000-strong law enforcement body. Tennakoon was appointed in November 2023 by then-president Ranil Wickremesinghe, despite the Supreme Court having previously ruled that he had tortured a suspect in custody by rubbing menthol balm on his genitals. Public security minister Ananda Wijepala told parliament today that Tennakoon should never have been put in the top job, given that he faced 40 court cases for abuse of power. 'He is the most disgraced police chief in the history of our country,' Wijepala said. Parliament backed a resolution by speaker Jagath Wickramaratne to impeach Tennakoon, following a disciplinary hearing led by a Supreme Court judge and two others. 'I am pleased to inform that the motion to impeach Deshabandu Tennakoon has been approved with 177 votes in favour, and none against,' Wickramaratne said. Members of the main opposition SJB party also voted to remove the police chief. Shortly after his appointment to head the force, Tennakoon was accused of authorising a botched raid in December 2023 that led to a gun battle between rival police units in the coastal resort town of Weligama, resulting in the death of an officer. A disciplinary inquiry found that Tennakoon had 'spearheaded the questionable, illegal act of shooting'. The Supreme Court suspended him in July 2024 pending the outcome of a separate case. In March, the state prosecutor told a court that Tennakoon was operating a paramilitary hit squad to carry out illegal activities and was unfit to serve, even at the lowest rank in the police force. Opposition leader Sajith Premadasa said his party had objected to Tennakoon's appointment from the outset, and today's vote vindicated their position. There has been no response from Tennakoon since the impeachment process was initiated last month.

(File pic) KUALA LUMPUR : Hartalega Holdings Bhd's wholly-owned subsidiary, Hartalega NGC Sdn Bhd, has received a notice of additional assessment amounting to RM101.36 million from the Inland Revenue Board (LHDN) for the assessment years 2017 to 2022. In a filing with Bursa Malaysia, Hartalega said the notice received on Aug 4 involved additional tax assessments of RM13.92 million for 2017, RM36.35 million for 2018, RM10,695 for 2019, RM32.89 million for 2020, RM18.10 million for 2021 and RM90,625 for 2022. 'The company is currently seeking legal advice and evaluating its legal options, which may include initiating a formal appeal to the LHDN,' Hartalega said. It added that further announcements would be made as and when there are material developments.
