Gatchalian seeks probe on BI's alleged mishandling of POGO-related deportations

Senator Sherwin Gatchalian is seeking an inquiry into alleged corruption and misconduct in the handling of POGO deportations by the Bureau of Immigration (BI).
In a statement on Saturday, Gatchalian said he filed Senate Resolution 1381 to probe the agency's leadership amid allegations of corruption and misconduct raised by some concerned BI employees.
'The improper implementation of the country's anti-POGO policy concerning the detention and deportation of foreign nationals involved in POGOs may create loopholes in our anti-POGO framework and allow nefarious POGO actors to continue their operations,' Gatchalian said.
The senator said that the improper deportation of POGO-related foreign nationals may allow them to escape liability.
GMA News Online reached out to BI for comment. The story will be updated once a response has been received.
Earlier this month, unnamed BI employees sent a letter to the President, accusing the agency's top official of overstepping authority by expediting bail for foreign nationals tied to POGOs, including influential POGO figures, according to the lawmaker.
The BI employees also claimed that a new scheme has emerged involving the auctioning of permanent quota visas to the highest bidder.
'Kailangan nating ituwid ang katiwalian sa ahensyang inaasahang nagpapatupad ng batas at punan ang pagkukulang sa ating mga regulasyon,' Gatchalian said.

In a 67-page quo warranto decision, Judge Liwliwa S. Hidalgo-Bucu of the Manila RTC Branch 34 stated that Guo Hua Ping and Alice Guo are one and the same person. During a Senate inquiry, Senator Risa Hontiveros revealed that the National Bureau of Investigation found that Guo Hua Ping and Alice Guo have the same fingerprints, but their relation with one another was denied by the dismissed Bamban mayor's legal counsel. Respondent Guo Hua Ping is undoubtedly a Chinese citizen, born to Chinese parents, namely Guo Jian Zhong and Lin Wenyi. She and her parents are holders of Chinese passports,' the decision read. It further explained that Guo's Philippine passport is not considered a 'conclusive proof of citizenship,' just like her birth certificate. 'The Certificate of Live Birth of Alice Leal Guo contains dubious entries, which are not supported by concrete and credible evidence,' the decision read. Guo's arrest came after she faced several accusations, including having a fake identity, being a Chinese spy and being involved in a Philippine Offshore Gaming Operator (POGO) syndicate. She claimed she was a Filipino citizen and denied her involvement in illegal POGO operations. With the court's decision on Guo's citizenship, it not only concluded that she is disqualified to hold the position as Bamban mayor but is also prevented from running for the said position in the first place. 'Guo is nothing more but a usurper of the Office of the Mayor of Bamban, Tarlac. The fact that she won the election and has already assumed office is of no moment as it did not cure her disqualification of lack of Philippine citizenship,' the decision read. 'Her disqualification was already existing at the time of the filing of her Certificate of Candidacy. It follows, therefore, that her proclamation was deemed void,' it added. File photo A Chinese national allegedly pretending to be a Filipino was arrested by intelligence agents of the Bureau of Immigration (BI). The BI said it arrested Wu Zhishi, 45, in Daet, Camarines Norte on June 25, the BI said in a press release. The arrest was done in coordination with government intelligence operatives, the Armed Forces of the Philippines, and the Presidential Anti Organized Crime Commission (PAOCC), it added. Agents pretended to be customers in Wu's business prior to the arrest. Wu allegedly uses illegally acquired government-issued documents and claims to be a Filipino in various transactions. During the arrest, Wu presented an expired retiree's visa card and denied he assumed a fake Philippine identity. However, the BI said he reportedly used Philippine identification cards in securing a license to own and possess a firearm. Wu was transferred to the custody of the PAOCC. However, "[h]is legal custody remains with the BI as he undergoes deportation proceedings for violation of Philippine immigration laws," the BI said. BI Commissioner Joel Anthony Viado called on government agencies to tighten measures to ensure that only Filipinos get to secure Philippine IDs. 'We have raised this concern before and we are raising it again...
