
Tax law: NA body says govt has bypassed Parliament
The National Assembly Standing Committee on Finance discussed the situation arising from the Promulgation of Ordinance No IV/2025 with particular reference to concerns of stakeholders and trade bodies.
Chairman of the committee MNA Syed Naveed Qamar expressed serious concern that it is abuse of power to promulgate an ordinance for recovery from taxpayers without giving them right of appeal. FBR Chairman Rashid Mahmood responded that there is no abuse of power through promulgation of this ordinance. The ordinance has been cleared from the federal cabinet as well as the president of Pakistan.

The chairman of the committee directed the Law and Justice Division to immediately table the ordinance before the parliament for urgent action on this legislation.
'The government has urgency to promulgate the ordinance instead of making it part of the Finance Bill (2025-26). We have also same urgency to review the ordinance,' he added.
The representative from the Ministry of Law and Justice informed the committee that the ordinance would be presented as a bill in the current National Assembly session, which would subsequently, be referred to the committee for consideration and report.
The committee chairman questioned, what was the urgency to take these recovery measures through ordinance. The representative of the Law Division stated that there was an urgency but he failed to explain the urgency of the government.
The committee deliberated on the urgency and rationale behind the ordinance while expressing concerns over its potential impact on various sectors across the country. Members emphasised that amendments to the law must be carefully evaluated to avoid unintended consequences on other categories.
Naveed Qamar stated that the FBR has no answer to convince the committee about the urgency for promulgating this ordinance.
'We are waiting for the Ordinance to come to us in the form of a bill and we will question and securitise this ordinance,' Qamar said.
The FBR chairman requested the committee that the ordinance is promulgated for a limited time period and the committee should give them 1-2 months to see the operations of the ordinance.
The amendments in tax laws could have been passed through Finance Bill (2025-26), but you have shown urgency, the chairman committee responded.
MNA Mirza Ikhtiar Baig stated that the Ordinance is totally contradictory to the FBR's commitment of business friendly environment. The trade bodies including Federation of Pakistan Chambers of Commerce and Industry (FPCCI) has strongly agitated against the said ordinance.
The committee members also raised question about the repercussions of the Tax Laws (Amendment) Ordinance, 2025 on judiciary.
At one stage, the FBR chairman stated that it is the prerogative of the legislator to reject this legislation.
The FBR chairman explained that the FBR only wants to implement the orders of the High Courts. This ordinance introduces only three carefully scoped amendments, addressing urgent legal, administrative, and enforcement gaps in the tax system.
Although the courts are now resolving cases promptly, a procedural lacuna in the law previously allowed taxpayers a 30-day delay in making payments on confirmed demands—even when the matter had been conclusively decided by the apex courts. As a result, billions in confirmed revenue remained unrealised despite clear court verdicts. The amendment through Sections 138(3A) and 140(6A) seeks to curtail this delay and allow for swift implementation of final judgments issued by the Supreme Court and High Courts, the FBR chairman added.

PM Shehbaz lauds FBR reforms as tax filers jump to 7.2mn
The number of income tax return filers in Pakistan has crossed 7.2 million by June 30, 2025, up from 4.5 million in the previous year — a significant increase of 60% attributed to the Federal Board of Revenue's (FBR) ongoing reforms and digitisation efforts. The development came to light during a review meeting on ongoing FBR reforms held under the chairmanship of Prime Minister Shehbaz Sharif on Wednesday, read a statement released by the Prime Minister's Office (PMO). During the meeting, it was shared that enforcement actions and other reforms by FBR have resulted in a historic 1.5% increase in the tax-to-GDP ratio in 2025 compared to 2024. It was reported that due to the faceless customs clearance system, the clearance time will be reduced from 52 hours to 12 hours within the next three months. PM calls for third-party validation of FBR reforms In the retail sector, tax collection on income increased by Rs455 billion by June 30, 2025, compared to 2024. This rise was attributed to the implementation of Point-of-Sale (POS) integration, alignment of retailer systems with FBR, and enforcement efforts. It was told that a specialised system has been introduced to allow for appeals within the faceless system, ensuring timely case resolutions through video links. Due to these measures, the weighted average tariff on imports has decreased by 2.16%, reducing raw material costs for industries and supporting the manufacturing sector, read the statement. It was learnt that international experts' recommendations will also be incorporated into tax reforms and the digitisation of various economic sectors. The meeting was also presented with additional proposals for FBR reforms. PM Shehbaz appreciated the efforts of FBR officials and staff involved in the reform process and directed that actionable targets with timelines be finalised and presented next week. The prime minister stated that while achieving targets is a positive sign, further effort is needed. He emphasised that FBR's digitisation has supported goal achievement, and steps must now be taken to make it a sustainable, permanent system. PM Shehbaz orders crackdown on tax evasion, under-invoicing PM Shehbaz instructed that additional enforcement measures be introduced to curb the informal economy. He also directed that a comprehensive roadmap be developed for the restructuring of FBR's Digital Wing, with a timeline established for achieving set objectives. The prime minister stressed that all stakeholders must be consulted and their input incorporated into the reform process. He also directed that the facilitation of businesses, traders, and taxpayers should be prioritised in implementing FBR reforms.

Strong start at PSX amid COAS assurance, KSE-100 up nearly 700 points
Positive sentiments prevailed at the Pakistan Stock Exchange (PSX) on Wednesday, as assurance from Field Marshal Asim Munir to the business community boosted investor confidence, with the benchmark KSE-100 Index gaining nearly 700 points during the opening minutes of trading. At 9:35am, the benchmark index was hovering at 140,082.55 level, an increase of 662.94 points or 0.48%. Buying was observed in key sectors including automobile assemblers, commercial banks, oil and gas exploration companies, OMCs, power generation and refinery. Index-heavy stocks including HUBCO, NRL, MARI, OGDC, PPL, POL, SNGPL and SSGC traded in the green. On Tuesday, PSX surged as investor sentiment strengthened. Confidence rose after a meeting between business leaders and Field Marshal Asim Munir coupled with the government's Senate majority win further eased political uncertainty. The benchmark KSE-100 Index surged by 1,202 points or 0.87% to close at 139,419.62 points. In a key development, Field Marshal Syed Asim Munir on Tuesday assured the country's business community of his full support for the economic growth of the country, according to a FPCCI statement on Tuesday. Trump late on Tuesday said a trade deal with Tokyo will include Japan paying a lower 15% tariff on shipments to the US. It followed an agreement with the Philippines that will see the US collect a 19% tariff rate on imports from there. Japan's Nikkei jumped 2.6% on Wednesday as shares of automakers surged on news that the deal lowers the auto tariff to 15%, from a proposed 25%. Mazda Motor rallied 17% while Toyota Motor jumped 11%. EUROSTOXX 50 futures rose 0.8%, while Wall Street futures were up about 0.1%. In another positive development, US and Chinese officials will meet in Stockholm next week to discuss an extension to the August 12 deadline for negotiating a trade deal, Treasury Secretary Scott Bessent said. Industry awaits SRO on 18% cotton import tax
Listen to article The Pakistan Business Forum (PBF) has called on the Federal Board of Revenue (FBR) to immediately issue a Statutory Regulatory Order (SRO) for imposing 18% general sales tax (GST) on imported cotton, as outlined in the Finance Bill 2025. In a statement, the PBF emphasised that despite clear announcement in the federal budget to tax the imported cotton, its implementation was pending due to the absence of the required SRO. "More than three weeks have passed since approval of the budget, yet the delay continues without any justifiable reason." According to the PBF, credible reports indicate that certain influential interest groups are obstructing the issuance of the SRO. "The government must ensure transparency and move forward in the interest of local cotton growers and the economy," said PBF Chief Organiser Ahmad Jawad. The forum cautioned that cotton imports had exceeded domestic production for the first time in Pakistan's history – a development that poses serious risks to sustainability of textile and agriculture sectors. "The FBR must act urgently, keeping in view the seriousness of the issue and release the SRO without further delay," it said. The forum disclosed that importers had already entered into agreements for 7.5 million bales of cotton from international markets. "After much effort, local cotton farmers finally achieved a level playing field through legislation. The time has come to translate that into action," Jawad said. To reclaim Pakistan's status as a leading cotton-producing nation, he underlined the need for federal and provincial governments to launch a nationwide cotton revival programme. He recommended that the import of raw material, especially those impacting domestic industries, should be entirely excluded from the Export Facilitation Scheme. The forum also expressed concern over the current state of cotton crops. According to the latest figures, Sindh's performance remains particularly troubling, with reported supply of only 152,650 bales so far this year, compared to 327,666 bales in the same period of last year – a decline of 53%. In contrast, Punjab has shown relatively better results, with supply of 145,101 bales, reflecting a 27% rise over last year. Notable growth has been observed in several districts, including Khanewal (28,825 bales), Vehari (33,950 bales), Dera Ghazi Khan (19,397 bales) and Rajanpur (9,200 bales) – all recording improved yields.
