Woman who was offered sex-for-rent arrangements hopes new legislation will bring justice
Under the General Scheme of Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025 brought to the Cabinet by minister for justice Jim O'Callaghan, it will be an offence to offer accommodation in exchange for sex, and to advertise accommodation in exchange for sex. A fine of up to €5,000 will be the penalty for those convicted.
The legislation will cover rental arrangements between landlords and tenants, as well as 'rent-a-room' situations. The move has been welcomed by an Italian woman who previously told the Irish Examiner that trying to find a place to rent in Dublin was like 'falling into a dangerous hell.'
In one incident, the prospective landlord told her he wanted photos of her and her future housemates before giving them an appointment to view the property. He also said he only wanted females to move in and was 'looking for fun to cover rent'.
Another advertiser told her he wanted someone who would share a bed with him in a property he was hoping to secure, because he wanted to halve the rent for the room. When she refused the offer, he texted her to ask if she would like to be his girlfriend.
The third advertiser replied to her query telling her that a room and himself 'came together' for €200 per month.
The woman, who does not want to be named, said: 'I hope all the expats coming to Dublin won't go again through the nightmare that me and other girls went through, being able to feel safe and comfortable to find a house in the country they will be working. And I really hope that people taking advantage of this situation will be sanctioned in the right way, finally having justice.'
Last year, a report published by the National Women's Council called for legislation to tackle the issue as an offence outside of prostitution laws, as such an approach had earlier been mooted.
Ivanna Youtchak, who is the council's violence against women co-ordinator, said: 'Sex-for-rent exploitation forces vulnerable women in precarious housing situations to choose between sexual exploitation and homelessness. The impact that this has on women cannot be overstated, making the very place they should feel safest – their home – a place of sexual exploitation.
"In line with the commitments in the 2025 Programme for Government, clear steps to end the exploitation of women affected by sex-for-rent exploitation are crucial.'
She said the council also wants to see an extension of legal tenancy protections to all renters, including licensees under the Residential Tenancy Act.
She added: 'Ultimately, we will only end this sexual exploitation by successfully tackling the housing crisis and ensuring safe, quality housing and accommodation is available for everyone who needs it.'
Labour senator Laura Harmon brought a bill before the Seanad last month to also outlaw sex for rent. She said she met with Mr O'Callaghan on Tuesday to discuss the new legislation.
She said: 'The government's support to act on this is welcome and is a result of the robust discussion we had on my bill last month and pressure from civil society organisations. I will continue to work with the minister on this and I will work cross-party to get legislation passed.''

Michael Flatley says he's 'seriously considering' run for Irish president
Lord of the Dance and Riverdance star Michael Flatley has confirmed he is 'seriously considering' running for the Áras. As first reported by the Irish Examiner, informed sources indicated that the businessman is prepared to enter the presidential race and is seriously considering a run. On Saturday, Mr Flatley said: 'Everywhere I walk down the street, people stop and ask me" about running for president. 'I take it seriously,' he added. The dancer said he now has a 'team of advisers' guiding him on the matter. When asked about his intentions on RTÉ's Brendan O'Connor Show, Mr Flatley said his final decision would depend on whether he believed he could benefit the Irish people. He said that, at present, he believes the Irish people don't have a voice, and that if he thought he could be that voice, he would seriously consider running. 'Somebody has to speak for the Irish people, I'm not sure we need another politician.' While he noted that no political party has contacted him, he added: 'I have been approached by some very weighted individuals — people in the know.' Talks continue to convince US officials to renew support for Lebanese peacekeeping mission
BACKROOM TALKS ARE continuing between Irish officials and their United Nations and European counterparts to find a way to convince the US to renew their support for the Lebanon peacekeeping mission. The Tánaiste Simon Harris held talks today with UN and European counterparts in a bid to secure the renewal of the UNIFIL mandate in Southern Lebanon. The United Nations Security Council is set to vote on whether to continue the mandate for the mission in August. Harris met with Italian and Lebanese officials today having discussed the issue with the new US ambassador in Dublin, Edward Walsh. The Irish efforts in recent days are focused on the Italian Foreign Minister, Antonio Tajani as an Italian military leadership team is now the leaders on the UNIFIL mission. As revealed by The Journal there were concerns among participating countries that American diplomats would use their veto to block the renewal of the United Nations Interim Force in Lebanon (UNIFIL) Mission in august. US real estate mogul Tom Barrack, a close confidante of Donald Trump, was in Lebanon and Israel recently to carry out an assessment of the mission. A diplomatic source said that there is 'uncertainty' about how the US will ultimately vote given how unpredictable the Trump Regime is but recent assessments among Irish officials are that there is 'cautious optimism' that the talks will be successful. It is understood Harris also met with United Nations Peacekeeping Chief, Jean-Pierre LaCroix. Advertisement Harris also had a phone call with the Lebanese Foreign Minister to discuss Youssef Rajji. 'This afternoon's calls were an important opportunity to express Ireland's strong commitment to UNIFIL and share perspectives on the upcoming renewal of its mandate. 'Since 1978, participation in UNIFIL has been a key demonstration of Ireland's commitment to international peacekeeping. I remain exceptionally proud of the Defence Forces members serving in UNIFIL and the contribution they make every day. 'It is clear to me, including through my visit in March this year, that UNIFIL continues to play a vital role in ensuring stability and security. 'Ireland remains committed to supporting peace and stability in Lebanon including through the implementation of UN Security Council Resolution 1701 and the renewal of UNIFIL's mandate in the coming weeks,' he said. Officials are to hold further engagement with their French colleagues next week while Harris will hold further talks with the French Foreign Minister John-Noel Barrot next week. Last week Poland, which is stationed with 340 Irish troops in South Lebanon as part of IRISPOLBATT also backed the extension in a statement. Earlier this week the Government discussed the renewal negotiations at Cabinet. In today's discussions with the Lebanese Government Harris again raised the killing of Private Seán Rooney in Lebanon in December 2022.
