Texas Set To Roll Out Country's Biggest School Choice Initiative

Yahoo11-06-2025
(Texas Scorecard) – After decades of campaigning by education reform advocates, Texas is set to enact the nation's largest education savings account program, opening new options for up to 100,000 students. The state will spend the next year preparing for the program's 2026-2027 launch.
Gov. Greg Abbott signed Senate Bill 2, which creates the ESA program, into law on May 3.
An ESA allots funds to parents for use toward a range of educational expenses, including private school tuition, tutoring, and online learning.
The program, which has been allocated $1 billion by the Legislature, will support up to 100,000 students, making it the largest launch of a universal school choice program in the nation, according to the governor.
Most students will receive $10,000. However, special needs students will receive $11,500, and homeschool students are eligible for $2,000.
The ESA program will be managed by the Texas comptroller.
The comptroller will maintain a list of pre-approved vendors and educational providers, but participating families will also be able to request approval for other vendors and educational providers to suit their needs.
A specific provision in the legislation dictates that no rule or action may prohibit or restrict religious or institutional values when distributing funds. In addition, it prevents limitations on participating parents when 'determining the methods or curriculum to educate students.'
If the program is not maxed out the first year, a weighted lottery will determine who is next in line to receive funding.
Once the program is rolled out, students will be considered in the following order:
Siblings of currently participating students
All other students
Former students who have previously been enrolled in the program but have since stopped for a period of time
The program further prioritizes students based on household income and disability status:
Households 500 percent below the federal poverty line whose participating child has a disability
Households 200 percent below the poverty line, which are expected to be the largest qualifying group
Households 200 percent above the poverty line
Households 500 percent above the poverty line
No more than 20 percent of the funding will go towards the latter priority group, though it's unlikely to reach that amount.
The comptroller's office will provide further details on the application process in 2026.
In addition to school choice, lawmakers also passed House Bill 2, which covers public school finance. The total K-12 education funding for the 2026–2027 biennium is about $80 billion out of a $338 billion state budget. HB 2 increases the basic allotment per student from $6,160 to $6,215, which districts can use to meet a variety of needs, while the rest of the funding is earmarked to expand teacher incentives and create more grant funding.
However, additional oversight of public education was also a priority of lawmakers. Senate Bill 12 increases parental control and oversight in K-12 education, limits DEI-related activities, and enhances transparency and accountability in Texas schools. It also bans instruction or programming regarding gender identity and sexual orientation.

Inside a Minnesota Amazon warehouse, new state law puts spotlight on worker safety

SHAKOPEE, Minnesota - About 20 workers at the Amazon fulfillment center in this suburb southwest of Minneapolis gathered around a supervisor early one morning before starting another shift. Yelling above all the commotion of a 855,000-square-foot facility, the manager told workers they were in for another busy day before he launched the group into a stretching routine for fingers, wrists, necks, torsos and legs. This site can churn out a million or more packages a day during peak seasons. But the workload can also churn out injured workers - around 200 a year, according to federal data. Repetitive tasks such as lifting, reaching or bending, done for hours at a time, five days a week, can lead to musculoskeletal injuries that can force employees to miss work. The Shakopee facility's safety record has drawn scrutiny for years. It helped inspire new statewide safety regulations that took effect in late 2023. Yet more than a year later, some workers still assert that Amazon is not doing enough to keep them safe. And while federal data shows that the most serious injuries among workers are on the decline at the facility, overall injuries still increased last year. "All they want is just fair work, a safe place for them to work," said Deqa Essa, the executive director of the Awood Center, a nonprofit that assists East African immigrant workers, many of whom work for Amazon. Amazon's Shakopee fulfillment center opened in 2016. Not long after, it began to take heat for its working conditions. A 2021 study by the National Employment Law Project found that from 2018 to 2020, the facility had an injury rate of 11.1 cases per 100 full-time-equivalent workers. That's more than double the rate at non-Amazon warehouses in Minnesota and more than four times the average rate for all private industries in the state. The facility, which now employs 2,500 people, became the site of worker protests, drawing the attention of state lawmakers. In 2022, with Amazon in mind, the Legislature passed safety requirements meant to eliminate excessive productivity quotas and slow the pace of work at warehouses with 250 workers or more at one site, or for companies with 1,000 workers across multiple warehouses. If an employer records an injury or illness rate at least 30% higher than national averages, the state is supposed to open an investigation and the employer must hold safety committee meetings monthly until the rate drops below 30%. The law went into effect in late 2023. In 2024, Minnesota also implemented new safety standards to reduce the risk of musculoskeletal injuries for warehouses and other facilities with more than 100 employees. The state has since levied fines against 15 warehouses as of February, ranging from $4,300 to as much as $32,500, according to records from the state Department of Labor and Industry. The violations commonly involve required safety programs designed to avoid musculoskeletal injuries - a lack of implementation, training or reference to them in written materials for workers. Amazon's Shakopee facility is among the 15 warehouses. Although its fine of $10,500 ranks in the bottom third compared to the others, it is the only enforcement action the state has publicized so far. The state fined Amazon, alleging that it did not protect employees from ergonomic hazards and that it used a quota system without giving a written copy of it to workers before they were expected to meet it. Amazon is appealing the fines. Spokesperson Kelly Nantel said the company had already implemented many of the safety precautions required by the law, and denied that workers are judged on a fixed quota system. But some workers at Amazon said they felt the company still has not done enough to support them. About a half-dozen workers met with the Minnesota Star Tribune at the Awood Center, which helps with policy advocacy, workers' rights education and leadership development for immigrant workers. Workers interviewed requested anonymity out of fear of retaliation at work. They said the speed of the job and the likelihood of injuries at Amazon are the same if not worse than before Minnesota passed its new safety regulations. "I still feel pain. But still, I need my job," said one woman who continued to have pain in her shoulder after she reportedly hurt herself at work. She still can't lift heavy things above her head and suffers from migraines that she believes are related to her injury. Amazon has made some progress safety-wise at the facility. According to data from the federal Occupational Safety and Health Administration, the rate of injury cases in which an employee missed time from work dropped 54% from 2020 through 2024. Nantel said the progress on severe injuries is the result of more than $2 billion in company-wide safety investments since 2019, rather than any new regulations in Minnesota. "Those are the things that have made a big difference," she said. Workers have also complained to the Awood Center that supervisors penalize them for the time it takes to use the bathroom or pray, in violation of the new law. The issue, workers said, is that walks to the bathroom or prayer room in the massive facility can take several minutes. Nantel acknowledged that in general there can be Amazon supervisors who act outside of policy regarding work breaks but said that they are held accountable. She dismissed it as a widespread issue, calling it an "easy accusation" that is not based in fact. But Essa insisted Amazon still has room for improvement. Of the 20 Amazon workers the organization is in touch with, she said, almost all of them report pain in their shoulders, neck or elsewhere. "I think to comply [with the new law], it takes time," Essa said. "That's why we exist. You have to continue pushing for Amazon to do the right thing." ImmunoPrecise Validates LENSai Epitope Mapping Platform Across Broad Range of Unseen Therapeutic Targets Beyond Training Data

New benchmark confirms LENSai's ability to accurately predict binding on 17 previously unseen antibody-antigen complexes, achieving near-crystallography precision without prior training data. AUSTIN, Texas, July 03, 2025--(BUSINESS WIRE)--ImmunoPrecise Antibodies Ltd. (NASDAQ: IPA) ("IPA" or the "Company"), an AI-powered biotherapeutics company, today announced a new validation study supporting the generalizability of its proprietary epitope mapping platform, LENSai, powered by IPA's patented HYFT® technology. The newly released benchmark shows that the platform consistently delivers high predictive performance, even on complexes not used during training. "It's generally assumed that AI can only make accurate predictions if it has seen similar data before," said Dr. Jennifer Bath, CEO of ImmunoPrecise. "But this benchmark proves otherwise: LENSai accurately mapped antibody binding sites on entirely new antibody - protein complexes-none of which were used in training. Not the antibodies. Not the targets. Not the complexes. And the predictions aligned with wet-lab results. This is a major breakthrough in generalizing AI for therapeutic discovery, made possible by our proprietary technology, which captures functional meaning instead of memorizing shapes. It shows that AI doesn't always need massive data to be powerful and accurate - it just needs the right kind." LENSai Epitope Mapping uses artificial intelligence to pinpoint where antibodies are most likely to attach to disease-related proteins - helping scientists design better treatments faster. Unlike traditional methods that take months and require lab work, LENSai delivers results in hours - using just the digital sequences - cutting timelines, eliminating the need to produce expensive materials, reducing guesswork, and unlocking faster paths to new treatments. In a new benchmark study, LENSai was tested on 30 antibody-protein pairs, 17 of which the platform had never seen before. Despite having no prior exposure to these molecules, LENSai achieved prediction scores nearly identical to those from its original training data. This score, known as AUC (Area Under the Curve), is a widely accepted measure of accuracy in computational biology. The consistent performance on entirely new, unseen complexes confirms that LENSai's artificial intelligence can reliably analyze and predict antibody binding - even for molecules outside its training set. This breakthrough demonstrates LENSai's power to generalize across diverse biological structures, making it a valuable tool for accelerating real-world drug discovery. Why This Benchmark Matters In the new study, LENSai delivered high accuracy results on 17 antibody-protein complexes the platform had never seen before as it did on familiar training examples - proving true generalization, not memorization. Because no new wet-lab work or x-ray structures were required, researchers gain speed, reproducibility, and major cost savings, while freeing scarce lab resources for confirmatory or downstream assays. What It Means for Partners and Investors With LENSai already embedded in collaborations across big pharma and biotech, ImmunoPrecise is scaling access through secure APIs and custom partnerships. The platform helps researchers compress discovery timelines, reduce risk, and unlock previously unreachable targets - positioning the company and its investors at the forefront of AI-driven antibody therapeutics. For more technical detail and full benchmark results, explore two complementary case studies that illustrate the power and flexibility of LENSai Epitope Mapping. The first highlights performance on a "seen" target, where the system was trained on related data. The second - featured in this press release - demonstrates LENSai's breakthrough ability to accurately map binding sites on a completely "unseen" target, with no prior exposure to the antibody, the antigen, or their structure. New Case Study: LENSai Epitope Mapping on an "Unseen" Target [link] Previous Case Study: Head-to-Head Benchmark on a "Seen" Target [link] These examples underscore how LENSai performs both in well-characterized systems and in novel, previously untrained scenarios—validating its generalizability and real-world readiness.
