Saudi Arabia opens charter airline license bidding to expand aviation sector

JEDDAH: Saudi Arabia has launched a public tender for a national charter air carrier license, inviting private operators to offer non-scheduled services as part of its push to expand the aviation sector.
The General Authority of Civil Aviation said interested investors must request the tender documents via email. The bidding window opened April 13 and runs through May 21, with offers to be submitted both physically in sealed envelopes and electronically in encrypted form. Bids will be opened on May 22 in Riyadh.
The move supports the Kingdom's National Aviation Strategy, which targets facilitating 330 million passengers annually and connecting to over 250 international destinations by 2030.
In an official release, GACA said that the initiative is designed 'to enhance the quality of services provided to travelers, raise the level of competitiveness.'
The development follows a February policy shift that lifted cabotage restrictions, allowing foreign charter operators to apply for domestic routes under Saudi regulations beginning May 1.
Cabotage restrictions are regulations that prohibit foreign-flagged ships or airlines from transporting goods or passengers within a country's borders, typically allowing only domestic carriers to operate such routes to protect national industries.
The reform is expected to stimulate competition and attract foreign investment in general aviation.
The development marks a key milestone in Saudi Arabia's ongoing efforts to diversify its aviation sector and enhance private sector participation in the growing charter services market.
According to official data, the Kingdom's business jet sector recorded a 24 percent increase in flight volumes in 2024, with domestic flights rising 26 percent to 9,206 and international flights up 15 percent to 14,406 — reflecting the sector's expanding contribution to the national economy.
Announcing the policy changes in February, Imtiyaz Manzary, general manager for general aviation at GACA, highlighted the significance of the move, noting that the authority is opening new opportunities for the global aviation industry by lifting restrictions on domestic charter flight operations in the Kingdom.
'This regulatory decision supports GACA's roadmap to establish Saudi Arabia as a general aviation hub, alongside an unprecedented infrastructure program to develop new private airports and terminals across the Kingdom,' he said, as reported at the time by the Saudi Press Agency.
The removal of these restrictions forms a key part of the authority's strategy to boost competition, attract foreign investment, and offer greater operational flexibility within the general aviation sector.
As part of its broader General Aviation Roadmap — unveiled at the Future Aviation Forum in May — GACA aims to transform the sector into a $2 billion industry by 2030, generating 35,000 jobs. The plan includes the development of six dedicated business aviation airports, nine specialized terminals, and expanded maintenance, repair, and overhaul capabilities for business jets.
GACA said inquiries on the license tender will be accepted via email until May 8. It also warned that discrepancies between hard and electronic copies will result in disqualification and that late submissions will not be accepted.

These agreements cover clean energy, petrochemicals, aviation fuel services, and other sectors aligned with a shared vision for advanced economic partnership. Acting Minister of Media Dr. Essam bin Saeed said in a statement to the Saudi Press Agency (SPA) that the Cabinet also reviewed Saudi Arabia's contributions to global economic growth, reaffirming the Kingdom's commitment to multilateral cooperation and market stability. This includes continued coordination with oil producers within the OPEC+ alliance to support petroleum market balance. The Cabinet welcomed the Kingdom's hosting of the 21st General Conference of the United Nations Industrial Development Organization (UNIDO), set to take place in Riyadh this November. The conference aims to develop joint solutions to challenges related to sustainable manufacturing, innovation, and technological transformation. In a related development, the Cabinet lauded the unanimous adoption by the UN Human Rights Council of a Saudi-led resolution to protect children in the digital space. The initiative stems from the global "Child Online Safety" campaign launched by the Crown Prince and reflects the Kingdom's commitment to a safer, more inclusive cyberspace for younger generations. The Cabinet also celebrated Saudi Arabia's continued top ranking in global cybersecurity, as reported in the 2025 edition of the World Competitiveness Yearbook. This achievement adds to the Kingdom's record of rapid progress in the technology sector, including localizing key technologies and enhancing international collaboration. Dr. Essam noted that the Kingdom's first-place ranking in the 2025 International Telecommunication Union's ICT Development Index confirms the strength of its smart digital infrastructure, growing investment climate, and a digital economy now valued at SR495 billion. Cabinet members praised recent advances in the fight against narcotics, including major operations targeting organized crime networks trafficking in illegal substances and continued efforts to safeguard public health and safety. Additional decisions from the session included approval of the updated National Transport and Logistics Strategy, approval of the organizational structure of the General Authority for Irrigation, approval of Saudi Arabia's adoption of World Drowning Prevention Day, to be marked annually on July 25. The Cabinet also approved a directive for the Social Development Bank to launch a guarantee program targeting the Kingdom's most financially vulnerable groups, enabling access to financing from the bank and other institutions.

Foreign investments in Saudi Arabia jump 16% to SR3 trillion by 1Q 2025

Saudi Gazette report JEDDAH — Foreign investments in the Saudi economy have exceeded SR3 trillion by the end of the first quarter of 2025. According to the data released by the Saudi Central Bank (SAMA), foreign investments increased for the first time during this period to SR3,048.5 billion, a 16 percent increase compared to the same period in 2024. Foreign investments include foreign direct investment (FDI), which represents 33 percent of the total, equivalent to SR995.5 billion; portfolio investments, which include equity, investment fund shares, and debt securities valued at SR1,244.6 billion; and other investments valued at SR808.4 billion. It is noteworthy that foreign investment inflows into Saudi Arabia jumped by 24 percent during the first quarter of 2025, reaching SR24 billion (approximately $6.4 billion). On the other hand, outflows amounted to SR1.8 billion ($480,000), a 54 percent decrease, bringing net foreign investment inflows to SR22.2 billion ($5.9 billion), a 44 percent increase compared to the same quarter last year, according to data from the General Authority for Statistics (GASTAT). During the year 2024, foreign direct investment (FDI) inflows to Saudi Arabia reached approximately $26 billion, exceeding the interim target set by the government. These indicators showed an increase in the attractiveness of the Saudi economy for foreign direct investment during the first quarter of 2025, despite the decline in outflows compared to the same period last year.
