FAPUASA for 25pc tax rebate for university teachers & researchers

LAHORE: A delegation from the Federation of All Pakistan Universities Academic Staff Associations (FAPUASA), led by President Prof Dr Mazhar Iqbal, former President Prof Amjad Abbas Magsi, and Central Information Secretary Dr Muhammad Jadoon Khan, participated in a meeting of the Senate Standing Committee on Finance.
The session, chaired by Senator Saleem Mandviwalla, was attended by Federal Minister for Finance Muhammad Aurangzeb, Minister of State for Finance Bilal Azhar Kiyani, Chairman of the Federal Board of Revenue (FBR) Rashid Mehmood Langrial, and other distinguished committee members.
The FAPUASA delegation was invited to present its stance on the federal higher education budget and the continuation of the 25% tax rebate for university teachers and researchers. The representatives argued that this rebate serves as a crucial incentive to retain top academic talent, attract young scholars, and prevent brain drain from Pakistan's universities.
They warned that removing this benefit would demotivate academics and weaken the country's research capacity. Additionally, the delegation stressed the need to increase the Higher Education Commission's recurring grant to at least PKR 86 billion, as currently requested by the HEC, and gradually raise it to PKR 200 billion to ensure sustainable funding for higher education.
The Senate Standing Committee on Finance acknowledged FAPUASA's concerns and unanimously recommended the approval of their demands. The delegation expressed gratitude to the committee for providing a platform to address academic issues at the parliamentary level.
Continuing their advocacy efforts, the FAPUASA delegation held further meetings with key policymakers on the following day. They met with Pakistan Peoples Party Parliamentarian (PPPP) MNA Mir Amir Ali Khan Magsi, presenting their case and seeking his support. Magsi assured the delegation of his full backing and committed to raising their concerns in Parliament.
Meanwhile, FAPUASA delegation, comprising Central President Prof Dr Mazhar Iqbal, former President Prof Dr Amjad Abbas Magsi, Islamabad Chapter President Dr Muhammad Iqbal Jatoi, and Central Information Secretary Dr Muhammad Jadoon Khan, engaged in discussions with senior government officials and political leaders. They met with Federal Minister for Education Khalid Maqbool Siddiqui and Federal Minister for Science and Technology Nawabzada Khalid Hussain Magsi.
The delegation also held talks with prominent Pakistan Peoples Party leaders, including Syed Naveed Qamar, Mir Ijaz Khan Jakhrani (Chief Whip, National Assembly), Dr Nafisa Shah, Syed Agha Rafi Ullah, Syed Abrar Hussain Shah, and Pullain Baloch of the National Party, Balochistan. Additionally, they met with MQM representatives Farooq Sattar, Amin-ul-Haq, and Javed Hanif.
During these meetings, FAPUASA highlighted the declining state of higher education in Pakistan and called for urgent measures to protect the sector. The delegation reiterated the necessity of maintaining the 25% tax exemption for university faculty and researchers, warning that its abolition would have severe repercussions.
They also emphasized the need for increased financial support for higher education institutions to ensure accessibility for students from disadvantaged backgrounds. The delegation urged the federal government to raise the recurring budget for higher education to at least PKR 200 billion and commended the Sindh government for its consistent funding of the sector.
The parliamentarians endorsed FAPUASA's demands, particularly regarding the tax rebate, and assured the delegation that they would advocate for these issues in Parliament and other relevant forums. The meetings concluded with the FAPUASA delegation thanking the lawmakers for their support in safeguarding Pakistan's higher education system.

KARACHI: Rupee remained largely stable against the US dollar in the inter-bank market during the previous week. The local unit closed at 283.72, marginally lower by Rs0.02 or 0.01% against 283.70 it had closed the week earlier against the greenback, according to the State Bank of Pakistan (SBP). In a key development, foreign exchange reserves held by the SBP decreased by record $2.66 billion on a weekly basis, clocking in at $9.06 billion as of June 20. This was the biggest weekly decline in SBP reserves in over 3 years. The central bank's reserves had previously declined by $2.9 billion back in March 2022. However, SBP has received the GOP commercial loans equivalent to $3.1 billion; and multilateral loans of over $500 million, according to the central bank. 'These inflows will be reflected in SBP's FX reserves for the week ending on 27-Jun-2025,' SBP said. Meanwhile, the National Assembly (NA) passed the federal budget during the previous week for the next fiscal year (2025-26), with a total outlay of Rs17.573 trillion, focusing on sustainable and inclusive economic growth. The budget projects an economic growth rate of 4.2% and an inflation rate of 7.5% for the next financial year. Pakistan and the World Bank reaffirmed their development partnership during high-level consultations in Washington, D.C., with both sides committing to the effective implementation of the newly launched $40 billion Country Partnership Framework (CPF) 2026–2035. Open-market rates In the open market, the PKR lost 72 paisa for buying and 36 paisa for selling against USD, closing at 284.95 and 286.10, respectively. Against Euro, the PKR lost 6.51 rupees for buying and 6.00 rupees for selling, closing at 333.01 and 335.45, respectively. Against UAE Dirham, the PKR lost 32 paisa for buying and 7 paise for selling, closing at 77.65 and 78.10, respectively. PHOTO: File The federal government launched a new power smart mobile application, 'Apna Meter, Apni Reading', aimed at enhancing transparency in electricity billing and empowering consumers to take control of their monthly meter readings, it emerged on Sunday. Prime Minister Shehbaz Sharif officially inaugurated the app, developed by the Power Division under the leadership of Minister Awais Ahmad Khan Leghari. The app allows users to upload a photo of their meter reading on a specific date, which will then be used to generate their bill. The move targets key issues such as overbilling, delayed or inaccurate readings, and lack of transparency in the current system. Consumers who submit their readings will override any subsequent company readings for that billing cycle. The feature is particularly beneficial for subsidised consumers, helping them avoid losing their eligibility due to minor discrepancies. For example, crossing the 200-unit usage threshold by even one unit can spike a bill from PKR 2,330 to over PKR 8,000.

Stocks emerge as best-performing asset class in Pakistan for FY25

Stocks emerged as the top-performing asset class in FY25 with a return exceeding 55%, led by aggressive monetary easing, improved market liquidity, and the unlocking of fundamental value across key sectors, said Arif Habib Limited (AHL). 'The KSE-100 exhibits the strongest performance across all asset classes, boasting a FY25 return of 55.58%, significantly outperforming gold (47.56%), T-Bills (12.68%), Defence Saving Certificates (12.61%), bank deposits (12.60%), PIBs (11.97%), and USD/PKR (1.91%),' AHL said, in its report on Friday. As per the brokerage house, the KSE-100's (benchmark index of the Pakistan Stock Exchange) returns consistently outshine those of other major asset categories. 'Even the historical gains from gold and T-Bills in recent times have been unable to match the impressive surge of the equity market.' It added that the KSE-100's CAGR, or Compound Annual Growth Rate, is higher than all other asset classes in every long-term benchmark, from a 5-year holding period to a 20-year holding period. 'This performance suggests that the KSE-100, particularly the equity market, is the most lucrative asset class for investors with a long-term horizon in Pakistan,' it added. KSE-100 in FY25 During the outgoing fiscal, the KSE-100 Index delivered a stellar performance, surging by 58.6% in PKR terms and an impressive 55.5% in USD terms to close at 124,379, up from 78,445 at the end of FY24. 'This remarkable rally was driven by aggressive monetary easing, improved market liquidity, and the unlocking of fundamental value across key sectors,' said AHL. The brokerage house shared that FY25 also witnessed record market participation, with the highest-ever trading volumes and the highest traded value since FY21. During FY25, the State Bank of Pakistan (SBP) slashed the policy rate from 21.5% to 11%, marking one of the most aggressive easing cycles in the country's history. Moreover, Fitch Ratings upgraded Pakistan's credit rating from CCC+ to B- following successful staff-level agreements with the IMF on the $7 billion Extended Fund Facility and the $1.3 billion Resilience and Sustainability Facility. Meanwhile, the PKR depreciated by a modest 1.9% against the USD FY25. However, despite the gains, geopolitical tensions jolted the market during the year, with sharp declines triggered by escalations between Pakistan and India in May'25, and Iran and Israel in Jun'25. 'However, subsequent ceasefires fueled some of the strongest market rallies in recent history,' it said.
