Government adds YouTube to under-16s social media ban under new rules for implementing world-leading regime
But online gaming, messaging apps, and health and education services will continue to be exempted once the ban starts in December.
Prime Minister Anthony Albanese said the Government was 'on the side of families' with the restrictions.
'Social media has a social responsibility and there is no doubt that Australian kids are being negatively impacted by online platforms so I'm calling time on it,' he said.
The rules, to be publicly released on Wednesday, define age-restricted social media accounts as services that allow users to interact and post material.
That will include Facebook, Instagram, Snapchat, TikTok, X (formerly Twitter) and YouTube.
Companies that fail to take steps to prevent children from setting up accounts will face fines of up to $49.5 million.
People can use YouTube without being logged in to an account.
Communications Minister Anika Wells said the aim was to give kids 'a reprieve from the persuasive and pervasive pull of social media' and learn who they were before platforms and their algorithms started to assume or shape who they were.
'There is no one perfect solution when it comes to keeping young Australians safer online – but the social media minimum age will make a significantly positive difference to their wellbeing,' she said.
YouTube threatened over the weekend that it would sue the Government if it got added to the ban, saying it was a video-sharing platform, not a social media service.
eSafety Commissioner Julie Inman-Grant said in June there was a 'blurring' of platform types as tech companies added more functions and services to their offerings.

Prime Minister Anthony Albanese has discussed efforts to end the humanitarian crisis in Gaza with the head of the United Nations as the government sends increasingly strong signals it will join a coalition of nations recognising a Palestinian state next month. Albanese also had a phone call with Palestinian Authority President Mahmoud Abbas on Tuesday, in which they committed to meet on the sidelines of the UN General Assembly in New York in September. Albanese spoke to UN Secretary-General António Guterres on Friday to discuss the upcoming general assembly, a conversation government sources said was part of an escalating set of diplomatic encounters as international pressure mounts to recognise Palestinian statehood. The call had previously been reported, but not that the pair spoke about Palestine. Foreign Minister Penny Wong has used her strongest language on the issue this week, heightening the sense of urgency to recognise Palestine by arguing that time was running out to keep a two-state solution alive. 'There is a risk there will be no Palestine left to recognise if the international community [doesn't] move to create that pathway to a two-state solution,' she told ABC radio on Tuesday. Loading 'It has been my long-held position that there will be no peace and security for the people of Israel unless we resolve to a Palestinian state. That has been my view for decades.' Her comments came as Israeli media outlets reported that Prime Minister Benjamin Netanyahu planned to order the full military occupation of Gaza in a last-ditch effort to force Hamas to surrender and recover the remaining Israeli hostages taken during the Hamas attacks on October 7, 2023.

‘Rudd was Chinese': The strange beliefs of the fringe group allegedly targeted by Beijing
The Buddhist group allegedly targeted in a foreign interference plot by the Chinese Communist Party promotes fringe beliefs, including that former prime minister Kevin Rudd was a Chinese man in a past life. A Chinese woman who is also an Australian permanent resident appeared in the ACT Magistrates' Court on Monday, charged with reckless foreign interference over allegations she had covertly gathered information on Guan Yin Citta, a Buddhist association. The association's Canberra premises, located in a nondescript office building near the Australian National University, were closed due to water damage on Tuesday, but pamphlets distributed by the group outside revealed some of its beliefs. The materials state that its late Australia-based leader, Master Jun Hong Lu, was an earthly manifestation of Guan Yin Bodhisattva, a Buddhist icon of compassion. Lu died in 2021. 'By performing 'totem reading' based upon someone's year of birth, gender and Chinese zodiac sign, he reveals their past, present and future, and points out what truly causes the ups and downs in our daily lives,' its book, Little Houses, claims. Religious groups are subject to tight limitations in China, where the ruling communist party restricts alternative sources of moral authority. The state has persecuted other fringe religious groups, including Falun Gong. Bitter Winter, an online magazine on religious liberty in China, has reported that Chinese state media commonly describe Guan Yin Citta as a 'heterodox organisation', effectively making it a banned organisation. In another book from the group, Introduction to the Guan Yin Citta Dharma Door, Lu writes that he once wanted to find out why Rudd was such a fluent Mandarin speaker and, for fun, consulted the former prime minister's totem.
