Who is accountable in privatised Britain?

'New, unadopted estate.' The Hitchin MP, Alistair Strathern, pointed. Then he gestured to a building site where diggers were enthusiastically getting to work. 'New estate that will be unadopted… Unadopted estate… Unadopted estate.' During the 20-minute drive from Shefford town centre to Hitchin Station, we passed at least six examples of the phenomenon Strathern had invited me to his constituency, which straddles the Bedfordshire-Hertfordshire border, to explore: new-build housing estates their councils have refused to adopt.
Much has been written about leasehold, the peculiarly British 'feudal' system in which homebuyers own a property but not the land it sits on, leaving them liable for spiralling ground rent and management fees. After decades of advocacy, some improvements were made under the Conservatives in last year's Leasehold and Freehold Reform Act, and Labour has promised to go further with protections for leaseholders in this parliament.
But even when new-build homes are sold with the freehold, hidden costs can sneak in. Known as 'fleecehold' housing, the estates Strathern pointed out are those where the responsibility for maintaining the roads, street lighting, drainage and communal areas has not been adopted by the council, as it deems development not to have been completed to a high enough standard. Until a development is adopted, the residents must pay for the services the council would usually provide, in addition to council tax, via yearly fees paid to private management companies.
The fees themselves may not sound large – £200-£300 a year. Or, at least, that's the level at which they start out. At a new estate I visited, fees had been hiked by 41 per cent in a year, with vague explanations. Calls and emails to the management company went largely unanswered; correspondence was limited to scarily worded 'final demand' letters. If owners refuse to pay, management companies can go direct to their lender to have the charges added to their mortgage, tanking the owner's credit rating. Residents I met spoke of finding it impossible to determine what they were paying for, or to hold the management company accountable for the work it was – or wasn't – carrying out.
Fleecehold is now the norm across the country. Whereas councils used to adopt new estates, the Competition and Markets Authority has found that 80 per cent of new homes built by the 11 largest developers in 2021-22 were sold under the fleecehold system, with £260m in estate management charges paid out in 2022 alone. There are stories of owners being assured their estate would be adopted as a formality, only to still be paying fees a decade on. Meanwhile, the government is pushing through planning reform to meet its target of 1.5 million new homes by the end of this parliament.
The problem may not be as visceral as the issues with build quality that owners of new-builds often face: cracked walls, dodgy plumbing, damp and mould. But the two are inextricably linked. Every owner I spoke to about fleecehold charges also had a horror story of how their 'dream home' had turned into a nightmare of construction faults that developers were reluctant to rectify. One showed me a brimming lever-arch folder of his correspondence with the developer – 200 pages in 20 months.
The question is one of accountability. When things go wrong, whose job is it to fix them? What happens if they fail to do so? And how are they seemingly able to charge what they like, with no cap on costs or any obligation to show how the money is spent?

You might imagine the council would step in. But, as I found out in Hitchin, cash-strapped local authorities have little incentive to ensure developments are built to standard, as adopting them means adopting additional costs. The developers, meanwhile, have little incentive to come back to complete repairs once the houses have been sold. Strathern, who worked on the Leasehold and Freehold Reform Bill committee, is hoping to change this and has introduced a debate in parliament on ensuring new estates are adopted on schedule. But it's hard to fix a problem most people don't even know exists until after they've bought their homes.
Passing the accountability buck can be an art form. In Shefford, I visited Old Bridge Way: a 220m stretch of road through an industrial park connecting an estate of some 1,000 homes to the centre of town and a Morrisons. I stood there for ten minutes watching non-stop traffic navigate a maze of potholes six inches deep. Central Bedfordshire Council says this is not its responsibility, as it doesn't actually own that part of the road. Who does own it is an open question: the company responsible for it was liquidated in 2024, leaving it effectively ownerless. But I noticed double yellow lines along the kerbside. I asked the council if it was issuing parking fines for a road it claimed it had no responsibility for, but it did not offer an answer.
A council that won't adopt a thoroughfare used by thousands of people is unlikely to adopt estates full of new homes. Strathern described both situations as 'hollowed-out councils retreating from the public realm'. To me, they resembled what the satirical science-fiction author Douglas Adams once termed a Somebody Else's Problem field, a way of concealing inconvenient things that utilises 'people's natural predisposition not to see anything they don't want to, weren't expecting, or can't explain'. For residents placed in fleecehold limbo the issues of rising fees and the lack of accountability are impossible to ignore. For everyone else, they are Somebody Else's Problem.

Sir Keir Starmer is expected to raise the prospect of reviving ceasefire talks between Israel and Hamas and the future of tariffs on British steel as he meets Donald Trump in Scotland. The Prime Minister will travel to Ayrshire, where the US president is staying at his Turnberry golf resort, for wide-ranging discussions on trade and the Middle East as international alarm grows over starvation in Gaza. The two leaders have built a rapport on the world stage despite their differing political backgrounds, with Trump praising Starmer for doing a 'very good job' in office ahead of their talks on Monday. But humanitarian conditions in Gaza and uncertainty over US import taxes on key British goods in America threaten to complicate their bilateral meeting. PA Media The US president has been playing golf at his Turnberry resort in Scotland (PA). Peace talks in the Middle East came to a standstill last week after Washington and Israel recalled negotiating teams from Qatar, with White House special envoy Steve Witkoff blaming Hamas for a 'lack of desire' to reach an agreement. Since then, Israel has promised military pauses in three populated areas of Gaza to allow designated UN convoys of aid to reach desperate Palestinians. But the UK, which is joining efforts to airdrop aid into the enclave and evacuate children in need of medical assistance, has said that access to supplies must be 'urgently' widened. In his talks with Trump, Starmer will 'welcome the President's administration working with partners in Qatar and Egypt to bring about a ceasefire in Gaza', Number 10 said. 'He will discuss further with him what more can be done to secure the ceasefire urgently, bring an end to the unspeakable suffering and starvation in Gaza and free the hostages who have been held so cruelly for so long.' The leaders will also talk 'one-on-one about advancing implementation of the landmark Economic Prosperity Deal so that Brits and Americans can benefit from boosted trade links between their two countries', it said. The agreement signed at the G7 summit last month slashed trade barriers on goods from both countries. But tariffs for the steel industry, which is of key economic importance to the UK, were left to stand at 25% rather than falling to zero as originally agreed. Concerns had previously been raised that the sector could face a levy of up to 50% – the US's global rate – unless a further agreement was made by July 9, when Mr Trump said he would start implementing import taxes on America's trading partners. But that deadline has been and gone without any concrete update on the status of UK steel. Downing Street said that both sides are working 'at pace' to 'go further to deliver benefits to working people on both sides of the Atlantic' and to give UK industry 'the security it needs'. The two leaders are also expected to discuss the war in Ukraine, which Number 10 said would include 'applying pressure' on Vladimir Putin to end the invasion, before travelling on together for a private engagement in Aberdeen. It comes after Trump announced he had agreed 'the biggest deal ever made' between the US and the European Union after meeting Ursula von der Leyen for high-stakes talks at Turnberry on Sunday. After a day playing golf, the US leader met the President of the EU Commission to hammer out the broad terms of an agreement that will subject the bloc to 15% tariffs on most of its goods entering America. This is lower than a 30% levy previously threatened by the US president. The agreement will include 'zero for zero' tariffs on a number of products including aircraft, some agricultural goods and certain chemicals, as well as EU purchases of US energy worth 750 billion dollars (£558 billion) over three years. Speaking to journalists on Sunday about his meeting with Starmer, Trump said: 'We're meeting about a lot of things. We have our trade deal and it's been a great deal. 'It's good for us. It's good for them and good for us. I think the UK is very happy, they've been trying for 12 years to get it and they got it, and it's a great trade deal for both, works out very well. 'We'll be discussing that. I think we're going to be discussing a lot about Israel. 'They're very much involved in terms of wanting something to happen. 'He's doing a very good job, by the way.' His feet had barely touched British soil before Donald Trump started swinging his big stick. 'You better get your act together or you're not going to have Europe anymore,' he lambasted his Western allies after arriving in Scotland to visit his golf courses (not for the 47th president, concerns about second jobs). 'You've got to stop this horrible invasion that is happening to Europe, many countries in Europe… this immigration is killing Europe.' Setting aside the rights and wrongs of British immigration policy, our beleaguered Prime Minister would be forgiven for feeling a little peeved. What other American president would have presumed to blend personal and state business so brazenly and deliver such insulting rhetoric into the bargain? Amid social unrest in Epping, Reform on the march and small boats arrivals up by a staggering 50 per cent, immigration is Sir Keir's Achilles' heel. With his approval ratings at rock bottom, the last thing he needed was a punishment beating from Trump. Certainly, Sir Keir's backbenchers will be begging him to stand up to the Donald, if only to appease their voters in places like Ashton-under-Lyne, where many may be tempted by the Corbyn-Sultana cult or a Gaza Independent at the next election. Did Sir Sadiq Khan recommend that the Prime Minister reprise the 20ft Trump 'baby blimp' that he authorised to be flown above Parliament during the presidential visit of 2018? I wouldn't be surprised. And he wouldn't have been the only one. In the Left-wing mind, the 2003 romantic comedy Love Actually looms disproportionately large. This is for the sake of one scene alone. In it, Hugh Grant – whom most progressives, particularly those of a Liberal Democrat persuasion, wish was the prime minister in real life – upbraids the American president at a press conference. 'I fear that this has become a bad relationship; a relationship based on the president taking exactly what he wants and casually ignoring all those things that really matter to Britain,' Grant lectures his opposite number, played by Billy Bob Thornton. 'We may be a small country, but we're a great one, too… and a friend who bullies us is no longer a friend. And since bullies only respond to strength, from now onward I will be prepared to be much stronger. And the president should be prepared for that.' Forgive me for quoting that Richard Curtis idiocy at such length. But that is precisely what Guardianista-in-chief Polly Toynbee did in a petulant little column before Sir Keir's visit to the White House in February, under the screaming headline: 'Starmer has the backing of Britons to stand up to Trumpism.' I rest my case. But does he? When it comes to immigration, the opposite would appear to be the case. Although 55 per cent of Labour voters want the numbers to stay the same or go up, polls show that most of the population wishes them very much reduced, with 32 per cent viewing immigration as a 'bad' or 'very bad' thing. Small boats get people's backs up even more. For all his braggadocio and swagger, the sorry truth is that on this issue, Donald Trump speaks for a greater number of Britons than our own prime minister. For this reason, Sir Keir would be best advised to tell his backbenchers to pipe down. Trump's big stick has caused the PM enough pain already. Tweaking the orange tail might play well to certain parts of the gallery but after a year of economic mismanagement, we are hardly able to withstand the tariffs with which Trump would surely retaliate. Whatever Hugh Grant may think.

Labour's cruelty towards grieving parents is totally unforgivable

How can the British state be so generous towards foreigners but so mean towards its own citizens? The cost of housing migrants has tripled to £4m a day as Channel crossings continue to soar. On top of this, we are giving asylum-seekers taxpayer-funded payment cards for buying essentials such as food – which this week we learnt some were using for gambling. A Freedom of Information request found that more than 6,500 payments in gambling settings were attempted by those with Aspen cards, given by the Home Office to those awaiting an asylum decision to allow them to buy basic items, with small weekly top-ups. So we've got migrants attempting to squander our hard-earned cash – and then when British taxpayers need help from the state, they're abandoned. This week, Labour lords blocked a move to give parents of critically ill children workplace rights and financial support. Currently, only parents of newborn babies who become unwell within the first 28 days of life are entitled to paid leave and job protection to be by their child's bedside. But if their child is diagnosed with cancer at 29 days old, the parents get no help beyond unpaid Carer's Leave, capped at a week a year. On Sunday, I spoke to Ceri Menai-Davis on my GB News show. He and his wife, Frances, lost their six-year-old son to cancer in 2021 and are campaigning through their charity, It's Never You, for Hugh's Law, which would give parents 12 weeks statutory paid leave if their child is diagnosed with a critical or terminal illness, up to the age of 16. But Labour peers blocked it, despite it costing a minimal amount due to the mercifully small number of parents affected (around 4,000 a year). Surely this is a no-brainer? Your child is dying, you have to be at their bedside, you need help to pay the bills. If this isn't what the welfare state was built for then what is? It certainly wasn't designed for illegal migrants to try to place state-subsidised bets.
