Tribunal to ensure urban development becomes more transparent
On July 15, the metro embarked on a project to promote transparency in urban development with the launch of the Strategic Land Development Tribunal (SLDT).
The SLDT operates under the leadership of the MMC for Housing and Human Settlements, Aaron Maluleka.
According to the MMC's spokesperson, Melandre Frost, the tribunal is a framework designed to ensure transparency in the metro.
'This structure ensures that decisions are made with due consideration of public participation, legal compliance, and the metro's developmental objectives, as outlined in the Integrated Development Plan (IDP) and Municipal Spatial Development Framework,' she said.
Frost emphasised that the multiparty coalition government remains dedicated in its commitment to service delivery and good governance.
'The SLDT's work is a key component of this commitment, ensuring that land development processes are conducted with integrity, efficiency, and responsiveness to the needs of Tshwane's residents and stakeholders.'
She said the structure includes proportional representation from Council.
'In April this year, Mayor Nasiphi Moya appointed the current committee.
'He (Maluleka) is tasked with ensuring fair, lawful, and efficient decision-making on land development matters, in line with relevant legislation,' she said.
Frost added that a quorum of two members will enable the tribunal to operate efficiently while maintaining strict oversight.
'The MMC for Corporate and Shared Services, Kholofelo Morodi, serves as an alternate member and alternate chairperson.'
She added that the tribunal also has representation from the office of the mayor and the governance support officer.
'The SLDT's composition reflects a commitment to balanced and accountable governance.'
She said the tribunal's processes will strictly adhere to the Promotion of Administrative Justice Act of 2000.
'The processes are guaranteeing procedural fairness, and all decisions will align with the metro-approved policies and legislative mandates.'
She said administrative support from group legal and secretariat services will also promote transparency and compliance.
Frost called on all stakeholders to engage constructively with the tribunal as the metro works to advance sustainable and inclusive development.

Alexandra residents still waiting for title deeds
A long-running dispute over housing ownership in Alexandra's K206 housing development has left many residents without title deeds, despite being allocated homes as far back as 2010. The development includes three types of units: stand-alone houses, flats, and rental units. While title deeds have been prepared for those living in stand-alone houses and flats, residents in rental units remain in limbo. The confusion stems from how the City of Johannesburg handled the original housing allocations 15 years ago. According to activist and long-time resident Judith Madiakgotla, the initial plan was for beneficiaries living in flats to also own the adjacent rental units. However, during the rushed development ahead of the 2010 World Cup, the city allocated people to both flats and rental units without clarifying that occupants in rental units are tenants, not rightful owners of the units. 'There was a situation where councillors brought in their own lists of people they called 'special cases'. That's where the mix-up started. She stated that it was only after residents had moved in, did the city clarify that those in flats were the rightful owners of both the flat and the rental unit next to it. She said residents have taken their complaints to the Rental Housing Tribunal, the Public Protector, and the Human Rights Commission. While title deeds are reportedly ready for those in stand-alone units, as well as those in flats, Madiakgotla said they aren't there for those in the rental units. 'The dispute is simmering. We want title deeds for everyone that was allocated in 2010 by the City of Johannesburg, and is on the database.' Democratic Alliance Gauteng Shadow MEC for Human Settlement Mervyn Cirota recently visited the area and acknowledged the problem. Cirota said the issue affects up to 6 000 households. 'We need to get the city and the province involved in this. There needs to be a forensic audit and we need to go back to 2010 to determine exactly what the roll out [process] was. Who is entitled to ownership and what the distinction is between the ownership of the so-called [flats and stand-alone] units and the rental units, because there is some confusion about that.' Reviving Paradise: Tipping the scales
South Africa, the movie, is the tag line of a local podcaster, and it really resonates. As the unprecedented accusations from the provincial police commissioner reverberate around hallowed halls and shebeen walls, it is clear that change must come. That's nothing unusual because nothing is permanent, however, this time it feels like it might bring justice. While there are always three sides to a story, and nobody is 100% good or bad, the light that is being shone into the dark areas of the worst systems and society carries a powerful momentum. We often discuss with compassion how it must feel to go to work in an organisation that is compromised, and the sad reality is that people need to feed and take care of their families, and options are currently very limited. In these toxic environments, it's often safest to keep your head down, do the time, collect the paycheck and stay safe, so opinions are often withheld, solutions not discussed, and illegal and irregular activities are not reported. However, the scales are finally tipping and values and morals that should be guiding us are being re-examined as even religious groups find their environmental voices, recognising that clean air and water, with healthy soil, apart from being constitutional rights, are somewhat critical to all of our survival… the evolution continues to happen. We hope that more people will be encouraged to 'do the right thing', speak up and out, be measured and polite, and start taking responsibility for their own actions while creating a culture of accountability, particularly those who are supposed to be managing the machine of government. Let's promote a 'fit for purpose' attitude with particular regard to people in positions and solutions to the polycrisis situation we are in, and let's build a nation that serves everyone more equitably. Sounds simple on paper, but it's terribly dependent on each and every person making ethical choices as much as possible, being discerning in decisions and not accepting less from authorities, after all they are supposed to be 'leaders' guiding us to better days – choose them wisely.
