Dibrugarh: Assam chief minister Himanta Biswa Sarma on Sunday inspected northeast's first Emergency Landing Facility (ELF) for the
Indian Air Force
(IAF), currently under construction on NH-127 at Moran in Dibrugarh district.
The 4.2 km-long facility, being built at Rs 99.86 crore on a four-lane highway stretch, is set to be fully operational by Oct after final technical clearances.
During his visit, the CM was briefed by officials from the National Highways & Infrastructure Development Corporation Limited (NHIDCL) and the IAF, who informed him that the project has achieved 99% completion and will be ready by Jul 31.
The ELF is designed to serve both military and civilian purposes.
During emergencies, civilian aircraft can utilise the facility. Additionally, it will support fighter jets like Sukhoi-30s, Rafales, and Tejas, as well as transport aircraft such as Hercules and Antonov AN-32. During emergencies, the designated highway stretch will be temporarily closed to vehicular traffic and converted into an airstrip.
"The ELF will be a game-changer during emergencies. Not only will military aircraft benefit, but civilian flights in distress can also land here.

If any civilian aircraft faces a problem while landing at Dibrugarh Airport, it can land on the ELF," the CM said.
He also announced plans for a commemorative air show during the facility's activation ceremony.
"An air show will be organised during the activation of the ELF. I believe that the ELF will be ready for activation from Oct," Sarma stated, though he refrained from providing a specific date. The CM said the ELF would also enhance disaster response capabilities, particularly during Assam's frequent floods.
The CM announced that two additional ELFs will be constructed in Assam — one between Barama and Tihu and another in Sankardev Nagar (Hojai) between Nagaon and Lumding.
The chief minister also disclosed plans for an extensive network of helipads along the Numaligarh-Dibrugarh-Tinsukia four-lane highway corridor. These helipads will be strategically positioned at intervals of 50 to 100 km, creating a comprehensive aerial support network for emergency response operations.
"These helipads will be crucial during floods, enabling swift evacuation and relief operations," Sarma said, adding that discussions with the central govt were underway.

New Delhi: The Ministry of Railways on Monday announced a new fare structure for passenger train services, which will come into effect from July 1. One of the key highlights of the revised structure is that there will be no increase in fares for ordinary non-AC class passengers travelling up to 500 kilometres. The fare rationalisation aims to streamline the existing fare system and improve the financial health of passenger services. The updated fare chart has been issued by the Indian Railway Conference Association (IRCA) and will be applicable across various categories of trains and classes. For ordinary non-suburban trains, there will be a marginal increase in fares beyond 500 kilometres. In second-class coaches, the fare will go up by Rs 5 for journeys between 501 and 1,500 km, Rs 10 for distances between 1,501 and 2,500 km, and Rs 15 for 2,501 to 3,000 km. Sleeper class and first-class fares in non-suburban trains will also increase slightly, by 0.5 paisa per kilometre. In Mail and Express trains (non-AC classes), second class, sleeper class, and first class fares will see a uniform hike of 1 paisa per kilometre. For AC classes, including Chair Car, 3-Tier, 2-Tier, AC First, Executive Class, and Anubhuti Class, the increase will be 2 paisa per kilometre. The fare changes will also apply to special and premium trains such as Rajdhani, Shatabdi, Duronto, Vande Bharat, Tejas, Humsafar, Amrit Bharat, Mahamana, Gatimaan, Antyodaya, Jan Shatabdi, Yuva Express, and trains with AC Vistadome and Anubhuti coaches. There will be no change in suburban ticket fares or season tickets, whether suburban or non-suburban. Additionally, reservation fees, superfast surcharges, and other charges will remain unchanged. GST will continue to be levied as per existing rules, and rounding-off principles for fares will remain the same. The revised fares will apply only to tickets booked on or after July 1. Tickets issued before this date will remain valid at the old rates, and passengers will not need to pay any fare difference. The Indian Railways has directed all zones to ensure a smooth transition by updating their ticketing systems -- PRS (Passenger Reservation System), UTS (Unreserved Ticketing System), and manual counters -- and by updating fare boards at stations across the country.

State gears up for Shrawani Mela with tent cities, info centres
Patna: Shrawani mela devotees visiting the Baba Garibnath temple in Muzaffarpur district will get several facilities this year, including free accommodation in tent cities, medical camps, clean drinking water, washrooms, uninterrupted power supply, kanwar stands made of bamboo, besides tourist information centres to assist them, said the tourism department. The Bihar tourism department is setting up these facilities for the devotees travelling from Pahleja ghat to Baba Garibnath temple in Muzaffarpur and Sultanganj to Dumra in Jharkhand. The facilities will be available for the devotees before the commencement of mela, a tourism department official said on Monday. Tourism secretary, Lokesh Kumar Singh, said comprehensive arrangements are being made for the Shrawani Mela, to be held between July 11 and Aug 9. "A German hangar tent city, equipped with fans, coolers, chairs, tables and CCTV cameras, having a seating capacity for 500 people is being constructed at Pahleja. A temporary tourist information centre will be set up on the fair route that will have a seating capacity for 100 people and will be equipped with bamboo kanwar stands. The tourist information centre will have a public announcement system," Singh said.
