America Needs a Real Plan To Make Homeownership Affordable Again

The American dream of homeownership, already slipping out of reach in recent years, is now vanishing for millions. The housing market is under siege from all sides. We're short approximately four million homes, mortgage rates have nearly tripled since the coronavirus pandemic, and tariffs are driving up the cost of materials, slowing development to a crawl. In April alone, single-family housing starts dropped 12 percent compared with the same month last year.
From the earliest days of the republic, property ownership was deemed essential to liberty. The Founding Fathers believed that broad ownership of private property, especially land, was essential to sustaining a self-reliant citizenry. "Dependence begets subservience," Thomas Jefferson warned, and owning the ground beneath your feet was a guardrail against both. That ideal distinguished the United States from the Old World, where land belonged to the elite and everyone else merely rented. Legislation like the Homestead Act of 1862 and the GI Bill of 1944 reflected the fundamental ethos that ownership ensures empowerment.
Today, that ethos is at risk. Our nation faces three interlocking crises: a massive supply shortfall, punishing interest rates, and a worsening affordability spiral. Tackling them head-on to produce homes that everyday Americans can afford requires courageous and targeted reform.
First, policymakers must create incentives for developers to build entry-level housing targeted at buyers earning around the median income in the communities where they operate. The sole purpose of this policy should be to increase the inventory of homes accessible to everyday Americans while limiting competition from investors and second-home buyers. As part of this initiative, the federal government should offer a 50 percent reduction in capital gains or income tax liability to non-publicly traded developers who build and sell homes priced within 20 percent of the local median home price, provided those homes are sold to first-time buyers. To further jumpstart development and encourage scale, that incentive should rise to 75 percent after the first ten qualifying homes. Larger, publicly traded firms should be included as well, though at a lower incentive rate.

Vast tracts of underutilized and unused federal land could be sold at a discount to qualified developers, yet with strings attached. Homes must go to first-time buyers, priced near the local median, and states must commit to a 20-year property tax abatement. President Donald Trump's proposal to unlock federal land was an admirable start. But we also need to direct development toward working families rather than vacation-home investors.
Third, states must be empowered to lead. Governors would apply, identifying housing-strapped regions, providing local price data, and agreeing to tax abatements. A dedicated federal agency should coordinate this program, modeled on the successful Opportunity Zone framework established under the Tax Cuts and Jobs Act of 2017. Without micromanaging, the agency would ensure funding and enforcement consistency across state lines.
New homes mean nothing if no one can afford to buy them. Since 2020, prices have soared by almost 50 percent while rates have tripled. That's a double whammy for prospective middle-class buyers. Fannie Mae and Freddie Mac should offer discounted mortgage rates for income-qualified households purchasing homes in the program. Without financing relief, inventory will not translate into ownership.
Then there remains the danger that Wall Street will pounce on any new homes. Institutional investors have bought up single-family homes in cash by the thousands, inflating prices and freezing out first-time buyers. Publicly traded firms should be capped at ownership of 50 single-family homes. If they own more, they must sell the excess within two years or face heavy penalties. That single measure would instantly return inventory to the market.
To additionally safeguard homes for families, we also need to keep them from becoming just another asset class. Homes built under the program should carry 20-year deed restrictions with only primary occupants having the ability to buy and sell. If a homeowner wants to sell before the 20 years are up, the next buyer must also intend to live there. Localities have used similar models successfully for decades.
This plan is admittedly aggressive, but it's achievable. It merely asks government to use resources readily at its disposal—land, taxes, and regulation—to empower developers, protect families, and rebuild the American middle class. If implemented, it would resuscitate the founding principle that every citizen should have a shot at owning the place they call home. Policymakers must act before the American dream becomes little more than a nostalgic memory.

Thanks to his checkered past outside the Octagon — Jones is currently facing a new criminal charge among a long line of many — the former two-division champion has proven to be unreliable at times on the UFC's biggest platforms. That's why White isn't sold on the idea of Jones being a part of the action. "I can't risk putting him in big positions in a big spot and have something go wrong, especially the White House," White said of Jones at UFC 318's post-fight press conference. UFC's potential White House trip has remained a fixture of any public conversation White is a part of since the news broke. While it may be too soon to imagine what the fight lineup could actually look like, White knows he'll have to make preparations far earlier than usual because of the event's unique challenge. That being said, he's adamant the Las Vegas Sphere is still more difficult to set up for a fight night, as the UFC did with its Emmy award-winning show this past October at UFC 306. "That fight's a year away, so I'm not even thinking about anything right now," White said. "The landscape will change so much by next Fourth of July. Who knows what's going to happen? Who knows what's going to be on the card or what the main event will be, or who holds all the titles? Everything could be completely different. It's not even worth thinking about right now. "I have other problems. I'm dealing with the logistics and all the things on figuring out how to make this thing happen. How do we want to do it? I'm going to fly out there in about 10 days, and we'll have all the renderings done, sit down with [Trump] and go through the renderings, and see what he wants to do and doesn't want to do. "The difference with the White House is I don't think they've ever had anything very heavy out on the lawn, and the Octagon alone weighs 20,000 pounds."

‘When the raids started, fear spread': LA Mayor Bass on Trump's deportation efforts

As President Donald Trump marks six months into his second term, Los Angeles Mayor Karen Bass told ABC News' "This Week" co-anchor Martha Raddatz that the administration's immigration crackdown has not only sparked protests, but fear among the city's residents. 'Los Angeles is a city of immigrants -- 3.8 million people, and about 50% of our population is Latino. And so when the raids started, fear spread,' Bass said. Immigration and Customs Enforcement (ICE) raids started in Los Angeles early June, prompting demonstrations that at times turned violent. While Trump's deportation push was initially said to be centered around undocumented immigrants with criminal records, an ABC News analysis of new data shows that in recent weeks, the Trump administration has arrested an increasing number of migrants with no criminal convictions. MORE: 4th detainee who escaped from New Jersey ICE facility located in Los Angeles: FBI Since then, farmers, business owners and immigrant advocacy groups have, like the mayor, said that many residents have been afraid to leave their homes for fear of deportation, affecting the workforce, food supply and the culture of the city. Bass said that the restaurant the interview took place in, located in the predominantly Latino Boyle Heights neighborhood of east Los Angeles, was typically bustling. But now, it — and the neighborhood overall — can feel like a ghost town. 'It's not just the deportation. It's the fear that sets in when raids occur, when people are snatched off the street,' Bass said. "Even people who are here legally, even people who are U.S. Citizens, have been detained. Immigrants who have their papers and were showing up for their annual immigration appointment were detained when they showed up doing exactly what they were supposed to be doing." She criticized ICE for agents for executing enforcement operations without their affiliation being prominently displayed. 'Masked men in unmarked cars, no license plate, no real uniforms, jumping out of cars with rifles, and snatching people off the street, leading a lot of people to think maybe kidnappings were taking place," Bass said. "How do you have masked men who then say, 'Well, we are federal officials,' with no identification?' Raddatz noted that administration says those agents do that because "there have been threats... [and] doxing." "We have a Los Angeles police department that has to deal with crime in this city every single day. And they're not masked. They stay here," Bass said. "The masked men parachute in, stay here for a while, and leave. And so you enter a profession like policing, like law enforcement? I'm sorry, I don't think you have a right to have a mask and snatch people off the street." Bass also touched on the continued presence of federal troops in the city. In response to those protests in early June, Trump deployed the National Guard and active-duty Marines to Los Angeles after protesters clashed with police. Some protestors threw rocks, fireworks and other objects at police, according to reports, before the arrival of federal troops. MORE: Judge to rule by next week on Abrego Garcia's detention as he awaits trial Trump signed a memorandum in June saying the National Guard was deployed to address lawlessness in Los Angeles. The California National Guard's 79th Infantry Brigade Combat Team posted on X that its objective was to protect federal protesters and personnel. In her interview with ABC News, Bass denounced the violence as 'terrible,' but said it did not "warrant military intervention." 'It did not warrant the Marines coming into our city with basically no real mission, but just to show a force,' Bass said. While the number of National Guard members in the city has been cut roughly in half, Bass said that their objective has not changed since they first arrived — and argued they're presence is still not necessary. 'If you drive by our two federal buildings, you will see them standing out there. But there's nothing going on in those federal buildings. So in my opinion, we are misusing taxpayers' dollars, and we are misusing our troops,' she said. While she disagreed strongly with the Trump administration's immigration agenda, Bass said she appreciated the help the administration gave Los Angeles during the massive January wildfires. 'Well, I will heap praise on the administration for the first six months in Los Angeles with the fires. If you ask me, is there anything that they have done good in terms of immigration? I don't know. I don't think so,' she said. "I think that the viewpoint has been punitive, has been let's make it as miserable as possible so that these people don't come." Bass said that she is still willing to 'work' with the White House, noting both the Olympics and World Cup coming to the city over the next few years. "How does this end?" Raddatz asked. "How do you see the next six months, the next two years for immigrants in your city?" 'Well, I am just hoping that this reign of terror ends. I'm hoping that the military leaves, because they were never needed here to begin with. I'm hoping that we can get back to normal. I'm hoping that the next time I come to this restaurant, that it will be filled, because people won't be afraid to come here,' Bass said.
