Pembrokeshire dog expert helping frontline teams in Moldova

Stuart Phillips, who specialises in this field with more than 20 years of experience, has spent the past several weeks working with Moldova Customs at strategic points like the Ukraine–Moldova and Moldova–Romania borders, as well as Chisinău International Airport.
He helped to strengthen their frontline detection dog programme, working closely with Moldovan handlers.
He worked together with them on improving their operational skills and increasing canine search capabilities.
Mr Phillips is known for his work with detection dog teams around the globe.
His prestigious dogs were even awarded the PDSA Order of Merit for their exceptional tobacco detection work.
They were presented by Her Royal Highness The Duchess of Edinburgh at the Tower of London in 2023.
Mr Phillips said: "It's been a privilege to work alongside such motivated teams here.
"The progress these handlers and dogs have made in a short space of time is a real credit to their dedication."
His skills are required worldwide, thanks to his success in the UK supporting Trading Standards, police forces, and HMRC in combating organised crime involving illicit tobacco.
Law enforcement agencies globally are keen to benefit from his knowledge.

Asda has been fined more than half a million pounds for selling dozens of out of date items at two of its Cardiff standards officers found 115 items, including some that were more than two weeks out of date, at its Leckwith and Pentwyn Charlotte Murphy imposed a fine of £640,000 plus said its "usual high standards were not upheld", but said a new system for checking items was now in place. Asda faced four charges relating to the sale of dozens of out of date food items after food safety officers visited the stores on four occasions in 2024.A visit to the Leckwith store on 17 January of that year found 36 out of date items, including five tubs of spicy mayo dip seven days out of date.A visit to the Cardiff Gate store on 25 March found 25 outdated items and another visit to the store a month later found 48 items, including some that were 12 days out of date.A second visit to the Leckwith store on 8 May found a further six out of date magistrates court heard the first visit to the Leckwith store was a "routine hygiene inspection" but that trading standards officer had visited the Pentwyn store after a complaint from a member of the public. Defending Asda, barrister Iain MacDonald said it was a "failure" and "plainly wasn't acceptable" that the items were out of date and it was "contrary to Asda's commitment to provide safe food for its customers".The court heard that Asda has an annual turnover of £23-24bn with 1,000 stores in the MacDonald added there were 75 in Wales and that there had been no food standard breaches in its Welsh stores for the past 18 outlined a new system implemented in recent months to address the issue, saying food with a short shelf-life should now be checked daily, while longer life food is checked twice a week. Imposing the large fine, Judge Charlotte Murphy said Asda had systems in place "but those systems were not sufficiently adhered to or implemented".She said the breaches were "not minor" but she accepted that there as a "low risk of an adverse affect on the general public".Asda was given a fine of £640,000 and ordered to pay £15,115 in costs and a £2,000 surcharge. An Asda spokesperson said it regretted that the out-of-date food was found and accepted that their "usual high standards were not upheld". "Since then, we have introduced a new date code checking process across all our stores, whereby every short-life product is checked daily so that customers can always buy the freshest products."Norma Mackie, who is responsible for regulatory services at Cardiff Council, welcomed the fine. "Consumers should be confident that the food on sale at stores is safe to eat. It is essential that robust systems are in place to prevent the sale of food past its use-by-date."

CHISINAU, July 8 (Reuters) - The European Bank for Reconstruction and Development announced a 400-million-euro ($468-million) loan on Tuesday to Moldovan state-owned energy trader Energocom for buying gas and electricity reserves on European markets to boost the country's energy security. The move follows a decision by Russian energy company Gazprom to halt gas deliveries to Moldova this year, citing unpaid debt. The new package consists of a 300-million-euro senior working capital loan for energy purchases and 100 million euros in guarantees to be issued by the EBRD on behalf of Energocom to eligible EU suppliers, the EBRD said. "These will be guaranteed by the Republic of Moldova and will enable the company to acquire natural gas and electricity ensuring continuing stable energy supply nationwide," it said. The southeast European nation of about 2.5 million people has been dependent on Russian gas for decades but has moved to diversify supply following Moscow's full-scale invasion of Ukraine. The pro-Russian breakaway region Transdniestria continued to use Russian gas after the invasion, but has faced an energy crisis since Gazprom stopped deliveries on January 1 after Ukraine refused to renew a transit agreement. The EBRD has invested more than 2.5 billion euros in Moldova through 183 projects, it said. ($1 = 0.8552 euros)

Illegal cigarettes and tobacco worth £11,000 seized in raids

Police and West Lothian's Trading Standards team have recovered more than 11,000 illegal cigarettes and a quantity of rolling tobacco in raids on Monday. Joint raids took place on two premises in Bathgate and Broxburn. A total of 11,560 cigarettes and 14 pouches of rolling tobacco were removed from sale. A vehicle involved was also seized. A council spokesperson said the cigarettes were not for sale in the UK market and no UK duty had been paid on them. They packets also fail to display the mandatory health warnings required by law. The spokesperson added: 'Illicit tobacco harms our communities and legitimate businesses face unfair competition being undercut by products aimed at non-UK markets. 'Members of the public who have any concerns around potentially illegal items being sold in their area should please report these directly to Trading Standards. You can do so by filling out an online form on the West Lothian Council website or by calling the West Lothian Council Customer Service Centre on 01506 280000.' The raids come within a month of the ban on single-use disposable vapes introduced by the UK government on June 1. The ban on the sale and supply of disposable vapes came into effect on June 1, 2025. It is now illegal for businesses to sell, supply, or offer to sell or supply these products, regardless of whether they contain nicotine. The ban applies to all retailers, including online stores, and to all single-use vapes, including those that don't contain nicotine. Reports are circulating that some stores are still selling the disposable vapes and Trading Standards are investigating. A spokesperson for the Trading Standards team in Livingston said: 'Trading Standards officers have been in direct communication with local businesses to make them aware of their responsibilities since the ban on single use vapes was introduced.
