Preferred candidate for chairman of Climate Change Committee announced
The UK Government, Scottish Government, Welsh Government and Northern Ireland Executive all agreed on Mr Topping as the preferred candidate for the CCC role, Mr Miliband said on Friday.
Before any formal appointment, Mr Topping will be questioned by MPs on the energy and environmental audit select committees on July 16.
Mr Topping is currently a member of the Climate Change Committee and previously held the position of the UK's high-level climate action champion.
Following an 18-year private sector career in emerging markets and manufacturing, he worked as executive director of the Carbon Disclosure Project and chief executive of the We Mean Business Coalition.
If approved, Mr Topping will replace interim chairman Piers Forster, a leading climate scientist who succeeded former environment secretary Lord Deben in the role in 2023.

Mr Miliband said: 'I am delighted to announce the preferred candidate for chair of the Climate Change Committee – Nigel Topping will bring his extensive experience to this role, having already served on the Climate Change Committee for more than two years and as a UN Climate Change High Level Champion for Cop26.

Newport seamstresses help female MPs celebrate suffrage
This event was a tribute to the women's suffrage movement, with each MP wearing a handcrafted suffragette sash, created by Newport seamstresses. The occasion marked the 97th anniversary of the Equal Franchise Act 1928, the legislation that granted women the right to vote on equal terms with men. The organisation is led by Helen Pankhurst CBE, a prominent women's rights activist and a descendant of suffragette leaders Emmeline and Sylvia Pankhurst. Helen Pankhurst said: "This is the most women MPs we've ever had — a milestone worth recognising. "But celebration alone isn't enough. "We need real, sustained action to ensure we reach a truly gender-equal Parliament by 2028, when we mark the centenary of equal franchise." The seamstresses who crafted these sashes travelled from Wales to London to witness the culmination of their hard work. "The number 264 represents around 40 per cent of the total Members of Parliament. "This shows there is still much work to do to achieve a truly representative Parliament in which 50 per cent of MPs are women. "Thanks to the work of groups like Centenary Action, that goal will one day be realised." She also thanked Centenary Action for their efforts and the team at Re:Make for their dedication in crafting the sashes.

EXCLUSIVE: Euan Stainbank said procurement rules needed reform to ensure UK manufacturers were given priority when it came to investing in public transport. Holyrood and Westminster must "buy British" if 400 Scottish jobs are to be saved at an historic bus manufacturer, an MP has said. Euan Stainbank said strict procurement rules should be reformed to ensure UK manufacturers are given priority when it comes to investing in the public transport of the future. The Labour MP for Falkirk is campaigning to save jobs in his constituency at two closure-threatened Alexander Dennis (ADL) factories. Bosses at the firm launched a consultation last month on plans to shutter the plants at Camelon and Larbert and centralise production in Scarborough. The move would end a century of bus building in the Falkirk district and comes just weeks after the oil refinery at nearby Grangemouth was shut down, with 400 jobs lost. Stainbank told the Record: "There's global momentum to decarbonise transport. The UK must lead — not fall behind. A greener bus network should mean jobs and prosperity. But only if we have the right strategy. "In 2020, Boris Johnson promised to deliver 4,000 zero-emission buses, built in Britain. By 2024, only about 2,270 had been delivered through the ZEBRA scheme, with nearly half made abroad — despite £312 million in taxpayer funding. "Scotland has seen worse. In the most recent ScotZEB2 scheme, over 80 per cent of buses were ordered from overseas. Just 44 of 252 orders went to Scottish producers. That's simply unacceptable — 400 skilled jobs in Falkirk are at stake. "We cannot justify using UK public money to support foreign competitors while British factories struggle. A global economy doesn't mean outsourcing opportunity. It means competing with confidence — and with a plan. "Manchester has shown what leadership looks like. Under Mayor Andy Burnham, the Bee Network brought buses back under public control and procured the fleet domestically, including from Falkirk." The Falkirk MP added: "Ministers have shown they're willing to intervene, from supporting British steel in Scunthorpe to committing £200 million to Grangemouth. Now they must act to safeguard UK bus manufacturing. "For the 400 workers at Alexander Dennis, this isn't an abstract policy debate — it's their future. These are the people who have helped build the UK's low-carbon transport network. "They deserve more than warm words. We have the skills. We have the capacity. We have the need. Now we need the political will to back British buses — for British passengers, with British workers." Shona Robison, the SNP Finance Secretary, welcomed the announcement last week that ADL had extended its consultation on potential job losses - allowing more time to find an alternative. She said: "The company has been clear there are a number of factors that impact on its decision about the future of its workforce in Scotland - the availability of orders both in the short and long term, changes to the regulatory landscape around procurement, and assistance in supporting a short-term company furlough scheme. "The Scottish Government is continuing to work tirelessly on this issue, and is maintaining close contact with the company, the unions and the UK Government to understand all options to support the workforce."

Cooper orders ‘crackdown' on suspected illegal working for delivery apps
Home Secretary Yvette Cooper has ordered a nationwide immigration 'enforcement crackdown' which the Government says will target illegal working in the gig economy. Officers will carry out checks in hotspots across the country where they suspect asylum seekers are working as delivery riders without permission. It comes after Deliveroo, Uber Eats and Just Eat said they would ramp up facial verification and fraud checks over the coming months after conversations with ministers. Last week the shadow home secretary, Chris Philp, claimed in a post on X to have found evidence of people working illegally for the food delivery firms during a visit to a hotel used to house asylum seekers. On Saturday, the Home Office said anyone caught 'flagrantly abusing the system in this way' will face having state support discontinued, whether entitlement to accommodation or payments. 'Strategic, intel-driven activity will bring together officers across the UK and place an increased focus on migrants suspected of working illegally whilst in taxpayer-funded accommodation or receiving financial support,' the Home Office said. 'The law is clear that asylum seekers are only entitled to this support if they would otherwise be destitute.' Businesses who illegally employ people will also face fines of up to £60,000 per worker, director disqualifications and potential prison sentences of up to five years. Asylum seekers in the UK are normally barred from work while their claim is being processed, though permission can be applied for after a year of waiting. It comes as the Government struggles with its pledge to 'smash the gangs' of people-smugglers facilitating small boat crossings in the English Channel, which have reached record levels this year. Some 20,600 people have made the journey so far in 2025, up 52% on the same period in 2024. Ms Cooper said: 'Illegal working undermines honest business and undercuts local wages, the British public will not stand for it and neither will this Government. 'Often those travelling to the UK illegally are sold a lie by the people-smuggling gangs that they will be able to live and work freely in this country, when in reality they end up facing squalid living conditions, minimal pay and inhumane working hours. 'We are surging enforcement action against this pull factor, on top of returning 30,000 people with no right to be here and tightening the law through our Plan for Change.' Home Office director of enforcement, compliance and crime, Eddy Montgomery, said: 'This next step of co-ordinated activity will target those who seek to work illegally in the gig economy and exploit their status in the UK. 'That means if you are found to be working with no legal right to do so, we will use the full force of powers available to us to disrupt and stop this abuse. There will be no place to hide.' Deliveroo has said the firm takes a 'zero tolerance approach' to abuse on the platform and that despite measures put in place over the last year, 'criminals continue to seek new ways to abuse the system'. An Uber Eats spokesperson has said they will continue to invest in tools to detect illegal work and remove fraudulent accounts, while Just Eat says it is committed to strengthening safeguards 'in response to these complex and evolving challenges.' Responding to the announcement, Mr Philp said: 'It shouldn't take a visit to an asylum hotel by me as shadow home secretary to shame the Government into action.' He added: 'The Government should investigate if there is wrongdoing by the delivery platforms and if there is a case to answer, they should be prosecuted. 'This is a very serious issue because illegal working is a pull factor for illegal immigration into the UK – people smugglers actually advertise it.'
