Human Settlements department seeks additional R128 million for flood victims' accommodation

Human Settlements needs an additional R128 million to continue accommodating the flood victims who are currently living in hotels and other private accommodations across Durban.
It has spent approximately R185 million on about five or six accommodations, including hotels throughout the city that are housing the displaced families since 2022.
The department revealed this yesterday after approximately 189 individuals and 64 families who were being accommodated at the Bayside Hotel in Durban were evicted on Wednesday night due to non-payment for their accommodation. It was not immediately clear how much was owed at this one hotel and whether the families in the other accommodation facilities were also at risk.
The department confirmed yesterday afternoon that new accommodation had been found for those evicted from the Bayside Hotel. Ndabe Sibiya, the spokesperson for the MEC for Transport and Human Settlements, Siboniso Duma, said the MEC had urgently flown to Gauteng yesterday to meet with the National Minister of Human Settlements to resolve the eviction of flood victims from the Bayside Hotel due to delayed payments.
'There has been a breakthrough. The MEC met with Minister of Human Settlements Thembi Simelane and received guidance from the Minister of Finance. We wish to indicate that we have found a solution and the necessary approvals."
Sibiya added that the department has already paid R185 million for self-catering and accommodation for 1,200 families in about five to six hotels across Durban, and now requires an additional R128 million. He detailed some of the challenges that the department has been alerted to regarding some individuals accommodated in private establishments.

He mentioned that they had been receiving complaints from owners of these establishments that some of the people are unruly and they do not want to accommodate them anymore. He added that the department had also conducted a verification process to ensure that the people benefiting are legitimate and had found that some individuals had been abusing the system.
Furthermore, the government had built permanent houses for victims, but as soon as they moved to their new homes, others were sneaking into these rented accommodations. He said another challenge they are faced with is resistance from communities where land had been identified to build houses.
'We met with the Human Rights Commission last week and presented this matter. We could have built houses for some victims on identified state-owned land, such as in Shallcross and other areas, but communities there chased away contractors who were beginning to build. The reality is that the government cannot rebuild on unsuitable land that saw homes being washed away during floods,' Sibiya concluded.
One of the evicted individuals told a TV news channel about their trauma. 'We have not been told what is happening. We were put in here, and today we were put out, and we are sleeping on the street. All we have been told is that we will be taken to a community hall. We are not told how long we will be staying in those community halls. It's not right that we could be moved from a house to a community hall.'
The DA in eThekwini said in a statement that on Monday it will announce bold steps it is taking against the municipality following the displacement of flood victims and the overall collapse of the city. DA councillor Zamani Khuzwayo expressed deep concern about the eviction, calling it an inexcusable humanitarian failure.
The DA blamed the Economic Freedom Fighters (EFF) in the eThekwini Municipality for the crisis. In response, Themba Mvubu, the EFF chair of the Human Settlements Portfolio Committee in eThekwini, pushed back. He stated, 'These victims were booked into the hotel by the National Department of Human Settlements.'

Zondi insisted that the ANC should promptly initiate an internal investigation into the allegations and refer the two MECs to its integrity commission. 'It is in the interest of the two MECs to have their names cleared, and it is in the ANC's interest to clear its own name quickly,' he stated, emphasising the critical importance of a swift response to uphold the credibility of the government. Political turbulence surrounded Hlomuka and Simelane, after claims surfaced that their personal business affiliations may have improperly influenced government contract awards. In an interview with Newzroom Afrika, Hlomuka contended that he had distanced himself from the implicated company, insisting he was no longer part of it and was unaware of its ongoing activities. 'If it has received any tenders, that information will come out in the investigation,' he added, urging patience for the forthcoming revelations. Provincial Premier Thami Ntuli has demanded thorough explanations from both MECs following the serious corruption allegations. Asserting the need for transparency, Ntuli confirmed that he had proactively reached out to both executives for clarification as soon as he became aware of the claims. 'I would be writing to them so that they give me full information regarding the allegations,' he noted, awaiting their responses by today. Hlomuka's spokesperson Muzi Mahlambi confirmed that the premier had written to the MEC requesting him to give explanation on the allegations regarding school nutrition. Mahlambi alluded that the MEC has also responded to the letter. 'The MEC (Hlomuka) has responded to the letter from the Premier, however, we must give both the MEC and Premier space to process the responses as per premier's request. "What we also need to indicate is that the current tender or contract that is in place now is not disturbed,' said Mhlambi. Further complicating matters for the ANC, Health MEC Simelane faces scrutiny over her family's potential improper gain from government contracts. The implications of her alleged business ties could further erode public confidence in the party's commitment to ethical governance. Zondi reiterated the need for the party to reconcile these allegations with its core promise of ethical governance, which he stated was crucial for any hopes of renewal. 'Defending its own is to assume their innocence without verification,' he cautioned. 'It has caused the party many problems in the past.' Simelane-Mngadi rubbished the allegations against her, threatening to take legal action against people who have implicated her in the Ithala corruption loan scandal. It was alleged that the MEC used her position of power as the chairperson of the Agriculture and Rural Development portfolio committee some years ago to get funding for a family company in Ithala and in government. The allegations surfaced on social media platforms a week ago. However, in statements she issued last week, she reiterated that the allegations were false and malicious, saying she was exploring the legal route. 'I'm exploring legal action to protect my name and my integrity and take to task those who deliberately and nefariously wish to impugn my good name. In our system of government, the separation of powers is clear, MPLs, including committee chairpersons, have no role in Supply Chain Management or operational decisions of departments. Therefore, I could not have influenced any procurement processes."These facts are easily verifiable, and their deliberate distortion shows that this is not an attempt to inform the public, but rather a well-calculated political smear campaign,' concluded Simelane-Mngadi. Nomusa Dube-Ncube: a journey from KZN premier to deputy minister amid controversy and challenges

From holding MEC positions to becoming the first female premier of KwaZulu-Natal, Nomusa Dube-Ncube is now the new Deputy Minister of Higher Education and Training after Cyril Ramaphosa axed Nobuhle Nkabane and promoted Buti Manamela as Minister of Higher Education. KwaZulu-Natal's first female premier, Nomusa Dube-Ncube, takes over as new Deputy Minister of Higher Education and Training – despite her name appearing on the controversial list of Sector Education and Training Authority (Seta) board chairs that led to the removal of Nobuhle Nkabane as Higher Education and Training Minister. President Cyril Ramaphosa swore in Dube-Ncube as deputy minister and Buti Manamela as minister in Parliament on 22 July. Just a day before Dube-Ncube's appointment was announced on 21 July, her home in the suburb of Kloof in Durban was gutted by a fire. The Sunday World reported that the fire also damaged three cars belonging to her. Her family was unharmed. KZN born and bred Dube-Ncube was born and bred in KwaZulu-Natal (KZN); her political career bloomed in the province, and she holds a doctorate in administration from the University of KwaZulu-Natal. Before achieving her PhD – with a doctoral thesis titled 'Legislative and institutional arrangements for poverty alleviation in iLembe District Municipality in KwaZulu-Natal, South Africa' – Dube-Ncube was actively involved in politics. She served as the mayor of the North Central council before it was merged into the eThekwini Metropolitan Municipality in 2000. She then served as chief whip of the eThekwini council until she was appointed ambassador to the Czech Republic. During her rise through the ranks, she was supported by the ANC Women's League. She was elected to the KZN legislature in May 2009 and appointed by former premier Zweli Mkhize as the MEC for Cooperative Governance and Traditional Affairs (Cogta). During this period, Dube-Ncube was very involved in governance matters; and encouraged councillors in KZN to use every budgeted cent, bearing in mind that accountability was the ultimate goal. Rotating through departments, she was appointed MEC for Economic Development, Tourism and Environmental Affairs in May 2019 by the newly elected premier, Sihle Zikalala. On 17 November 2020, Dube-Ncube was appointed MEC for Finance, replacing Ravi Pillay. Issues with the DA When she was still Cogta MEC, the Democratic Alliance (DA) demanded that Dube-Ncube be suspended, alleging Dube-Ncube awarded Brand Partners a communications tender at the Nkandla municipality in December 2017. The letter issued by the DA's Zwakele Mncwango said the contract was worth more than R7.5-million. In a Timeslive article, it was mentioned that Sibusiso Justin Ncube, her deceased husband, was a director of the Brand Partners and had allegedly raked in millions in contracts and tenders. Dube‑Ncube sued Mncwango for R1.5-million for defamation, over his allegation that the Brand Partners tender constituted 'massive corruption'. Then the EFF wasted no time firing shots at Dube-Ncube when she was appointed as KZN premier following Zikalala's resignation after he lost the contest for provincial ANC chair. The EFF's Vusi Khoza reminded Dube-Ncube that under her leadership as Cogta MEC, municipalities collapsed and traditional leaders went unpaid. He also criticised her stint as economic development MEC, pointing out that youth unemployment remained high. Khoza demanded answers about R250-million in drought-relief funds that went missing under her watch. The Hawks and NPA have been probing the matter since 2019, with Dube-Ncube reportedly under investigation. She has, however, dismissed these allegations. When she was premier, Dube-Ncube faced backlash over a collapsing R2.1-billion programme meant to feed more than 2.4 million learners in KZN. Supply delivery was so poor that it triggered a special inquiry into provider accountability and distribution processes. In 2023, Mail & Guardian reported that former ANC KZN chair Siboniso Duma upstaged Dube-Ncube by lifting the Rugby World Cup trophy during the Springboks' victory tour. After her appointment as premier, Duma frequently appeared on government platforms, subtly reminding everyone that he, not Dube-Ncube, was elected as ANC provincial chair. The ANC Women's League stepped in, criticising Duma and triggering a tense clash with the provincial ANC leadership – a conflict many saw as inevitable. Dube-Ncube appeared unfazed. Dube-Ncube was succeeded as premier by Thami Ntuli of the Inkatha Freedom Party following the 2024 provincial election. The Seta list The controversial Seta board chair appointments included the likes of Gwede Mantashe's son Buyambo and former ANC KZN deputy chairperson Mike Mabuyakhulu. Dube-Ncube was listed as the chair for the banking sector Seta (BankSeta). Former minister Nkabane was pressured to withdraw the appointments after MPs labelled them 'corrupt' and amid a public outcry. Spokesman for the Presidency, Vincent Magwenya, told Newzroom Afrika that Dube-Ncube could not 'be held responsible for being proposed and suggested to be appointed to the Seta board. The fact that she is a member of the ANC does not necessarily disqualify her in terms of her leadership experience and the prerequisite qualifications that are required. She has a long government experience, having served in various provisional executive portfolios and having been the Premier of KwaZulu-Natal, and so the President does have a great deal of confidence in her ability to discharge her duties.' ANC Chief Whip Sedukanelo Louw said the party welcomed Dube's appointment, recognising her as a committed servant of the people. 'It is important for us to refrain from criticising her appointment, as we must acknowledge that she possesses the necessary skills and experience to perform her duties effectively. KZN Education MEC Sipho Hlomuka denies involvement in NSNP tender irregularities

KZN Education MEC Sipho Hlomuka says complaints about the NSNP tender are being handled by relevant authorities and that the law will take its course if any wrongdoing is found. Image: Supplied KwaZulu-Natal Education MEC Sipho Hlomuka has addressed the allegations surrounding irregularities in the National School Nutrition Programme (NSNP) tender process, amid calls for his resignation by the MK party and concerns by the Democratic Alliance in the province. This follows allegations from the NSNP that the R2.9-billion tender process was manipulated for political gain. In an interview with Newzroom Africa, Hlomuka acknowledged receiving complaints from various parties but emphasised that the accounting officer and relevant authorities are handling the procurement processes. 'We're receiving several complaints from various service providers, stakeholders, and other political parties. However, as an MEC in the Department of Education, having received those complaints, I also engaged the MEC for Finance in the province to look into the matter,' Hlomuka said. He added, 'If there are people who are fingered in terms of the Public Finance Management Act (PFMA), I think the law will take its course.' Addressing direct allegations that he registered a company involved in SNP tenders, Hlomuka clarified, "In 2015, I opened the company and I've been participating in several government and private services, but currently I don't own any company." He denied any current involvement, saying, "I am no longer part of the company. Hence, I'm not aware of its activities. If it has received any tenders, that information will come out in the investigation,'' he said. He denied any current involvement with the tender and stated he had not received any official report linking him to irregularities. When asked about calls for his resignation by the MK party by July 26, Hlomuka said, 'I was appointed by the premier of KwaZulu-Natal. If there's a need to resign for whatever reason, we'll wait for that advice from the premier who appointed me.' Hlomuka highlighted that as MEC, he does not manage the tender processes directly and that any complaints must follow official channels. 'We are told that the process is at the appeal stage, and those who feel unfairly treated must lodge their appeals. The MEC for finance has already indicated he is waiting for those appeals.' He urged patience as investigations continue, saying, 'Let's wait for the process, the investigation will tell us if that company has been awarded before or not.' In response to the allegations surrounding the NSNP tender process and related issues, the ANC in KwaZulu-Natal expressed concern about the widespread accusations circulating on social media platforms against its members. ANC KZN spokesperson Fanle Sibisi said, 'The ANC has noted with concern the widespread allegations of wrongdoing circulating on various social media platforms, levelled against its deployees.' Regarding the specific allegations of corruption against Hlomuka and Thanduxolo Sabelo, Sibisi said, 'We understand that this process is at an appeal stage where those who have made bids and seek to appeal must forward their appeals to the Treasury Department. The ANC has full confidence that the provincial government has adequate capacity to handle appeals in a just and transparent manner.' He urged patience and trust in due process: 'We call on the concerned role-players and the general public to allow this process to run its course.' On allegations involving Councillor Lungile Mthembu of Mandeni Local Municipality alleged to have solicited a bribe, Sibisi confirmed, 'The ANC has instructed the leadership of the General Gizenga Region to institute an investigation into this allegation and to bring a report to the provincial office of the ANC for further processing.' 'There seems to be a concerted campaign to impugn the integrity of the ANC and its leaders. This campaign, advanced by faceless individuals, not only defames these comrades but has the potential to cause instability.' He highlighted previous examples, stating, 'The case of the non-renewal of Ms Jacinta Ngobese-Zuma's contract is a practical example of how the names of both the concerned ANC leader and the ANC itself can be dragged through the mud based on baseless allegations.' 'The ANC firmly opposes any acts of criminality, especially when they involve public finances. However, we believe that the threshold for damaging someone's character through public allegations is unacceptably low. We must all recognise our responsibility to uphold the principles of our Constitution, which includes respecting individuals' rights to dignity, said ANC KZN Coordinator, Michael Mabuyakhulu. 'The ANC remains steadfast in its mission to build a better South Africa where all people, regardless of background or affiliation, are treated with dignity. We urge members of the media, the public, and social commentators to act responsibly, verify facts, and resist being drawn into campaigns that seek to sow confusion and division,'' said Sibisi.
