Human Settlements department seeks additional R128 million for flood victims' accommodation

Human Settlements needs an additional R128 million to continue accommodating the flood victims who are currently living in hotels and other private accommodations across Durban.
It has spent approximately R185 million on about five or six accommodations, including hotels throughout the city that are housing the displaced families since 2022.
The department revealed this yesterday after approximately 189 individuals and 64 families who were being accommodated at the Bayside Hotel in Durban were evicted on Wednesday night due to non-payment for their accommodation. It was not immediately clear how much was owed at this one hotel and whether the families in the other accommodation facilities were also at risk.
The department confirmed yesterday afternoon that new accommodation had been found for those evicted from the Bayside Hotel. Ndabe Sibiya, the spokesperson for the MEC for Transport and Human Settlements, Siboniso Duma, said the MEC had urgently flown to Gauteng yesterday to meet with the National Minister of Human Settlements to resolve the eviction of flood victims from the Bayside Hotel due to delayed payments.
'There has been a breakthrough. The MEC met with Minister of Human Settlements Thembi Simelane and received guidance from the Minister of Finance. We wish to indicate that we have found a solution and the necessary approvals."
Sibiya added that the department has already paid R185 million for self-catering and accommodation for 1,200 families in about five to six hotels across Durban, and now requires an additional R128 million. He detailed some of the challenges that the department has been alerted to regarding some individuals accommodated in private establishments.

He mentioned that they had been receiving complaints from owners of these establishments that some of the people are unruly and they do not want to accommodate them anymore. He added that the department had also conducted a verification process to ensure that the people benefiting are legitimate and had found that some individuals had been abusing the system.
Furthermore, the government had built permanent houses for victims, but as soon as they moved to their new homes, others were sneaking into these rented accommodations. He said another challenge they are faced with is resistance from communities where land had been identified to build houses.
'We met with the Human Rights Commission last week and presented this matter. We could have built houses for some victims on identified state-owned land, such as in Shallcross and other areas, but communities there chased away contractors who were beginning to build. The reality is that the government cannot rebuild on unsuitable land that saw homes being washed away during floods,' Sibiya concluded.
One of the evicted individuals told a TV news channel about their trauma. 'We have not been told what is happening. We were put in here, and today we were put out, and we are sleeping on the street. All we have been told is that we will be taken to a community hall. We are not told how long we will be staying in those community halls. It's not right that we could be moved from a house to a community hall.'
The DA in eThekwini said in a statement that on Monday it will announce bold steps it is taking against the municipality following the displacement of flood victims and the overall collapse of the city. DA councillor Zamani Khuzwayo expressed deep concern about the eviction, calling it an inexcusable humanitarian failure.
The DA blamed the Economic Freedom Fighters (EFF) in the eThekwini Municipality for the crisis. In response, Themba Mvubu, the EFF chair of the Human Settlements Portfolio Committee in eThekwini, pushed back. He stated, 'These victims were booked into the hotel by the National Department of Human Settlements.'

Image: Supplied KwaZulu-Natal Education MEC Sipho Hlomuka has addressed the allegations surrounding irregularities in the National School Nutrition Programme (NSNP) tender process, amid calls for his resignation by the MK party and concerns by the Democratic Alliance in the province. This follows allegations from the NSNP that the R2.9-billion tender process was manipulated for political gain. In an interview with Newzroom Africa, Hlomuka acknowledged receiving complaints from various parties but emphasised that the accounting officer and relevant authorities are handling the procurement processes. 'We're receiving several complaints from various service providers, stakeholders, and other political parties. However, as an MEC in the Department of Education, having received those complaints, I also engaged the MEC for Finance in the province to look into the matter,' Hlomuka said. He added, 'If there are people who are fingered in terms of the Public Finance Management Act (PFMA), I think the law will take its course.' Addressing direct allegations that he registered a company involved in SNP tenders, Hlomuka clarified, "In 2015, I opened the company and I've been participating in several government and private services, but currently I don't own any company." He denied any current involvement, saying, "I am no longer part of the company. Hence, I'm not aware of its activities. If it has received any tenders, that information will come out in the investigation,'' he said. He denied any current involvement with the tender and stated he had not received any official report linking him to irregularities. When asked about calls for his resignation by the MK party by July 26, Hlomuka said, 'I was appointed by the premier of KwaZulu-Natal. If there's a need to resign for whatever reason, we'll wait for that advice from the premier who appointed me.' Hlomuka highlighted that as MEC, he does not manage the tender processes directly and that any complaints must follow official channels. 'We are told that the process is at the appeal stage, and those who feel unfairly treated must lodge their appeals. The MEC for finance has already indicated he is waiting for those appeals.' He urged patience as investigations continue, saying, 'Let's wait for the process, the investigation will tell us if that company has been awarded before or not.' In response to the allegations surrounding the NSNP tender process and related issues, the ANC in KwaZulu-Natal expressed concern about the widespread accusations circulating on social media platforms against its members. ANC KZN spokesperson Fanle Sibisi said, 'The ANC has noted with concern the widespread allegations of wrongdoing circulating on various social media platforms, levelled against its deployees.' Regarding the specific allegations of corruption against Hlomuka and Thanduxolo Sabelo, Sibisi said, 'We understand that this process is at an appeal stage where those who have made bids and seek to appeal must forward their appeals to the Treasury Department. The ANC has full confidence that the provincial government has adequate capacity to handle appeals in a just and transparent manner.' He urged patience and trust in due process: 'We call on the concerned role-players and the general public to allow this process to run its course.' On allegations involving Councillor Lungile Mthembu of Mandeni Local Municipality alleged to have solicited a bribe, Sibisi confirmed, 'The ANC has instructed the leadership of the General Gizenga Region to institute an investigation into this allegation and to bring a report to the provincial office of the ANC for further processing.' 'There seems to be a concerted campaign to impugn the integrity of the ANC and its leaders. This campaign, advanced by faceless individuals, not only defames these comrades but has the potential to cause instability.' He highlighted previous examples, stating, 'The case of the non-renewal of Ms Jacinta Ngobese-Zuma's contract is a practical example of how the names of both the concerned ANC leader and the ANC itself can be dragged through the mud based on baseless allegations.' 'The ANC firmly opposes any acts of criminality, especially when they involve public finances. However, we believe that the threshold for damaging someone's character through public allegations is unacceptably low. The management of North West department of community safety and transport has been accused of nepotism for allegedly recruiting government officials' relatives for a traffic learnership programme and ignoring young people with no such connections. 'We are writing to express our deep concern and disappointment regarding the irregularities and unfair selection of candidates in the recent [process/selection/event] conducted by the office of the MEC for the learnership programme. 'Despite meeting the required qualifications and criteria, we were not selected, and we have reason to believe that the process was compromised by nepotism and favouritism,' the letter read. Nepotism and favouritism 'The specific irregularities we wish to bring to your attention include a lack of transparency in the selection process, favouritism shown to certain candidates with apparent connections to officials and disregard for established criteria and fairness. 'These irregularities undermine the principles of meritocracy and equal opportunity.' The applicants asked that the relevant authorities investigate the allegations, review the selection process and take corrective measures to ensure fairness and transparency. 'We have written to the affected department to account fully for the issues raised,' he said. 'The committee will assess all relevant documentation and decide on a way forward. More than 400 community members are living in informal settlements at Seaview Cemetery in Ward 64, under the eThekwini Municipality. KwaZulu-Natal MEC for Transport and Human Settlements, Siboniso Duma, said some residents erected shacks directly on top of graves. Duma said that on Sunday, he instructed the Head of the Department of Human Settlements, Max Mbili, to work with the municipality to expedite the profiling of families living at the cemetery on Coedmore Road. He reminded residents that the democratic government under Nelson Mandela prioritised housing construction in the area shortly after 1994. 'Priority was given to families who had lived in the area since 1981. It is unfortunate that despite having relocated communities, some came back to the area and others built new informal settlements in the same area,' Duma said. Around 2000, officials relocated families from the cemetery area to new homes in Welbedacht, Chatsworth. These officials included the late KZN MEC for Housing, Dumisane Makhaye, former MEC for Housing, Mike Mabuyakhulu, former eThekwini Mayor, Obed Mlaba, and Nigel Gumede, former Chair of the Human Settlements and Infrastructure Committee. Duma acknowledged that people migrate to eThekwini in search of socio-economic opportunities due to housing and land shortages, but stressed the need to respect burial grounds. 'Cemeteries are sacred places where the dead must be allowed to rest in peace. We call on communities to respect the departed soul,' he said. The Department of Human Settlements continues to engage with Ratepayers Associations regarding state-owned land where housing projects face delays. According to The Citizen , Duma confirmed that the department is conducting comprehensive research into housing needs across four priority groups: Households living on privately owned land facing eviction Households in rural or informal settlements in disaster-prone areas Households living in graveyards, such as Seaview Cemetery Farm dwellers The research will involve institutions such as the Moses Kotane Research Institute, National Home Builders Registration Council, Stats SA, CSIR, and the Department of Co-operative Governance and Traditional Affairs. While research continues, the department has identified the Greater Kokstad Local Municipality as the pilot site for the Agri-Village programme. The initiative, involving the Department of Land Affairs and the Department of Agriculture, Forestry, and Fisheries, aims to improve living conditions for farm dwellers by ensuring access to decent housing, water, electricity, roads, and socio-economic opportunities.
