Kerala HC directs State government and SWAK to constitute Ashtamudi Wetland Management Unit

The Kerala High Court has directed the State government and the State Wetland Authority Kerala (SWAK) to constitute an Ashtamudi Wetland Management Unit for the conservation of the wetland within two months of a notification being issued for this.
In addition, an integrated management plan for the wetland must be finalised within six months. The direction by a Bench of Chief Justice Nitin Jamdar and Justice Basant Balaji came when the court considered a public interest litigation (PIL)recently against rampant waste dumping and encroachments in the Ashtamudi wetland, which in turn was causing water pollution and the destruction of mangrove forests. The second biggest wetland in Kerala, the Ashtamudi lake was designated a Ramsar site in 2002. The Ramsar Convention is an international treaty for the conservation and sustainable use of wetlands, considering their role in biodiversity, flood control, water purification, and livelihood support.
In the PIL, Boris Paul, lawyer, and Kollam-based Help Foundation had sought a court directive to remove the encroachers and to form an independent monitoring committee to continuously monitor the lake's conservation measures. A sanitation survey done by the Kerala State Pollution Control Board (KSPCB) around the lake in 2020-2022 revealed serious health risks due to poor waste management. Open defecation around Ashtamudi was contributing to the spread of waterborne diseases, while 18% of households discharged toilet waste directly into the waterbody.
Heavy pollution
A report of the Committee on Environment of the Kerala Legislative Assembly submitted on 17, March, 2023 stated that the Ashtamudi wetland faced heavy pollution, encroachments, and siltation. Its area reduced from 61.40 sq. kms. to 34 sq. kms, while its depth reduced to less than half a metre in many areas. Mangroves and crucial fish-breeding grounds have almost disappeared and fishers dependent on this wetland were on the verge of losing their livelihoods. Human waste, chemicals and untreated hospital and commercial waste entered the wetland through the Kollam canal. Tourism-related waste and plastic accumulation in the Kollam and Neendakara backwaters, sand mining, unregulated housing and rampant pesticide use were too were issues.
In 2023, the National Green Tribunal (NGT) had imposed a penalty of ₹10 crore on the State government for its failure to protect the Ashtamudi lake and other wetlands. Since no concrete measures were taken, the petitioners filed the PIL.
Two requirements
The court said cited two requirements as essential for the conservation of the Ashtamudi wetland – a dedicated authority consisting of various stakeholders and experts and a site-specific, scientific, and comprehensive management plan. Both are not in place for the wetland so far. The Ramsar Convention emphasises the need to have a dedicated authority for each of the wetlands of international importance and a site-specific management plan for it.
Disposing off the PIL, the court also directed that a standard operating procedure must be formulated by the Ashtamudi Wetland Management Unit to govern its functioning while specifying modalities like the venue, frequency of its meetings and the mechanism for co-ordination among stakeholders. In addition, the unit must have its own website or a dedicated web page hosted on the official website of SWAK with a feedback mechanism for the public. SWAK must develop a digital feedback mechanism (web/social media) for the general public to upload/share audio-visual materials.

Well, Pakistan's close ally, China, is facing a serious problem: declining birth rates. According to the BBC report, the Chinese government has announced an annual subsidy of 3,600 yuan (around £375, $500) payable to parents for each child under the age of three under a new initiative launched to encourage more births nationally for the first time. China is now experiencing the consequences of its largest policy blunder: the 'one child' policy. While it produced rapid economic growth for decades, it also produced a fast-growing elderly population and turned China into an 'aged' nation before its time. This situation has become so dire that the government is now offering subsidies to encourage childbirth. On Monday, the government announced a policy that will provide the parents of children under the age of three an annual subsidy of 3,600 yuan (reportedly about Rs 41,000). The policy will be implemented on January 1, 2025. Meanwhile, even families with children born in 2022, 2023, or 2024 will still be eligible for partial benefits. The subsidy will be tax-free and excluded from poverty-assistance eligibility calculations. The government estimates that 20 million families could benefit from the new program. According to state media, the handouts will benefit about 20 million families, with the cost of raising children. The plan was revealed on Monday, with parents receiving up to 10800 yuan per child. Beijing's state broadcaster CCTV said the policy will be retroactive to the beginning of the year reported BBC. This comes amid multiple local government initiatives designed to address low birth rates in locations across China. For example, in Hohhot, a city in the northern region of China, parents are receiving support of up to 100,000 yuan per baby for couples with at least three children. The study by the China-based YuWa Population Research Institute found that the average nationwide cost of raising a child from birth to age 17 was about $74,800 – rising to more than $94,500 to support a child through a bachelor's degree, CNN reported. The cost of raising a child to age 18 in China is 6.3 times higher than the country's GDP per capita, the report said – a ratio second only to South Korea, which has the world's lowest fertility rate, and where the cost of child-rearing is 7.79 times the GDP per capita, CNN reported.

The creation stands 18 inches tall and 15 inches wide, placed on a meenakari platform. The artwork was crafted over a week by three Kashi-based artisans and metal repousse artists — Anil Kasera and Raghunath Kasera, along with meenakari expert Arun Kumar Verma. 'The creation is a testament to the rich craft heritage of Kashi and showcases the strength of India's GI ecosystem,' Dr Rajni Kant said. On this occasion, Modi urged artisans and weavers to take India's indigenous crafts global through the mantra of 'Swadeshi and Local to Global.' He emphasised the legal significance of GI as a symbol of local identity and called for robust measures to protect and promote it.
