HR Ministry launches ‘CV Upload' service for domestic workers on Musaned

RIYADH — The Ministry of Human Resources and Social Development has launched the 'CV Upload' service for domestic workers through the Musaned platform, allowing employers to use it when transferring service of a worker to another employer.
The ministry noted that this service is an innovative model designed to facilitate the selection of workers based on their résumé and to enable the smooth and streamlined transfer of services. The process is fully automated, enhancing employers' access to domestic workers already residing in the Kingdom.
Through Musaned, domestic workers can upload their CVs once their contract with their current employer ends. The uploaded CVs include details such as job titles and acquired experience, allowing prospective employers to search and select candidates based on skills and job requirements. This measure also helps protect the rights of both workers and employers.
This service aligns with the ministry's broader efforts to develop the recruitment sector in the Kingdom. Previously, the ministry launched several initiatives to safeguard the rights of both parties in the contractual relationship, including the Wages Protection Program for domestic workers, mandatory insurance, and the Unified Contract Program, which is binding on both parties and clearly outlines their rights and obligations.

Meanwhile, the labor force participation rate among Saudi women edged up by 0.3 percentage points to reach 36.3%, while the employment-to-population ratio rose by 0.7 percentage points to 32.5%. The unemployment rate among Saudi men also continued its downward trend, falling slightly to 4.0%, a year-on-year decline of 0.2 percentage the broader labor market, including both Saudis and non-Saudis, the overall unemployment rate fell to 2.8% in Q1 2025, compared to 3.5% during the same quarter a year Kingdom had initially set an ambitious Vision 2030 target to reduce Saudi unemployment to 7% by the end of the decade, an objective it surpassed ahead of schedule by the end of 2024. As a result, the government has revised its target downward to 5% by its concluding statement last week following Article IV consultations, the International Monetary Fund (IMF) commended Saudi Arabia's ongoing labor market reforms, noting that the unemployment rate among Saudi citizens had already dropped to 7% in 2024, well ahead of Vision 2030 targets.

Saudi Gazette report RIYADH — The Saudi Zakat, Tax, and Customs Authority (ZTCA) announced that the minister of finance has approved extension of the initiative to waive fines and exempt taxpayers from penalties for a period of six months, starting July 1, 2025. This extension applies to taxpayers until December 31, 2025 under all Saudi tax laws. The authority said that the initiative offers relief from penalties associated with late registration, late payment, and late filing of returns. It also waives fines for correcting value-added tax (VAT) returns, fines for field violations related to electronic-invoicing regulations, and general VAT-related infractions. The eligibility requirements stipulate that taxpayers must meet registration requirements as outlined by the authority. They must also submit all required returns to the authority that have not been previously submitted, correctly disclose all undisclosed taxes, and fully pay the principal tax debt related to the returns to be submitted or amended to correctly disclose outstanding tax liabilities. Taxpayers may also submit a request to the authority for installment payments, provided the request is submitted during the initiative's validity period and all installments shall be paid within their due dates according to the installment plan approved by the authority. The ZTAC emphasized that the initiative does not cover penalties for tax evasion violations, fines paid before the effective date of this initiative, or fines related to returns owed to the authority after June 30, 2025. The authority called on taxpayers to review the details of the initiative and its provisions through the simplified guide for the initiative, available on its website. The guide provides a detailed explanation of the salient features of the fine exemption decision, including clarification of the types of fines covered, the conditions for benefiting from the exemption associated with each type of fine, and the steps for disbursing financial dues in installments. It also outlines the field control violations covered by the initiative, with illustrative examples. The ZTAC urged all taxpayers to seize the opportunity of extending grace period for the initiative, stressing its readiness to answer any inquiries via the Unified Call Center number 19993, available 24/7, or "Ask Zakat, Tax, and Customs" account on the X Zatca_Care platform, or the email address [email protected], or the live chat on the authority's website.

'The special funds provided by the bank are effective resources that can help bridge financing gaps and engage all members in the development process without exception,' he said while addressing the 10th annual meeting of the AIIB board of governors, held in Beijing, China on June 24-26. During his participation in the governors' roundtable, the minister emphasized the importance of the AIIB's efforts to intensify its cooperation with other development banks and to attract private capital. He noted that private-sector participation in cross-border interconnection projects does not exceed 22 percent, reflecting the limited scope of public-private partnerships despite infrastructure development being a fundamental pillar of global economic growth. Al-Jadaan explained that the bank has an opportunity to adopt innovative solutions to overcome such challenges. 'Opportunities include dynamic risk distribution, the application of integrated financing mechanisms, and the creation of payment channels supported by blockchain technology,' he said. The minister stressed the need to increase AIIB's investments in emerging energy technologies. 'The bank has demonstrated an awareness of the importance of the energy sector, but we need to go further. Technologies such as carbon capture, utilization, and storage (CCUS) are essential to achieving energy security,' he said.
