Haryana constitutes 7th finance commission
The Haryana government has constituted the seventh state finance commission, a constitutional entity, to examine and recommend distribution of financial resources between the state government and local self-governing bodies. A notification to this effect was issued on June 27 by chief secretary, Anurag Rastogi. The commission which has been constituted under the provisions of Articles 243-I and 243-Y of the Constitution shall make its report available to the governor by March 31, 2026. Former Haryana chief secretary Sanjeev Kaushal has been appointed as the chairman of the commission and IAS officer Anshaj Singh will serve as its member secretary. The report shall cover a period of five years from 2026-27 to 2030-31. An action taken report pertaining to recommendations will be tabled in the state assembly by the state government. The objective of the commission is to make recommendations on key fiscal matters concerning Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs), thereby improving decentralised governance and financial autonomy at the grassroots level. Its mandate included recommending principles for the distribution of net proceeds of taxes, duties, tolls, and fees levied by the state between the government and the PRIs—namely, zila parishads, panchayat samitis and gram panchayats. It will also advise on the taxes and fees that may be assigned to or appropriated by these rural local bodies, along with grants-in-aid to them from the consolidated fund of the state. The commission will also suggest measures to strengthen the financial health and revenue-generating capacity of PRIs. The commission will make recommendations regarding the urban local bodies including the distribution of state tax proceeds between the government and municipal bodies, the taxes that may be assigned to municipal bodies, the structure of grants-in-aid to them and the steps needed to bolster their financial sustainability. While making recommendations, the commission will take into account several aspects to ensure fiscal responsibility and equity. These included the need to maintain a balance between the state's receipts and expenditures and to generate sufficient surplus for capital investments. The commission will also assess the overall resource availability of the state government and the various demands on those resources, particularly expenditure related to civic administration, maintenance and upkeep of public infrastructure, recurring costs of plan schemes and other committed financial liabilities. The financial requirements, resource-raising potential, and scope for expenditure rationalisation of the PRIs and municipal bodies will also be evaluated to strengthen their fiscal autonomy and efficiency.

Mangaluru: All India Bank Employees Association (AIBEA) general secretary CH Venkatachalam said the policies being pursued by the central govt are not beneficial to the country and its people. Speaking at the 26th All India Conference of the All India Karnataka Bank Employees' Association (AIKBEA) at the Sanghaniketan here on Saturday, he said: "Whether certain policies being pursued by, not only this govt, but successive govts, are beneficial to the majority of people? In many indexes like the Global Hunger Index, India is at the bottom. We claim that we are progressing and are the fastest developing economy, and speak of Amrit Kaal, but while many enjoy Amrit, others are deprived of it. " Stating that the Constitution's core values are equality, fraternity, and justice, Venkatachalam said various reports indicate India is home to a large number of poor people. He questioned the logic of a section of society enjoying everything while others are deprived of the same. On work-life balance, he criticised leaders who are in favour of 70 to 90 hours of work a week. Lauding Karnataka Bank as a people's bank, Venkatachalam said customer service is important. He noted that banking is crucial for development in any developing country. Recalling AIBEA's contributions to the banking sector, he mentioned the amendment to Section 45 of the Banking Regulation Act. Reserve Bank of India (RBI) may consider a moratorium on a bank if it is not doing well and merge that bank with another bank. Earlier, banking services were available only for privileged people, he said. "The exploitation of bank employees should be prevented. AIBEA, founded 80 years ago, will ensure that your job is secure. We have to have a strong union, and AIBEA is committed to that purpose. Your problems will be taken care of by the union, and you take care of the union," he added. Karnataka Bank managing director and CEO Srikrishnan H and others were present. AIKBEA president Poornima P Rao presided.

Upa Lokayukta steps in, cook gets pension after nine long years
BENGALURU: Poornachandra Tejaswi's 'Tabarana Kathe', depicted the struggle of a government servant to get his pension after retirement. Similar is the struggle of Nagarathnamma, a cook who took voluntary retirement from the Social Services Department after 23 years of service in 2016. Finally it took the intervention of Upa Lokayukta to get justice for Nagarathnamma, a resident of Maruthi Layout in Maluru of Kolar district. 'I took voluntary retirement in 2016 owing to health issues but I had not got my retirement benefit and pension. Finally, I approached Upa Lokayukta Justice B Veerappa whose intervention made me get my retirement benefits along with a pension of Rs 20.21 lakh now. I am happy that I got justice,' says Nagarathnamma. 'It is an unfortunate case. It is against the principles of Articles 14 and 21 of the Constitution. The complaint was filed in June 2023, but the authorities concerned did not take any action', says Justice Veerappa, who passed the order dated March 5, 2025, seeking an explanation from the authorities. V Shivakumar, the Assistant Director, Grade-1, Social Welfare Department, told the court that the issue was delayed since the Accountant General (AG) raised an objection. He will propose the papers for disbursement of the pension to the AG within a week and it is for the AG to proceed and clear the pension. Even otherwise, the complainant is entitled to 10% interest on the amount she is entitled to, he said. Justice Veerappa directed the authorities to disburse pension and other benefits by May 7 with a direction to send the copy of the order to AG. The government paid Rs 20.21 lakh, including death cum retirement gratuity and cumulative value of pension to Nagarathnamma on June 12.
